Containment Protocols: A quarterly review is to be conducted for accounting discrepancies in fast food and chain restaurant companies for indications of instances of RPC-745-NT. Locations indicative of RPC-745-NT must be confirmed by an in-person ground team, in which containment now falls under the jurisdiction of Anomalous Commerce. An imminent buyout of the business and seizure of all anomalous assets is to be conducted by Anomalous Commerce. Registered phenomena and lesser anomalous items gained in the acquisition are to follow their respective containment protocols. In instances where acquisition is not possible, an appropriate MST is to be sent to demolish the establishment and exfiltration of all employees for amnesticization.

A cleanup operation is to be conducted for the disposal of all proliferated RPC-745-NT assets outside of Authority control. The 2 instances of RPC-745-NT that are currently in use by the Authority are to be considered effectively neutralized, exhibiting little to no anomalous effects, these are to be shut down eventually for excessive budget expenditure. Description: RPC-745-NT was a large group of various branded fast-food and chain restaurants located within rural regions of the United States of America—operated by the now-dissolved subsidiary Raleigh Cuisine LLC. The business primarily served as a front for the sale and proliferation of various anomalous products throughout the United States by way of RPC-745-NT establishments. Effects of the anomaly stemmed from the grouping of many anomalous objects, the most predominant object being a plaque of certification1 identified in every restaurant.

Effects of RPC-745-NT predominantly targeted the memory of regional populations. Former patron testimony extrapolated past first exposure from RPC-745-NT, patrons would experience a permanent memory altercation cementing a nostalgia-reinforced regional brand loyalty to the restaurant chain. Individuals outside of RPC-745-NT active areas would notably suffer a sense of confusion after traveling or moving households, especially affecting internet users. The most common result of these cases was the eventual acceptance of the restaurant chain's unusual circumstance, usually by a combination of social pressures and the anomaly itself.

Each RPC-745-NT location would have had a unique branding akin to lesser-known regional chain restaurants2, a total of ██ unique brands have been identified. Anomalous Commerce has identified that significant company expenses were alleviated due to the extensive use of the anomalous for business operations, the most significant use of which was marketing. Calculations approximate equivalent marketing costs of the corresponding memory altercation of RPC-745-NT would have been annually 1.3 billion United States dollars over the course of 40 years during the height of operations.

Discovery: Rural isolation and low percentile of anomalous merchandize sold comparatively to normal restaurant operations obfuscated identification of RPC-745-NT. Civilian anomaly hotspots and acquisition were either considered normal or statistical outliers until happenstance identified a new normative source. RPC-745-NT-1, otherwise known as “Port Hull” was first identified by Authority Researchers traveling by road in the New England region en route to Site-███. Seen below is security body camera footage which recorded the first encounter with RPC-745-NT.

After the initial contact, containment of the Alpha location was conducted, upon seizure of the restaurants ledger, the standard MST containment procedure was rendered void for other instances after the number of locations was made apparent. Alternate containment procedures were advocated before a permanent solution was drafted, including but not limited to the following measures: Targeted criminal attacks on retail locations, mass slander and review bombing campaigns of RPC-745-NT restaurants, medicated water supply supplementation in rural regions, and direct MST seizure in the most remote areas. The overall effectiveness of these operations were middling at best, and counterproductive at worst, notably causing a large-scale civil disturbance around the town of Spartanburg, North Carolina. The Anomalous Commerce plan was initiated after the successful detainment and interrogation of Raleigh Cuisine LLC chief executive officer from his office in North Carolina. Anomalous Commences’ proposal of containment was ultimately chosen as the most cost effective strategy for realistic neutralization of RPC-745-NT. With approval by various members of The Abacus Fold, an official buyout of the company was initiated by Acquisitions 3 weeks past detainment of the CEO, with all assets being acquired by The Authority at a selling price of 567 million United States dollars. Effectively owned and operated by The Authority, a choice was made to continue safe operations of RPC-745-NT establishments throughout containment as alleviation of funds, with significant downsizing of business operations occurring.

Involvement of the former parent company, Amazing! Co. continues to the present day. A concerted effort was made towards reacquiring proprietary property through official and criminal means. The most prolific act being a lawsuit, which, in its entirety, was an infohazard. Amazing! Co. conspirators drafted a damning remark towards the Authority, claiming monopoly over the Anomalous, and seizure of their assets were done in an illegal hostile takeover, claiming false imprisonment and coercion. Using a shell company listed as the equity firm of one of the public branded restaurant chains, a lawsuit was drafted and eventually elevated to the Court of Appeals for the Tenth Circuit. The infohazard affected all members of the legal preceding, not only making them aware of the anomalous nature of the business, but additionally of the existence of The Authority as an organization. Authority v. Frivolous Holdings LLC legal fees and collateral exceeded RPC-745-NT revenue for the 7 months the case remained in court, with considerable cleanup costs allocated afterwards. Most notably was the amnestization of 6 circuit judges, costing The Authority 1.7 millions dollars alone.

Most RPC-745-NT locations were shut down throughout latter containment, dwindling profits from downsizing and significant budgetary overburden from Amazing! Co. sabotage cemented a change of course towards proliferated cleanup of RPC-745-NT merchandise. It is noted that public recognition and the anomalous altercations from RPC-745-NT locations suffered tremendously, further affecting profits and putting the business in debt with various creditors. One creditor was identified as an Amazing Co. sister company acting as a loan shark at up to 40% interest. With chapter 7 bankruptcy looming and threats of asset seizure by creditors, a rapid action plan was initiated for the liquidation of all RPC-745-NT assets and dissolution of the running company, putting an end to Raleigh Cuisine LLC. RPC-745-NT gained its Neutralized status shortly afterwards.

Fault did occur with the hastily executed plan, due to the bureaucratic complexity of franchised locations owned by individuals, alongside the active presence of infohazard anomalies, dozens of operational restaurants were written off as “lost to bureaucracy”. Accounts and Audits were unable to locate or contact these locations in time before the liquidation took place, nor was a robust accounting ledger kept due to the excessive time constraints. It is unknown if these locations are still in operation, receiving financial support and anomalous merchandise from Amazing! Co, or are operating as unaware independent businesses. Former CEO Theodore V Howard has remained in contact with The Authorities Office Of Financial Affairs, assisting in the continued containment.

With familiarity of RPC-745-NT operations, Temporary Catering Manager Theodore Howard was able to identify 9 locations, with himself joining the Authority Security Force detail for acquisition by The Authority. Below is a list of post-neutralized locations.

Addendium: Total cost of RPC-745-NT containment and neutralization was $535,113,057. Theodore's employment with the Authority will terminate after Site-095 and -015 instances are shut down and no longer need his management, per his request.
