Hazard Types: Grouped Hazard, Organic Hazard, Sapient Hazard
Containment Protocols: OL-Site-469 has been established on Saipan under the cover of an Authority front company, and is to be staffed by personnel with both military experience within the Japanese Self-Defense Forces and historical expertise regarding Japan during 1919 to 1944. No official documents regarding RPC-469 are to be made available in Japanese.
RPC-469 instances are to be misinformed on the current geopolitical status of Saipan and Japan, per Cover Protocol 469. See Addendum 469.1 for more information regarding Cover Protocol 469.
Approximately 2,000 instances of RPC-469 are to be collected and transported to Site-279 for research, under the guise of "annual offering to the Emperor of Japan". All non-CSD personnel interacting with RPC-469 instances within Site-279 are to self-designate as researchers from "Unit 732". RPC-469 instances are to be contained within the Sapient Anomalies Wing of Site-279, with termination of RPC-469 instances permitted whenever necessary.
All non-CSD personnel handling RPC-469 are to be of Japanese origin, and all CSD personnel interacting with RPC-469 are to be clothed in garments similar to those worn by Allied prisoners of war throughout the Pacific War.
Description: RPC-469 is the collective designation for approximately 76,000,000 instances of Alate local to Saipan. Anatomically speaking, RPC-469 instances are indifferent to non-anomalous instances of Alate.
The anomalous qualities of RPC-469 stem from the sapience of RPC-469 and subsequent self-designation as the "145th Special Attacks Brigade", a brigade-level military unit under the Imperial Japanese Army. The "145th Special Attacks Brigade" has not been mentioned in any official military records within the Imperial Japanese Army.
Extreme loyalty towards the Empire of Japan, as well as Emperor Hirohito and the Imperial Japanese Army is displayed by RPC-469. Sapience of relatively larger clusters of RPC-469 has been confirmed, as large groups of RPC-469 have been known to communicate. The exact size, if any, at which RPC-469 instances lose sapience and subsequent loyalty is believed to be under 1000. This number was derived from RPC-469's inability to communicate when fewer than 100 instances of RPC-469 are clustered as a result of RPC-469's mode of communication. Limited deviations are observed from the behavior of RPC-469 when compared to non-anomalous instances of flying ants, with the exception of openly displaying aggression towards individuals on Saipan of Caucasian origin. This is exhibited through a multitude of methods, usually involving intentional ramming of individuals with Caucasian descent, sabotage of vehicles driven by Caucasian individuals, as well as damaging property under ownership of Caucasian individuals.
As of this writing, there have been ████ documented incidents of RPC-469 attacks since documentation began on 11/12/1946. However, as Authority personnel have only been able to reliably monitor 11.5% of RPC-469 activity, it is estimated that there may have been upwards of █████ actual incidents.

Experiment 469-01
Researcher: Dr. Tani Matabei
Date: 26/02/72
Procedure: The national flag of the United States of America was placed within the same chamber of 1,400 RPC-469 instances.
Results: Attempts at lacerating the aforementioned flag were initiated by RPC-469, first by splitting into two groups, latching onto two ends of the aforementioned flag and flying in opposite directions. Certain RPC-469 instances relocated to the center of the flag after this course of action proved unsuccessful, and attempted to lacerate the aforementioned flag with their jaws. This attempt was successful and the flag was subsequently lacerated.
Experiment 469-02
Researcher: Dr. Tani Matabei
Date: 05/03/72
Procedure: A portrait of Japanese Emperor Hirohito was placed within the same chamber of approximately 1,400 RPC-469 instances.
Results: RPC-469 assembled in front of the portrait and remained motionless for 6 minutes and 22 seconds. Approximately 120 instances of RPC-469 were then terminated by other RPC-469 instances, with the haemolymph of the terminated RPC-469 instances being used to compose the words "Banzai" in Japanese.
Notes: At least we now know how they write stuff.
Experiment 469-03
Researcher: Dr. Tani Matabei
Date: 07/03/72
Procedure: A question written by Dr. Matabei, inquiring RPC-469's level of sapience was placed within the same chamber of approximately 1,300 RPC-469 instances.
Results: Approximately 300 instances of RPC-469 were terminated by the other instances of RPC-469, with the haemolymph of the terminated instances being used to respond to the inquiry made by Dr. Matabei. "Yes, who are you?" was the response provided by RPC-469.
Notes: We can assume that's how RPC-469 will communicate from now on.

Procedure: A Type-100/44 Submachine Gun, chambered with blank cartridges was placed within the same chamber of approximately 1,000 RPC-469 instances. Instructions were provided to fire the weapon provided as a "offering to the Emperor".
Results: RPC-469 successfully hoisted the Type-100/44 Submachine Gun by latching onto the Type-100/44 and flying. Certain RPC-469 instances proceeded to reposition themselves to the trigger, and successfully fired the Type-100/44 until all ammunition was fired.
Experiment 469-17
Researcher: Dr. Tani Matabei
Date: 29/04/72
Procedure: A mannequin clothed in wear standard to that of infantry within the United States Marine Corps during 1944 was placed within the same chamber of 1,000 RPC-469 instances. A Type-100/44 Submachine Gun with ten (10) cartridges was provided to the instances of RPC-469.
Results: Similar to Experiment 469-16, RPC-469 successfully hoisted the Type-100/44 Submachine Gun and proceeded to fire at the aforementioned mannequin, missing all 10 shots. Subsequently, the RPC-469 instances charged towards the mannequin, successfully destroying the head and torso of the mannequin through thrusting. All 1,000 instances of RPC-469 expired during the process.
Experiment 469-18
Researcher: Dr. Tani Matabei
Date: 14/07/72
Procedure: 2,700 RPC-469 instances were instructed to traverse a maze after a diagram of the layout for the aforementioned maze was presented to the instances of RPC-469.
Results: Approximately 2,600 instances of RPC-469 were successful in completing the maze. The remaining 100 instances of RPC-469 committed self-termination upon reaching a dead end within the maze.

Date: 28/11/72
Procedure: A M1A1 Thompson Submachine Gun was fired in the chamber where 2,300 RPC-469 instances were stored. Notifications for the conduction of Experiment 469-34 were not provided to the RPC-469 instances.
Results: The instances of RPC-469 initially flew in an erratic pattern. 3 seconds after the initial shot from the M1A1 Thompson Submachine Gun, the instances of RPC-469 charged towards CSD-5281, the operator of the M1A1 Thompson Submachine Gun, and attempted to ram into CSD-5281, severely wounding CSD-5281 before on-site security intervened.
Experiment 469-35
Researcher: Dr. Tani Matabei
Date: 30/11/72
Procedure: A newspaper documenting the surrender of the Empire of Japan was provided to 1,800 instances of RPC-469.
Results: The instances of RPC-469 remained immobile for 12 minutes. The words "absolute lunacy" were subsequently composed by RPC-469, resulting in the expiration of 400 RPC-469 instances.
Experiment 469-36
Researcher: Dr. Tani Matabei
Date: 03/12/72
Procedure: The surrender speech regarding Japan's unconditional surrender and immediate cessation of hostilities by the Imperial Japanese Army and Imperial Japanese Navy recorded by Emperor Hirohito was played before 1,400 instances of RPC-469.
Results: The instances of RPC-469 remained immobile for 29 minutes. Instances of RPC-469 proceeded to commit self-termination by ramming into other instances of RPC-469. All instances of RPC-469 were terminated.

Date: 29/04/73
Procedure: 8,700 instances of RPC-469 were ordered to surrender by a "Colonel Nixon", self-reported to be commander of the "106 Infantry Regiment". An M2 Flamethrower was provided to CSD-5291, acting as "Colonel Nixon: at the time.
Results: RPC-469 disregarded the statements of CSD-5291 and charged at CSD-5291. Approximately 5,000 instances were terminated by CSD-5291, while an estimated 1,300 instances breached containment by damaging the viewing glass through ramming. Remaining instances were successful in damaging the flamethrower used by CSD-5291, and inflicted third-degree burns on CSD-5291.
Experiment 469-69
Researcher: Dr. Tani Matabei
Date: 07/05/73
Procedure: 58,000 instances of non-anomalous flying ants were placed within the same chamber of 900 RPC-469 instances. The instances of RPC-469 were informed that the non-anomalous instances of flying ants were affiliated with the United States Marine Corps.
Results: All 900 instances of RPC-469 charged at the non-anomalous instances and proceeded to [DATA EXPUNGED]. All 900 instances of RPC-469 expired.

Discovery: While the anomalous effects of RPC-469 have been documented by individual United States servicemen since the invasion of Saipan on 15/06/1944, claims of had been dismissed as exaggerated stories until the discovery of sapient qualities for RPC-469 on 30/11/1946. Due to the level of fanaticism RPC-469 exhibits in regards to the Empire of Japan and the peripheral entities of the Empire of Japan, as well as the extreme amount of RPC-469 instances present on Saipan, current containment procedures have been designed for the purposes of deluding RPC-469. As such, RPC-469 are to be misinformed of the current geopolitical status.

RPC-469 currently operates under the illusion that, following a decisive naval battle in the Philippines in late 1944, American naval power was destroyed, and the Pacific War currently resides in a permanent stalemate where Allied forces have continuously failed to obtain any other islands within the Pacific. In this scenario, the Empire of Japan was not overturned, and instead remains the dominant power in the Pacific region. RPC-469's understanding of geopolitics is quite poor, and this ignorance must be maintained at all times through the provision of falsified documents and historical articles upon request.
RPC-469 has been led to believe that OL-Site-469 is a covert operations base of the Imperial Japanese Army with it's location in commercial areas and front cover as an office to be a facade, and all Authority agents on Saipan are Imperial Japanese Army operatives, stationed on Saipan for reconnaissance and sabotage as well as preparation for the "inevitable" attack on Saipan by the Imperial Japanese Army. As a result, all personnel located on OL-Site-469 are to self-designate as operatives from the "24th Special Attacks Brigade". To minimize stress on Site personnel, all personnel working on OL-Site-469 will be assigned for stretches of no more than one month.
RPC-469 has also been led to believe that the Republic of China has capitulated in the Second Sino-Japanese War in 1946, thus leading to the pacification of China. This has had the unintended side effect of justifying the existence of Chinese tourists within Saipan. Why RPC-469 operates under this impression, despite believing Saipan to be under American control, is unknown.
Any staff member who breaks character will be immediately removed from Saipan, and is to be denied future transfers to OL-Site-469 except by containment staff review on a case-by-case basis. All instances of RPC-469 witnessing the breaking of character for Authority personnel are to be terminated.
Cover Protocol 469 is to be refined accordingly in the event that significant geopolitical and/or social changes occur on Saipan.

Had they possessed even an ounce of humility, instead of being the pampered people that they were, our sacrifices would be in vain.
The descendants of a divine being versus some pampered, sheltered people, who cower behind their technology to cover their lack of fighting spirit? I think we know who will win.

Our old commander is dead, it would seem. Died in the gyoksai alongside about 10 million of us, it would seem. We heard that the 145th were responsible for an entire battalion being overrun.
We went over there later to see what we did, and… we know they're Americans, but it was still fairly harrowing. Limbs torn apart, eyeholes empty, just, and [INCOMPREHENSIBLE]. And so, so many of us dead. Guts all over the place.
We will make sure their sacrifice for the Emperor and to Japan isn't in vain.
I'm taking the rest of us back into the hills so we can continue to be a headache for the Americans. As long as the Emperor and the Empire is well, we will not stop. And if they fail, I don't know what we'll do. Maybe we'll kill everyone on this island, maybe we'll get to finally grow up.

Documented within this addendum is a list of incidents where the risk of RPC-469 breaching Cover Protocol 469 was present.
Incident Log 469-01
Date: 13/03/48
Description: Instances of RPC-469 questioned the lack of relief forces, radio transmissions, and supplies from the Imperial Japanese Army, despite having supposedly defeated the United States Navy in 1944.
Measures: Several false documents outlining previous failed attempts by the Imperial Japanese Navy to resupply RPC-469 were provided to RPC-469. A pseudo-supply drop for RPC-469 was provided on 31/05/48 in cooperation with the United States Air Force.
Cover Protocol 469 Modifications: Extra information was provided regarding the United States and the Empire of Japan's state of conflict. The Empire of Japan and the United States are now cemented in a war of stalemate.

Description: Instances of RPC-469 discovered the existence of Japanese individuals on Saipan, leading RPC-469 to question the current diplomatic positions between the Empire of Japan and the United States of America.
Measures: The reasons for the existence of Japanese individuals on Saipan were explained as covert operations from the Empire of Japan.
Cover Protocol 469 Modifications: An increased emphasis on clandestine operations in military doctrine has been established as a foundational adjustment for all nations. Description: RPC-469 instances questioned the departure of a majority of U.S. army personnel from Saipan.

Cover Protocol 469 Modifications: A massive offensive by Allied forces within the "British Raj" was to have occurred in 1959, with the Imperial Japanese Army successfully defending against the offensive.

Description: Certain RPC-469 instances expressed a desire to commit a banzai charge due to "a desire to serve the Emperor" and to "see their families". It is unknown whether the aforementioned RPC-469 instances were referring to direct kin or other RPC-469 instances.
Measures: The aforementioned RPC-469 instances were euthanized.

Description: RPC-469 questioned the lack of any warships in neighboring waters of Saipan, despite Saipan being, according to Cover Protocol 469, a major United States stronghold.
Measures: RPC-469 was informed that the stalemate between the United States Navy and Imperial Japanese Navy within the region have precipitated a change in location for major operations, from the Pacific to Southeast Asia.
Cover Protocol 469 Modifications: A series of operations conducted within Southeast Asia have been included, with new entries to be added on a consistent basis. Authority personnel are instructed to provide no relevant answers towards any inquiries relating to the possibility of reduced prospects for a Imperial Japanese Army counterattack on Saipan.

Description: Approximately 46,000 instances of RPC-469 attempted to defect to American forces.
Measures: Authority personnel of Caucasian descent masquerading as American military personnel were immediately sent to Saipan, and were successful in transporting the 46,000 instances of RPC-469 to Site-002 The 46,000 instances of RPC-469 were subsequently studied upon by Authority personnel.
Cover Protocol 469 Modifications: Media portraying Allied forces committing atrocities, such as the consumption of human flesh from Japanese Prisoners of War, were fabricated and provided to RPC-469.

Description: Approximately 1,000 instances of RPC-469 gained an elevated understanding of regional politics, as well as the balance of power between the Empire of Japan and the United States of America, and subsequently deduced that the Empire of Japan could not successfully capitulate the United States of America and correctly concluded the counterfeit nature of Cover Protocol 469. This awareness was believed to have affected approximately 60,000 instances of RPC-469 at the time of discovery.
Measures: The 60,000 instances of RPC-469 were terminated.

Description: RPC-469 questioned the recent "disappearances" of certain RPC-469 instances.
Measures: An "annual offering to the Emperor of Japan" for the sake of enhancing the Emperor of Japan's capabilities in "protecting the seas of the Empire of Japan" was provided as the reason for the transferal of RPC-469 instances.
Cover Protocol 469 Modifications: The Emperor of Japan now possesses capabilities in generating unfavorable weather, such as thunderstorms and hurricanes.
Addendum 469.4
On 05/06/74, approximately 100,000 instances of RPC-469 attempted a gyoksai charge. The instances of RPC-469 participating in the gyoksai charge were able to severely damage local facilities of the United States Army and the United States Air Force, as well as result in the deaths of 78 United States servicemen. All 100,000 instances of RPC-469 were terminated in the gyoksai charge.
