Containment Protocols: Instances of RPC-691 are to be contained via the cooperation of various media sharing websites in an effort to covertly remove the videos from the sharing algorithm. Said media sharing websites are to alert the Authority upon an individual’s viewership of the video. The processes of downloading, or sharing instances of RPC-691 are to be monitored, and acted upon appropriately. The Authority has included spyware in some files of the video circulating throughout the internet, allowing the Authority to monitor and contain instances of RPC-691-A if necessary.

Description: RPC-691 is an MP4 video file distributed throughout Internet websites, specifically those that host pornographic content or whose users engage in online sexual activities. Auditory contents vary depending on the particular proclivities of the watcher. Video duration also varies for this reason, but is generally in the range of 10-12 hours. RPC-691 follows a format of continued affirmations directed toward the watcher — for instance, "you are chubby" or "you are beautiful" — accompanied by a cacophony of droning synthetic noises. The visual portion of the video consists of a repeating pattern of pink nested heart symbols moving inward rapidly, set upon a backdrop depicting outer space. To be noted is that the background is not a real satellite photograph, and further analysis reveals it is in fact a heavily edited picture of a vessel containing bile.

Repeated watchers and listeners incur a number of nonspecific physiological changes. Superficial mutations to the body structure of the affected individual are most noticeable, mirroring the physical form desired by them. Subjects are at this point designated RPC-691-A. These alterations are brought about via the slow cancerous growth of a silicone-like material under the skin. This is accompanied by a conversion of muscle to skin tissue concentrated in the extremities and an abnormally copious secretion of oils, the combination of which leads to the formation of painful boils after approximately a month’s time. Nerve tissue becomes increasingly dense across the body, leading to an estimated fivefold enhancement in tactile sensitivity. This particular change is often viewed positively by RPC-691-A in the early stages, and leads to a further indulgence in pleasure-seeking behavior. Due to aforementioned complications, however, the increased sensitivity quickly becomes a source of continuous irritation.

The combination of increased pleasure-seeking and the anomalous effect of RPC-691 causes acutely addictive pathology. Removed from RPC-691 for a span as little as two hours, RPC-691-A will suffer vomiting, hallucinations, irritability, and other symptoms of severe withdrawal. Regressive tendencies in the afflicted are also documented, especially in cases where RPC-691-A shares lodgings with their parents. During the final stages of RPC-691-A, addiction progresses into an overwhelming necessity to travel to a specific location. The points in question are shared across instances originating from identical or proximate social circles, likely as a result of viewing identical versions of RPC-691. An anomalous event is understood to occur upon arrival, but it has as of yet gone unobserved. Its end result is the congealment of RPC-691-A instances into a singular mass of bodies, designated RPC-691-B, followed by eventual death. Recovered masses of cerebral tissue demonstrate significant neural activity long after expiration of other bodily functions.


The Authority was alerted to an abandoned warehouse in [REDACTED], Pennsylvania after concerned locals reported a noxious odor and screams emanating from inside. Mobile Specialized Team Units Sgt. Clark and Corporal Green were dispatched to the site equipped with light armament. Upon entering, the operatives were met with an overwhelmingly foul smell.

Evidence of extensive hematolagnia and coprophilia was noted, including symbols scrawled in excrement on walls bearing similarity to various pop culture characters and slogans in common usage on the Internet. Properties identified included “My Little Pony: Friendship is Magic” and “My Life As a Teenage Robot”.

Further exploration revealed severed human limbs, coated in cystic boils. The flesh was wholly lacking in blood, having instead a copious amount of grease contained within numerous uneven layers of skin. This grease varied in composition, containing oils of a seemingly artificial nature. Examination of the limbs revealed that nearly 70% of their volume consisted of dermis. Given this physiology, these organs appeared to have been shed rather than cut off.

While performing tissue samples in the west wing of the building, agent Clark was alerted to a steady dripping noise coming from behind a door in the hallway across from him. Preparing for the possibility of an encounter, the agent contacted his superior to reinforce him while approaching with caution.

Entering into a spacious storage room, the operatives came first upon a pile of organs and other remains in a pool of fluids, matching the makeup of those found previously. Hanging by chains above them was a cylindrical mass of flesh, measuring 16.5 feet in length and comprised of roughly 34 human bodies, the exact number of which could not be ascertained due to their amorphous state. It showed no signs of continued life.

Joined most resolutely at the ribs downward, the bodies were fused in a manner which was blunt and would not have allowed for effective sharing of bodily function. Neither nerves nor blood vessels had been connected, though larger organs such as the stomach in some areas were welded. Covering the mass were boils of the type documented previously, accompanied by subcutaneous protuberances of a material resembling polysiloxane in composition. Analysis of skin revealed intense stretching, which indicated a rapid onset of physiological changes which was not accompanied by increased growth factor. Internal organs in many places had been pushed outside the body, being kept from exposure only by a thin layer of taut skin.

The heads and hands of the bodies had undergone structural changes which made them superficially resemble various animals and objects, but the features were crude and resembled their respective objects more symbolically than anatomically. One head, assumed to depict a wolf, had a swelled cleft orbicularis oris and an elongated nasal area. The swelled mouth area was dotted with pimples in four parallel lines, presumably intended to denote vibrissal follicles. A significant amount of tissue had been added to the ears, extending them outward. Due to their simplicity, these ears could not have allowed for efficient hearing.

The base of the structure had sustained considerable trauma, suggesting a forceful movement from within which ruptured the flesh. The death of the organism was likely a direct consequence. Discovered additionally were a trail of footprints in blood leading directly out from the pile of organs on the floor. The prints followed a path exiting the warehouse, and could not be traced further. Cursory inspection determined the tracks to be of an adult human female, but revealed through more thorough examination was the fact that they were wholly lacking in toeprints or any irregularity in texture. The Authority conducted a subsequent search of the surrounding area, but no leads of substantial value were uncovered.


Motions have been made within Authority management that the process of RPC-691’s production of RPC-691-A should be allowed to temporarily continue in a supervised manner. This would be executed so that the entity which seemingly escaped RPC-691-B could be apprehended or monitored in its geographic movement. As this could potentially lead to the discovery and closure of unlawful operations by the Kabushiki Kawaii organization, this proposal has gained notable traction. The uncomfortable ethical ramifications of this plan, however, are apparent. Of critical concern is the fact that it is unknown how many instances of RPC-691-A must be created for RPC-691-B to form, nor the mechanisms by which the transformation occurs. As a result, the casualties of such an operation could quite easily reach unacceptable levels. Some supporters of the proposal have posited, having recovered and been exposed to substantial illegal materials from the personal devices of affected subjects, that expiration as a result of RPC-691 is neither apparently painful or undeserved. Such ethical matters are currently under consideration. It is not known if coalescence into RPC-691-B is painless or otherwise.
