Containment Protocols: Under no circumstances are anomalous activation phrases of RPC-623 to be kept in Authority records or documentation, all digital documentation relating to the anomaly are to be monitored by cognitohazard watchdog algorithms. Physical documentation is to be cleared by high ranking anti-info-hazard trained personnel. All individuals that are found to be in possession of an uncontained activation phrase are to be actively investigated and detained by field agents and interrogated on their acquisition of the anomaly.

Following standard info-hazard procedure, individuals exposed to RPC-623 are to be quarantined and transported to the nearest secure medical facility to avoid the spread of the anomaly. Individuals are to be alerted of the nature of the anomaly by way of indirect communication and be informed of the choice of an amnestic treatment, the risk of which should be made clear. Success indicating a withdrawal from social quarantine and visitation rights being reinstated once info-hazard containment risk has been deemed safe. Otherwise, exposed individuals are to be kept in palliative care until cardiac arrest.

Description: RPC-623 is a verbal info-hazard transmitted by way of an anomalous phrase, when acknowledged, the anomaly directly targets the myocardium of affected individuals. Those exposed to the activation phrase will experience severance between the hearts cardiomyocytes and the visceral nervous system, effectively making cardiac regulation voluntary. This effect is permanent and irrevocable, leaving the affected unable to return to normal heart function, with all confirmed cases of RPC-623 exposure being fatal within 48 hours. All recorded causes of death relate to compilations leading to cardiac arrest, from either physical exhaustion, excessive stress or shock, and or personal choice.

As per Authority Ethical Medical Guidelines, affected individuals are not to be tested on unless specifically requested by the afflicted1 nor is resuscitation to be attempted. All attempts at Cardiopulmonary resuscitation have failed, and have caused serious and unnecessary harm to the affected.

Discovery: As of May 13, 2000, only 1 confirmed anomalous activation phrase of RPC-623 capable of info-hazard transmission has been documented, with 4 casualties being cataloged as result of a single event. Incident 623.3.14.1975, a targeted attack on Authority personnel perpetrated by an unknown group or individual, the nature of which has been determined to be a failed assassination attempt on an Authority member. Casualties included Authority Central Intelligence Operative ███████ ███████, Authority Medical Personnel Sandra Blanc, Authority Medical Specialist Pierre Louver, and an unidentified assailant. Due to complacency in the Authority with info-hazard procedure at the time, a stringent procedure change was implemented among ACI operatives as result of the incident. The singular use of RPC-623 and gathered insight from various other attacks from hostile groups indicate a operational failure, with the perpetrator of the attack succumbing to the anomalies effects themselves.
Throughout the timeline of the incident, as a part of his consent driven self-experimentation, Medical Specialist Pierre Louver was able to ascertain a non-anomalous activation phrase of RPC-623 from his exposure to the anomaly. Which is documented below.
