Description: RPC-866 designates a hostile entity of nonspecific characteristics, primarily manifesting as a recurrent hallucination experienced by human beings in a 20km2 area just northwest of the Hala’ib Triangle disputed territory between Egypt and Sudan.

A no-fly zone has been established in the area as per the 1959 agreement between Regional Director Ehsaan Awad and General Salah Nasr of the newly-founded and reorganised Mukhabarat,1 though increasing tensions with other agencies in the Middle East,2 and within the Mukhabarat itself today, threaten the reliability of this status.

RPC-866 is primarily experienced by an unrecognised village settlement with a population count of 167 individuals near the modern-day Lake Nasser along the Nile River. All current inhabitants have experienced RPC-866 at least once in their lifetime, but disagree upon dates and characteristics of each event. Such dates range from "days ago" to several decades before present day.

Accounts of similar events to RPC-866 have been collected from a large variety of location-specific sources, spanning thousands of years in potential range of occurrence. However, these accounts are considered unreliable, and their connection to RPC-866 is tangential at best.3

Other characteristics are universally agreed upon by all inhabitants, most prominently the belief that RPC-866 is precipitated by the impact event of an unknown object.

Said "impact area" of RPC-866 is variable, but generally believed to be a 1.3km2 circumference in the centre of the aforementioned 20km2 area. Between late June and early July of each year, RPC-866-1 manifests within this zone.

RPC-866-1 is a 15m tall black pyramid with no visible entry. RPC-866-1 is believed to consist of the primary entry point for sacrificial subjects, allowing passage into RPC-866-2.

RPC-866-2 is an approx. 3km3 area beneath RPC-866-1, believed to be RPC-866's body or physical manifestation. This area appears to constitute either a false vacuum or a low-ACS influence sphere where known physical laws do not apply, or do so inconsistently. If containment procedures are not applied after manifestation, RPC-866-2 commences to rapidly expand, and is expected to quickly reach surface elevation if left uncontained for a brief period.

Over the past century, AFRICOM has secured enough influence within the local government to ensure a semi-permanent landing zone near the site to aid in containment. This is the only way to approach RPC-866-1 during manifestation events.

Manifestations of RPC-866, including dates, range, and location, have been catalogued by both the Authority and its predecessor, the Auctoritas Imperata, since the year 1590, whereupon the site first fell under a modern form of containment.

The true influence of RPC-866 prior to its acquisition by the Auctoritas is unknown. In the event that containment fails, it is understood to have the capacity to trigger the emergence of anomalous negative tychokinetic trends at a scale large enough to impact the integrity of worldwide operational secrecy, as well as sudden manifestation of variable Gamma-Red or higher anomalous entities, objects, or locations. Exposure of human beings to RPC-866-1 or -2 is invariably fatal, with affected subjects being unable to leave its immediate surroundings and eventually perishing due to inanition, dehydration or other unrecorded causes of death.

RPC-866 is highly hostile and may be sapient. Human psychological suffering may be positively correlated with appeasement of RPC-866, and is imperative in both analysis and containment of the entity.4

RPC-866-1

A containment breach of RPC-866 has occurred only once, in the year 1590. This event, known then by members of the Auctoritas Imperata as the "Year of Blood", consisted of the extremely rapid spread of an unknown hazardous memetic and biological agent through small farming communities along the Nile in the modern territory of Egypt and Sudan.5 Methodology behind the spread of said agent is unknown; competing hypotheses among the Research Division upon the review of Auctoritas records suspect both airborne and vector-borne transmission, though neither can be confirmed through testable study.

Members of the Auctoritas were not made aware of its occurrence until after the agent had spread considerably, leaving a multitude of villages and small hamlets abandoned, and causing small-scale famine in the region. Travel routes of Ottoman Empire merchants collaborating with the organization were impacted severely.

Human beings affected by the agent are recorded as having conformed into two distinct groups, labeled by the Auctoritas as ‘active’, and ‘passive’ respectively. Both groups would first experience symptoms of what is now known as psychosis to varying degrees for a ‘warming period’ of three to five days. Upon completion of said ‘warming period’, the agent would have already spread considerably inside the subject’s central nervous system, reaching the frontal lobe and cerebellum regions inside the brain, allowing it to control voluntary movement. A ‘migration period’ would ensue, the subjects being moved in large ‘herds’ by their own limbs to assumed suitable conditions for the agent to grow and develop.6

Upon arrival, the active group would be instigated to engage in extensive self-mutilation of their hands, replacing them with sharp, makeshift objects often composed of their own bone. Said active subjects would then repeatedly attempt to use their modified hands to practice pithing7 with the passive subjects, who are recorded as being near-comatose for the duration of the previous events. Upon the immobilization of a vast majority of passive groups, affected active subjects would undergo rapid cellular growth, generating sharp bone structures to intersect with the victim's nervous system, which would subsequently be overtaken by the affected subject's own.

Further cellular growth would ensue, creating a single large, live tumorous mass. These masses would later be carried and laid together by other affected subjects, which would attempt to sculpt them together into singular shapes, aided by further bone and muscle growth from the mass itself. Resulting shapes would be vaguely cylindrical 3 to 16m tall towers, adorned with sharp bone growths and nonfunctional eye-like teratomas.8 While unconfirmed, it is believed that the resulting structure would remain at least partially conscious during the entire process.

These structures would later be burned down in a makeshift pyre constructed by the remaining passive subjects. Each pyre was constructed entirely of circular objects in the shape of wheels. After igniting each pyre, subjects would attempt to carve arrow-like objects from items previously regarded by them as sentimentally important, to then throw these items and themselves inside.

Other suspected anomalous events bearing similar symbology, yet different circumstances, also occurred in the region and in areas outside of it; instances have been recorded where persons would burst into laughter, become melancholic, or attempt suicide via drowning.

The breach was eventually ended following accidental execution of current-day containment procedures. This allowed the Auctoritas - and by extension, the modern-day Authority - to gain a foothold among the local governments of the time that would extend up until the dissolution of the Ottoman Empire during the first World War.

Old Auctoritas records stored in the modern town of Abu Simbel contain local accounts of farmers predating the incident that refer to a nomadic movement or ‘cult’ dedicated to the worship of falling stars and an indistinct “riverman” figure that rows beneath the heavens.9

It is believed that this group of unknown name and origin maintained a crude form of containment of RPC-866 prior to the arrival of the Auctoritas.10 Attempts to contact this group, or further investigate their disappearance and containment failure of RPC-866 have failed.


Containment Protocols: Containment of RPC-866 can only be achieved during late June or early July of every year, as RPC-866-1 can only manifest during this period.

Vigilance of RPC-866 must be constant during this period, as if RPC-866-1 manifests, containment measures are to be immediately carried out. Safe margin for execution of containment procedures is 9 days. No emergency procedures for failure to execute containment have been developed.

Containment of RPC-866 is achieved through exposure of a singular human being to RPC-866-2. Maximum efficiency is reached by subjects with past trauma or violent experiences, as well as lack of security and self-esteem. Treatment of these subjects must be impersonal since initial contact by OL-Site-866 until deployment to RPC-866-1, in order to facilitate conditions for maximum psychological damage of the subject and satisfaction of RPC-866.

A list of 300 potential subjects is kept in OL-Site-866, including their contact data and characteristics that may benefit long-term containment. This list is to be maintained and refreshed monthly, prioritizing subjects within the Authority's First Response program. It is imperative that any and all subjects within this list are or have been Authority employees of clearance level 2 or higher, most preferably prepared subliminally using controlled situations and circumstances over the course of years prior to final use.11

The Authority has ensured safe containment of RPC-866 may continue indefinitely.
