Containment Protocols: Measures to cover up RPC-790 are enacted, including designating the area which it inhabits as internationally prohibited waters under the cover story "minefield". The area that RPC-790 inhabits is designated OL-Site-790, and is to be under observation at all times. At least one observational vessel is to be stationed around 500 km away from RPC-790 at all times.


Description: RPC-790 is an organism resembling a specimen of Balaenoptera musculus,1 outfitted with a variety of weapons, both anomalous and non-anomalous. These weapons include:

  • Shkval 2 submarine torpedoes, attached to the bottom of RPC-790. Have been observed deployed multiple times.
  • VTT-1 Strizh submarine torpedoes, attached beneath the two flippers of the whale. Have not been observed deployed.
  • Unnamed small arms, attached within the mouth of RPC-790. Bullets appear to treat the water like air and water somehow does not impede the firing mechanism. Have been observed deployed multiple times.
  • 9K32 Strela-2 surface-to-air torpedoes, mounted atop both shoulder blades of the whale. Have not been observed to be deployed, but one appears to be missing.

RPC-790 appears to have an infinite amount of ammunition — testing with remote-controlled vehicles have shown that it is capable of firing its submarine torpedoes and small arms an unlimited amount of times. RPC-790 is tattooed with a large red star around its blowhole, but investigation into Russian paramilitary development have uncovered no evidence of anything like RPC-790 ever being developed.

Analysis of RPC-790 puts its' age from 60 to 70 years. RPC-790 has sustained damage along its tail fin and left flipper and swims lopsided, but this does not appear to impede its speed. Wounds on the skin of RPC-790 are consistent with wounds sustained by whales after fighting with giant squids.

When RPC-790 is not in combat, it swims rapidly around the same 2 km2 patch of water in the Gulf of Mexico at a depth of about 300 m. Whenever RPC-790 reaches the border of it's patch, it abruptly halts and begins swimming in the opposite direction.

If any marine vehicle enters within 400 km of RPC-790, it will begin fire after giving a warning in Morse code, first with its missiles, then if the vehicles get closer, the small arms located within RPC-790's mouth. Due to this property, Authority forces have been unable to get close to RPC-790 without incurring excessive losses.

A radio signal occasionally emanates from RPC-790 every hour. The signal appears to be an elderly human male; voice suggests a heavy smoker. A decoded version of this signal is shown in the discovery logs. RPC-790 seems to be unable to receive signals.


Discovery: RPC-790 was discovered after reports of a "cursed patch" of water near the gulf of Mexico where boats seemed to go missing much more often were given. Authority Naval Vessel scout "Sancus" was dispatched for reconnaissance on ██/█/19██.

Crew on the Sancus were unable to decipher what RPC-790 had said, and so resorted to protocol.

ANV-SANCUS(In English Morse): CIVILIAN SURVEYING VESSEL

A 30 second pause is observed.

RPC-790(In Russian Morse): STATE YOUR BUSINESS OR I MUST ASSUME YOU ARE A HOSTILE

ANV-SANCUS(In English Morse): CIVILIAN SURVEYING VESSEL

No signals are heard for three minutes, then RPC-790 begins to fire upon the Sancus. A signal begins to emanate from RPC-790, which was recorded and later decoded.

RPC-790: I have been followed by Americans. Please respond. Hostiles spotted. Requesting backup from mother base.

ANV Sancus begins to flee the scene after making note of RPC-790's coordinates.

RPC-790: Please respond. Requesting backup.

ANV Sancus escapes the range of RPC-790. Orders are given to continue observation of RPC-790. Thirty-five minutes pass without any response, when RPC-790 begins its transmission again.

RPC-790: Please respond. The light is dimming. Please respond.
