RPC-613-A is to be monitored from its home in Mosul. In the event RPC-613-A causes a breach of secrecy via the usage of RPC-613-B, all relevant witnesses are to be amneticized and media taken down per standard expunging protocols. Alpha-21 "Wolf Pack" is assigned to locating RPC-613-A in such an event.

Description:

RPC-613 is the group designation for two related anomalies. RPC-613-A, a human male in Mosul, and RPC-613-B, an anomalous language that has existed for approximately the past 5,000 years that only RPC-613-A can speak fluently.

RPC-613-A is an Arabic male approx. 2.14 meters tall identified as Ishaia Goriel, also known as "Aleimlaq",¹ a priest of a local sect of the Assyrian Church of the East in Mosul. RPC-613-A is a hyperpolyglot², fluent in English, French, Arabic, Spanish, Persian, Kurdish, Old Latin, Turkish, Koine Greek, Aramaic, Classical Hebrew, and Russian. Although appearing otherwise non-anomalous, RPC-613-A displays a remarkably high Theophan resistance of 4³ and possesses the unique ability to utilize RPC-613-B, which it refers to as "pasigraphy".

Using a combination of memes and archetypal phenomena, RPC-613-B forms a "universal language" that is communicated via verbal and gestural components, capable of conversing with any human being provided that they can both see and hear RPC-613-A. While limited and unable to directly communicate abstract or complicated ideas, RPC-613-A can string together several concepts to assist the listener in understanding.

For future reference, transcripts of RPC-613-B will be recorded as whatever concept is communicated within brackets, for example, [WEAPON], [SPEECH], or [LOVE].

Addendum 1: Discovery

Originally identified as PoI-3921, RPC-613-A was considered unremarkable pardon a few reports of "speaking in tongues". Due to the rising tensions in Mosul and eventually the 2008-2009 attacks on Mosul Christians, RPC-613-A took their church underground to avoid the rise in terrorist attacks in the area.

In 2014, once the Islamic State of Iraq and the Levant (ISIL) had taken control of Mosul, RPC-613-A was one of 100 or fewer Assyrian Christians remaining in the city that originally had 70,000. After the destruction of the Dair Mar Elia⁴, RPC-613-A had joined the local resistance movement against the regime.

Notably, RPC-613-A recorded several sermons despite the hostile terrorist occupation, calling for action against the ISIL and severely deviating from the Assyrian Church's doctrine on the subject of incredible violence. After they had been anonymously distributed throughout the internet at large, the Authority had taken notice due to the abundance of memes throughout the sermons. While mostly non-anomalous, their frequency and the fact that several were intentionally performed, as well as the usage of RPC-613-B, which was then unknown, resulted in Ishaia Goriel being flagged as PoI-3921 due to their possible understanding of the anomalous. PoI-3921: The Islamic occupation of our city is inexcusable! There is no doubt about this, brothers and sisters. It does not please God, and so, it does not please me.

PoI-3921: But what shall be done? The armies of the Satan are vast and well-armed, and they are at the gate. No- they are already here, within the walls.

PoI-3921: But while our enemies bear weapons of flesh and metal, steel and bone, make no mistake- this war is one of spirit. [SPIRIT]. In such a battle, what weapons do we have?

PoI-3921: Raises the Bible towards the camera. This is our sword! Our faith is the shield! And when the enemy raises arms against us, we cannot sit idly by. We cannot rest when the thief enters. We cannot expect Adonai⁶ to awaken us when the time comes. The duty lies on us, as believers, as soldiers in this war! The way of the righteous does not bow to the wanton destruction and wrath of the wicked. [VIOLENCE].

PoI-3921: When the Christ encountered the thieves in God's temple, when David faced the armies of the Philistines, when the believers will face the armies of the Antichrist during the End Times, what did they do? Did they weep? Did they cower in fear, did they hide?

PoI-3921: No. No, they did not. They drew their weapons and made war. And make no mistake, the Satan will be driven out. The wicked will not prosper in our temples. The Last Adam is behind us, and so what hope do they have? None.

PoI-3921: And to the members of the Islamic State watching this, hoping to find me, gnashing your teeth as you are unable to determine where we lie- pray. Desperately and fervently. Beg your kind to save you. Let sweat pour from your forehead as you render your hands red from clutching them so tightly. God will not spare you when the time comes.

PoI-3921: "For you are my weapon of war- with you I shall rend the nations of men asunder, and with you I destroy kingdoms. I will repay Babylon and all the inhabitants of Chaldea before your very eyes for all the evil that they have done in Zion, declares the LORD."⁷

On the 16th of October, 2016, a joint offensive by French, Iraqi, Kurdish, and American forces recaptured the city. RPC-613-A utilized their fluency in several languages and on occasion RPC-613-B to assist in communication between the armies, as well as their combat proficiency. By December 9th, 2016, after the liberation of Mosul, Agent "Perigee" located and contacted RPC-613-A, who was at the time working at the farm of a family friend in Mosul. Agent Perigee utilized a camera hidden in one of their shirt's buttons to record the conversation.

Perigee: I am a reporter from a foreign news agency named-

PoI: You are lying.

Perigee: Excuse me?

PoI: I can tell because there are many, many methods for a man to lie, but the truth can only be told one way. You are not telling it. Who are you?

Perigee: I just have a few questions I'd like to ask you.

PoI: Sighs, and sets down their equipment. Would you like to discuss this inside? Given the heat and the sweat on your brow, I imagine you'd prefer it.

Perigee: That sounds wonderful, thank you.

The two enter the home. A small table is in the living room near the entrance. PoI-3921 brings a second chair to the table, and the agent takes it. The PoI remains standing to take 2 ceramic cups from a shelf in the kitchen.

PoI: In English So, would you like something to drink? Wine, perhaps?

Perigee: I- er…I'm sorry, I wasn't aware you spoke English.

PoI: I can speak many things. And English is your native tongue, isn't it?

Perigee: No, Spanish, but I can see why you would think otherwise.

PoI: Ah, close enough. I can speak that as well if you'd prefer. Wine?

The PoI fills both cups with a pitcher.

Perigee: No, no, it's quite alright, English is fine. As for the wine, I don't drink it.

PoI: Not while you're on the job, yes?

They set both cups onto the table, one in front of Perigee.

Perigee: …something like that. The PoI takes a seat.

The PoI closes their eyes and their hands as they pray. Once Perigee recognizes this, they close their eyes as well.

PoI: Father, keep me as the apple of your eye; hide me in the shadow of your wings, oh Lord. [GRATITUDE/THANKS]. Thank you for the renewal of my spirit, and the forgiveness of my sins. They open their eyes, raise their cup towards Perigee, and drink. Perigee does not drink.

Perigee: Thank you for the wine, father. I do have a few questions for you if you are willing to answer them.

PoI: Of course.

Perigee: Your name is Ishaia Goriel, correct? You were a priest in the area before-

PoI: Before everything, yes, yes I was. I served Mosul for 50 years and by the time I was 68, the conditions in the city became…hostile, and we could no longer worship in peace.

Perigee: You were a priest when you were 18?

PoI: On paper, no. But I had already gathered a following before it was official. I knew the Bible well, much to the displeasure of the priests who grew so tired of my antics they decided to teach me.

Perigee: What were their names?

PoI: What does it matter? They are dead. All of them. No, they did not escape. I know.

Perigee: Ah, forgive me. When did-

PoI: -did the ISIL invade, yes, yes. I will not go into detail, you know the facts as they are already. You are well-read on the subject, clearly.

Perigee: What makes you say that?

PoI: Rises from their seat and places their hands on the table. A white man, an Englishman by all appearances, enters Mosul not even a year after its liberation. They do not ask the townsfolk anything- and the townsfolk tell me everything- but somehow manages to find me, and then probes me on my background beyond all civil and respectful limits. I haven't even entered the city in days, yet here you are. Tell me, and this will be the last time I ask, who are you?

Perigee: Excuse me?

PoI: That perplexed expression is infuriating. Do you think my family had never encountered your like before?

Perigee: Your- family? What?

PoI: Does your organization truly not know? PoI sets a hand to their chin. Ah… you're not with the others, then. That leaves…hmm, well, what do they call it now?

Agent Perigee informs Command their cover may be blown via gestural implants.

Perigee: Alright, then. I'm with a group dedicated to the containment and secrecy of the anomalous. Your language, the one you used in that prayer, is an anomaly.

PoI: Is it now? Fascinating. Your cousins called it the pre-Babelic dialect but considered it miraculous, not anomalous. Strange, very strange.

Perigee: Nonetheless, there is your answer. Will you please sit down?

PoI: If you insist. If you think this is the first time one of my kind had to deal with one of your kind, you will find yourself sorely mistaken. The PoI takes a seat. Where were we?

Perigee: Well, now I have other questions. What do you mean by "my kind"?

PoI: Your kind is a new…fad, a passing phase of humanity to contain the uncontainable. We've seen your type before.

Perigee: My group has a history going back hundreds of years-

PoI: And nothing is new under the sun. But my kind is a family going back millennia. For the past ten thousand years, my ancestry has attempted to bring mankind back to God. For the past ten thousand years, my lineage has been ensuring the survival of the human race and desperately trying to counteract the sinful intuitions of men. And now your group, which I imagine has deemed itself worthy of such a task, seeks to contain me, to whisk me away. Our family has been here for a very long time, Agent, and you will not find it an easy task to convince me of your longevity.

Silence.

PoI: What is your next question?

Another pause.

Perigee: That will be all for now, father.

PoI: Of course.

Perigee leaves the house.

Following this interview, soft containment⁸ was enacted, and RPC-613-A was forbidden from leaving his home during that period. Further interviews were attempted, but RPC-613-A was usually only receptive to Agent Perigee.

Perigee: When did you learn that language of yours? What is it called?

PoI: Hmm. I believe the word would be "pasigraphy". As for when, it was taught to me by my father after my older sister had died. You see, my ancestors have passed down this gift to the eldest, but only the eldest, as having multiple strains of this tongue would prove disastrous to its evolution.

Perigee: Evolution?

PoI: Quite. We've been perfecting our craft over the years.

Perigee: Ten-thousand years, yes?

PoI: I have my genealogy memorized, as did my father. Beginning with the fallen angel Av coming onto my mother against her will, whose descendant was the wife of one of Noah's sons, the one named Ham, who fathered Cush, who fathered Nimrod, and Nimrod fathered the tower of Babel.

Perigee: Babel. Really?

PoI: Of course. My ancestor had commissioned its construction.

Perigee: And then what had happened?

PoI: By grace, God saw fit to confuse our tongues. My father was rendered unable to speak to his wife. His wife unable to speak to her daughter, nor himself. But as for his son, Nimrod found him both speaking the same tongue. And thus began his grand work, his project for the reunification of Man, his repentance.

Perigee: He still knew the old language?

PoI: No. It would be like recalling a distant memory, a confused dream. But the fragments that endured, or at least, their concepts, remained fresh in his mind. And he built the foundations that his sons and daughters would carry on for millennia.

Perigee: Intriguing.

PoI: This lineage continues on, both as members of the tribes of Israel and as their enemies. Members of the Jewish Faith, and worshippers of idols. This cycle of life and death continued until the Christ descended on Earth. I'm assuming you know the rest.

Perigee: Had you encountered any organizations like mine?

PoI: Had I not said so? Of course. My father told the story of his great-great-grandfather's evasion of the Primacy since we were babes.

Perigee: What has happened to the rest of your family?

PoI: Dead. Every one. My one sibling died when I was quite young. My parents bore no other children.

Perigee: And what of your children?

PoI: I found I could not form them after my family's death. I am sterile. And now my father is dead, it is too late. My student, whom I had adopted, perished at the hands of the Islamic State. And it was then I lost sight of my Lord and descended into meaningless revenge. And now…

The PoI gestures around them.

PoI: I have nothing.

Perigee: Nothing?

PoI: It's quite simple, really. I cannot teach the language in what short time I have left, in the same way my father taught me. All the more convenient for you- another aberration gone silent.

Perigee: I see. Thank you for your time, father.

Addendum 2: RPC-613-B Analysis

While it is a (respectable) loss to not be able to bring him to our monastery for a more in-depth analysis, I have had the most excellent time analyzing the interviews and discussions with Goriel. What a rich past he has! I have taken great pleasure in this assignment, and I advocate for further study, although I am unsure of how much time we have with him.

Nonetheless.

RPC-613-B is a unique language with no definite origin. Records of RPC-613-B's existence besides our own are limited, pardon the (subpar) Vatican's documentation and Goriel's claims. As much as I enjoy his tales, I should clarify that we cannot be sure of their historical basis- Nimrod (or rather, his descendants) founded Babel, but we are unsure of who specifically "commissioned" the Tower, if it even was commissioned and not simply called for. But RPC-613-B is as elaborate as Goriel claims, this "pasigraphy" of his incorporates almost every sound the human tongue can make.

But this pasigraphy is incredibly difficult to record or describe, due to its nature. RPC-613-B relies on archetypal phenomena- as in, the roots of various words in various languages- and memes. Memes that simply…communicate. I cannot even attempt to record what the gesture or sound made was, beyond what it meant. RPC-613-B is less of a language and more of a string of…data, raw linguistical data, that the mind interprets and communicates to the consciousness. That is the final assessment. RPC-613-B can be taught, can be learned, but it does not come so easily. I can barely understand how I can understand it, that is how bizarre this is.

I highly entreat you to look into this further. I believe there is great potential in this anomaly for our purposes.

Description: PoI-341 is Erdoğan Özdemir, an Ottoman general and charismatic leader in the Middle East. While biologically non-anomalous, 341 is capable of communicating via a variety of memetic keywords and archetypal sounds. PoI-341's primary danger is their charismatic abilities and aggressive attitude towards propagating the military and spiritual conquests of the Ottoman Empire.

Notably, PoI-341's efforts are encouraging several Islamic revivals across Turkey, leading to concerns over dhimmis (non-Muslim subjects) within its borders. While the Capitulations of the Ottoman Empire, a series of contracts between the Ottomans and several European countries entrust the French with the safety of Catholics, the persecution of Christians within Ottoman borders continues, with the Constantinople and Batak massacres throughout the 19th century being notable examples.

Officially these "incidents" are a response to uprisings in the respective areas. Maintenance Protocols: Currently, no known method of containing PoI-341 exists so long as the Ottoman Empire stands. However, intelligence networks have reported that PoI-341 has an only child, and after the death of his wife in 1886, never remarried. His daughter is rarely seen outside of his home, although reports of shouting and violence between the two have been recorded. Some agents state that PoI-341 has accused his daughter, Ceylan Özdemir, of becoming an apostate from Islam or possibly converting to another religion altogether, although to what is currently unknown.

It is believed that PoI-341's ability is inherited, and so Ceylan may have information relevant to the containment of PoI-341. Proposals are currently being developed.

Value Assessment: PoI-341 is a threat not only to the Catholic Church, but to Christianity as a whole as proved by his actions and activities. So long as PoI-341 lives and remains under the protection of his Sultan, the safety of Christians throughout the Ottoman Empire's domain cannot be guaranteed.

Father.

It is simply a fact. RPC-613-A is dying, and with him, a language that has existed for what we believe to have been for 4,339 years. A language unlike any other we have ever encountered. I, and many of my colleges, know that this cannot be allowed. We must ensure the survival of RPC-613-B, in any capacity. We've already performed interviews, already beginning to transcribe its contents. Memes we've never seen before. RPC-613-A is a library of information, and their one request in exchange is the transcription of their genealogy, and though it's likely highly inaccurate, it still is a remarkable artifact thousands of years in the making. This is for the sake of our organization, and for posterity. I cannot begin to imagine the possible applications.

As for the reason for this message, we lack funding. We lack manpower. Site-286 has been supportive, but Antonije does not have the sway to convince them for a more in-depth study. Please, do not let this be another casualty of time.
