RPC-875 is to be held in a standard humanoid containment chamber with maximum security restrictions at Site-105. During asset transport, physical restraints are to be secured around the arms and legs of RPC-875, with no unauthorized communication with site personnel allowed.
Contingent upon RPC-875's noncompliance, the Research Lead may authorize the Authority Security Force to place the anomaly in solitary confinement as needed for behavioral adjustments. In the event of a containment breach, should non-lethal methods of asset retrieval be unsuccessful, RPC-875 is to be neutralized with thermobaric or energy weapons.
Description:
RPC-875 is a 27-year old African male of Gbaya ethnicity identified as Bajikijayi Nwadike, and a Class MVR3 reality-bender. Additionally, RPC-875 is the commander of a group of Mayi-Mayi guerrillas with various anomalous weapons attempting to overthrow several governments in Central Africa. RPC-875 claims to have been trained as a medicine man in traditional African practices that enabled its powers of projectile deflection and displacement.
During previous combat encounters, conventional firearms have failed to injure RPC-875, or any of its fighters, with bullets deflecting off the surface of their bodies, or passing through them entirely. This is attributed to an unknown psychochemical stimulant naturally brewed by RPC-875 that appears to extend its anomalous abilities to its fighters, designated RPC-875-(n+1), for a limited duration.
Discovery:
On November 30, 1999, the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo was established in order to stabilize regional security during the Second Congo War. As part of efforts to contain the rising number of anomalies reported in the conflict, the United Nations Anomalous Activities Committee dispatched 4,719 United Nations International Security Assistance Anomalous Force soldiers into Central Africa.
Initially, RPC-875 was thought to be one of many local warlords exploiting conflict minerals on the border regions near Uganda, Rwanda, and Burundi. UN health workers operating in asylum camps started to report rumors from refugees of a warlock conquering vast swaths of the Congo jungle with an 'immortal army' who could shoot lightning and fire from their weapons.
On June 10, 2000, after defeating nearby rebel factions for control over several coltan and cobolt mines, RPC-875 intervened in the siege of Kisangani, DRC, forcing Ugandan-backed militia groups from the outskirts of the city despite being numerically disadvantaged. The UNAAC Military Actions Committee dispatched a contingent of UNISAAF peacekeepers into the area to assess the situation.

Overview: Force Commander Valerian Viktorov ordered our eight-member patrol unit to investigate Mayi-Mayi insurgents aligned with the warlord Bajikijayi Nwadike in Kisangani under the cover of standard UN peacekeepers.
Statement: Reports have been circulating in the region of a militant group claimed to be run by a warlock who is not hurt by bullets named Bajikijayi Nwadike. Citizenship records indicate that he was originally from the city of Gbadolite in the Northwest, but we know nothing else about his history, nor anything about his group of fighters who are also said to be invincible.
Ugandan and Rwandan militias, who had been united in defeating the national government, have begun to battle over their territorial possessions here. The national coalition forces have virtually no presence in this part of the country, and in the absence of the national military, these Mayi-Mayi local defense militias have formed, each with their own agendas and allegiances. In truth, nobody really knows which side is fighting the other anymore.
Truck after truck passed us by full of armed men and children with automatic weapons and rocket-propelled grenades, yet we could do nothing but watch them roll onward. We started running into road blocks and checkpoints riddled with bullets and burnt out vehicles on the streets. The sky was dark from smoke; ash raining down over bodies decaying on the ground. Eventually, the road became too damaged from the battle here to continue on, so five of us exited our convoy and marched forward deeper into the city limits.
As we passed by rows of damaged buildings and homes, I saw civilians watching our movements, but none were willing to come forward to say what happened here. A tinge of sulfur was wafting through the air, so we stopped to put on our gas masks. On our way, we encountered an injured woman in the road, and we ran to assist her. All across her arms and chest she had what looked like chemical burns. She warned us, "They will come for you next. They have drunk his poison and their minds are gone. Beware the warlord, for he is no longer human."
Suddenly, we heard heavy gunfire nearby, and bullets began ricocheting off the ground around our location. Three trucks were driving towards me, with .50 caliber machine guns attached on top of the vehicles. We held our positions as they approached; our firearms on standby should they've aim their weapons at us. When the convoy came to a halt, out of the first truck came nine soldiers with automatic weapons in their hands that had strange symbols carved into them.
One of the soldiers took out his canteen and began to drink what I assumed was water, but I saw instead a metallic blue green liquid dripping down his face. His eyes, and the eyes of the other soldiers, appeared glassy. The militant unexpectedly discharged his weapon into the injured woman, killing her instantly, while yellow smoke began to pour out from the barrel. He turned back to us and stated, "This is what will happen to you if you do not stay out of our way. Your weapons can't hurt us. Leave."
We quickly returned to our convoy, unequipped to challenge them in any way. Some organization or entity has been providing these militants with anomalous weapons underneath our noses. As we arrived back at our vehicle, the three soldiers who had stayed behind had been tapping into radio signals to try and intercept communications between the guerrillas. While doing this, they discovered broadcasts being distributed over AM frequencies carrying speeches from who we believe is Bajikijayi. They gave me this short transcription below.
"What is Africa right now? It is broken! The West and The East of the Congo are split. Our neighbors take advantage of us! We are a very rich country, yet we remain poor! No more will this be the case. This is why I have come before you, to liberate this nation from subservience. Do not back down from this fight, we are stronger together than they think! You will know this to be true when you see bullets run across you like water."
Recommendations: Quick action should be taken to prevent these fighters from expanding their reach beyond the Eastern borders of the DRC. Suggesting the implementation of disarmament efforts in order to mitigate further war crimes. This situation will escalate into a humanitarian disaster if swift action is not taken. If this warlord is not stopped, we may be facing another Rwanda, and blood will be on our hands again.
Despite the discovery of anomalous weapons in their possession, no further action was taken against the militants until UN forces near the border zones started to report being targeted by the Mayi-Mayi. RPC-875's own anomalous abilities remained unknown until UNISAAF forces sustained significant fatalities following a botched assault on the group's training camp in Goma, DRC.
On August 13, the UNAAC Legal Committee indicted RPC-875 as an anomalous war criminal, ordering its extradition to a secure detainment facility in the Hague, Netherlands, for prosecution. Due to uncertainly over RPC-875's appearance, the destructive potential of its powers, and the lack of forces needed to secure mineral mines under its control, progress by UNAAC to capture RPC-875 has been unsuccessful.
Addendum-01:
On January 10, 2001, the UNAAC officially requested assistance from the Authority in detainment efforts for 'an anomalous human in the jungles of the Democratic Republic of The Congo'. In response, MST Zulu-45 ("Backwater Filterers") was ordered to search out and contain RPC-875, with MST Kilo-04 ("Screaming Frogs") providing auxiliary support against fighters aligned with the anomaly.

OBJECTIVE: Locate and detain RPC-875 while securing or destroying all anomalous weapons that are in possession of RPC-875-(n+1).
FORENOTE: RPC-875's location was fixated to an armed encampment built into a landfill near Baraka, DRC, by Authority Central Intelligence. MST Zulu-45 performed several reconnaissance missions to the encampment and mineral mines nearby controlled by the Mayi-Mayi in order to properly identify RPC-875.
Operatives uncovered that RPC-875 often conceals itself among the Mayi-Mayi when not performing official duties. In addition, satellite footage discovered that whenever RPC-875 travels to any militant base, a religious ceremony of unknown significance will be performed with the fighters.
MST-Zulu-45 was directed to breach the encampment from a stealth helicopter, and use an incapacitating nerve agent to subdue any fighters defending RPC-875. MST Kilo-4 would provide cover-fire and transport for Zulu-45 from the area, along with any anomalous weaponry.

Zulu-45-CDR: Kilo-4, we are about 2 klicks from the perimeter; what is your ETA to the encampment?
Kilo-04-CDR: (over radio) We are ETA 5½ minutes until we are on location. We've just crossed Lake Tanganyika and are transporting our vehicles on-road.
Zulu-45-CDR: Understood, we're going dark now.
At this time, MST Zulu-45-CDR activated an EMP device, blowing a power generator within the camp and shutting down the base's electricity. Zulu-45 operatives advance past the perimeter of the camp, while the guerrilla patrols are distracted by the loss of electric power.
Zulu-45-CDR: (field sign) Follow me.
Zulu-45 advances toward the center of the camp, where torches are seen providing light next to a large canopy shelter. Underneath the canopy are approximately 50 fighters sitting in a circle around RPC-875, who is kneeling on the ground.
Zulu-45-CDR: (field sign) Stop, go prone.
RPC-875 has white ashes painted over its face and is mixing an unknown potion inside a stone bowl. Standing up, RPC-875 grabs a wooden branch decorated with animal feathers and bones, then motions the first row of the guerrillas to stand.
Zulu-45-CDR: (field sign) Target located. (to Zulu-45-11) Get ready.
Holding the bowl to its side, RPC-875 waves the wooden branch over the militants while reciting an indecipherable phrase. After holstering the stick, RPC-875 grabs a handful of the potion and splashes it onto every individual fighter.
RPC-875: (in Swahili) Now you feel what I feel and see what I see.
Zulu-45-CDR: (field sign) Execute mission. Capture the target.
Zulu-45 operatives discharge three gas canisters into the crowd of militants, causing three loud explosions to reverberate across the perimeter. Zulu-45-11 discharges a net gun onto RPC-875, dragging the target away from the other disorientated guerrillas.
Zulu-45-11: (over radio) Target captured! Headed to the rendezvous point!
Militants begin to pour out of their tents and take up positions around the base, shooting at the operatives with automatic weapons. Zulu-45 retreats towards a weapons stockpile tent at the outskirts of the landfill, with approximately 25 guerrillas charging them.
Kilo-04-CDR: Everyone move in now!
MST Kilo-04 drive their vehicles into the encampment and head towards the weapon stockpiles, assailing the base with gunfire. Rounds of explosive ammunition and napalm charges fired by MST Kilo-04 are successful in countering the militants, forcing them to retreat.
Kilo-04-CDR: There they are!
Boxes of firearms and chemical containers are quickly taken from the stockpiles and thrown into Kilo-4 vehicles, with the rest set on fire and destroyed.
Zulu-45-CDR: We're in! Let's get the hell out of here!
RPC-875 is thrown into the back of the transport vehicle and driven away from the base.

MISSION STATUS: Success
CONCLUSION: RPC-875 was successfully captured and extradited to Site-105 for containment, with anomalous weapons recovered on location taken to site storage. Potion samples obtained in the raid indicated that the mixture is a type of herbal stimulant formed from various plants native to Central Africa.
Two weeks after its detainment by MST Zulu-45, RPC-875 was interviewed by Head Researcher Dr. Vincent Hugo. The objective for the interview focused on gathering more information regarding RPC-875's background and anomalous abilities, as well as its political objectives and worldview.

RPC-875: In Gbadolite, a plague had hit the city and the Catholic mission I lived in warned us to not seek out the sorcerers who use their magic to heal. This man I saw, wearing animal hides and skulls, could heal the sick in ways I had not thought possible. These sorcerers could've saved my mother, or healed my father in the army, if the proselytizers hadn't driven this group out years before. I did not hesitate then to follow him and the other practitioners.
Vincent Hugo: What happened to those other witch doctors?
RPC-875: The Ugandans forced us to flee into the jungle when they took the city. Many of us died, too many, and I knew we had to defend ourselves, or we would be killed off. There were some opposed to what I was doing, but I get my way in the end. This is why the Mayi-Mayi exist, why I am the commander of my own troops.
Vincent Hugo: Your militia is attacking groups siding with the national coalition, not just those aligned with Uganda, Rwanda, or Burundi.
RPC-875: Those other groups don't have a goal, I do. We must heal the stem of this problem, not just symptoms. Progress can only come here through war, this is how these nation were created.
Vincent Hugo: What do you mean?
RPC-875: It is not difficult to understand; if there is to be peace, then these colonial borders in Central Africa must be abolished.
Vincent Hugo: The United Nations peacekeepers aren't a part of the African forces intervening in this conflict. Why attack them?

RPC-875: Then these lands will know peace. For too long, we have been at a disadvantage; not anymore, not when my men and I take power. All of Africa will remember me.

CONCLUSION: RPC-875 was returned to its containment chamber without incident. As per request, it is to remain at the facility until authorization has been given to transport RPC-875 to the UNAAC Legal Committee for war crimes prosecution.
Addendum-02:
On September 25, RPC-875 was scheduled to be transferred to a UNAAC prisoner facility in the Netherlands via a private jet from the Ndjili International Airport. At 15:00 UTC, a group of Mayi-Mayi insurgents armed with high-powered weaponry shot down the UNAAC plane flying RPC-875 shortly after its takeoff, causing the aircraft to crash on the demilitarized island of M'Bamou in the Republic of the Congo.
UNISAAF investigators stationed in Kinshasa reported to the site of the wreck, recovering electronic components and accounting for all passengers and crew-members on-board, with the exception of RPC-875. Its status remained unknown until June 14, 2002, when UNISAAF observers stationed in Brazzaville, CG, alongside UN peacekeepers reported viewing RPC-875 leading a group of armed insurgents into clashes with the Congolese Army.
Sporadic sightings of RPC-875 have since been reported in the Central Africa Republic, Chad, Côte d'Ivoire, Liberia, and most recently Sudan. As of this data entry, RPC-875 remains uncontained.
