Containment Protocols: RPC-459 no longer requires permanent containment. Occasionally, RPC-459 will 'visit' Earth, arriving at Site-096, following approval from the Directorate and Site Director Thomas Ridge. Upon arrival, Mobile Specialized Team Whiskey-7 (Space Force) are to escort RPC-459 to research head Dr. Waylon Murke.
A standard humanoid containment cell should be prepared for RPC-459, along with numerous pieces of lierature, a painting and an assortment of films of the snuff genre, all of which should be rotated each time RPC-459 departs from the Authority's custody.
Occasionally, RPC-459 may request to engage in conversation about an assigned topic. Specialists in said topics may be approved for a 3 hour maximum conversation.
RPC-459 is forbidden from returning to earth with other members of its race. Should a member of RPC-459's race accompany it to Site-296-49C-Heligoland, MST Whiskey-7 are to utilise a Jessop-Disruptor.
Description: RPC-459 is a sapient, humanoid light construct. RPC-459 will dress in various Victorian-era attire, most notably a suit, top hat and black leather shoes. RPC-459 maintains a physical presence, but prefers the use of a light-based telekinetic ability to interact with nearby objects.
RPC-459 is capable of creating malleable constructions of light by utilizing nearby light sources. It uses this ability to create attire, preferring to construct humanoid clothing.
RPC-459 possesses the ability to convert any form of organic life into a light construct similar to itself via reconstruction at the atomic level. Such instances are designated RPC-459-1. RPC-459-1 retains its physical shape and consciousness, but will acquire abilities similar to RPC-459.

Dr. Murke: Right. I'd like you to explain your purpose on this planet. Why are you here?
RPC-459: Well, I… I am a part of a collective, so to speak. We are a society of intelligent, creative individuals, and we seek to grow this society. Many inhabitants of this society are creatively gifted individuals, wouldn't you say?
Dr. Murke: I… Yes, I suppose so. But why convert them into these beings?
RPC-459: Allow me to explain, good doctor… Life, biologically, is bound to darkness. But light, you see… It destroys this darkness. It destroys what threatens its existence. I want the lives of those gifted with creativity to continue, just as light does.
Dr. Murke: Hm… Seems rather cruel, does it not?
RPC-459: In what regard?
Dr. Murke: Well, a great many of these creative minds have family and friends. If you take those away, what does that leave them with?
RPC-459: Other organisms have not expressed this sorrow, so I didn't deem it a possibility. I supposed the family of a creative mind would surely inherit such creativity, no?
Dr. Murke: That's not how it works at all. Creativity is not a trait of biology, it is unique to the mind.
RPC-459: …
Dr. Murke: I understand. You feel you're being very generous, using your powers to essentially immortalise us, but it can end up causing more pain than if we had just died.
RPC-459: …
Dr. Murke: I will have site security escort you to your cell now. This interview is over. Thank you for your cooperation, RPC-459.

Closing Statement: RPC-459 returned to containment without resistance. Upon questioning, RPC-459 described the interview as "enlightening", and expressed wishes to converse with Dr. Murke further.

Observational Log 459.1 SUMMARY
Subject: RPC-459
Preface: RPC-459 was engaged in a discussion regarding philosophy with Dr. Rutterford.
Observation Notes: Dr. Rutterford was given a summary of RPC-459's philosophy as to why it converts creative minds into light. Dr. Rutterford disagreed with it, and he and RPC-459 engaged in thorough discussion. The discussion ended with RPC-459 conceding.
RPC-459 stated that it was pleased with the discussion.
Note: We are dealing with a creature that has a very childish sense of creativity. One of the more noticeable aspects of RPC-459 is that it fails to appreciate inspiration while admiring creativity. Perhaps if it is further educated as to what inspires human creativity, it may see how completely bloated and ridiculous its goal is. - Dr. Rutterford
Observational Log 459.2 SUMMARY

Preface: RPC-459 was subjected to a lecture regarding historic pieces with Dr. Papadapolous.
Observation Notes: Dr. Papadapolous gave RPC-459 a three hour lecture about the history of life and death in creative pieces.
RPC-459 stated that it was very surprised by Dr. Papadapolous' lecture.
Observational Log 459.3 SUMMARY

Preface: RPC-459 was seated in a room with Dr. Trussle, former chef of [REDACTED].
Observation Notes: Dr. Trussle was instructed to show RPC-459 how to cook. RPC-459, having never required sustenance, was initially confused, but eventually became more involved. RPC-459 was also observed laughing to itself, and remarked that it found the activity "fun".
RPC-459 stated that it has learned enough. It wishes to return home, and to share knowledge of its discussions with the rest of its 'collective'.

Dr. Murke: I'm glad to hear it. Where would you be departing to, and how far away is your collective stationed?

Dr. Murke: Good. That should be a far enough distance.

RPC-459: Should my departure be approved by your higher ups, would it be possible for me to return to this planet, to explore it further? I feel as if there are many other aspects to human life I have yet to discover, and I am eager to learn more about your race. I… I have never encountered anything like it. I mean, creativity is a broad thing indeed, and every planet has a new form of it, but… The inspiration you draw from death, I… I am afraid that I found it incomprehensible. I feel… Inspired by what you have taught me. I would like to know more. I know that there is more to learn.
Dr. Murke: Tell you what, RPC-459; I'll include that in my request, and we'll see.

Addendum 459.4: Official statement from the Directorate.
NOTICE FROM THE DIRECTORATE
RPC-459
After lengthy consideration, the Directorate has decided to allow RPC-459 to depart from Earth and return to its home planet. It would also be preferable if it would take the one RPC-459-1 instance, but it may remain in containment if it wishes to.
RPC-459 will be allowed to return to Earth, but arrival is to be approved by the Directorate and Site Director Thomas Ridge. RPC-459 must arrive at Site-096, and is to be escorted directly to Dr. Murke. Furthermore, RPC-459 is forbidden to return with any other members of its race.
Failure to comply with these instructions will result in permanent containment of RPC-459 until it agrees to these conditions.
To ensure that RPC-459 follows these terms and to prepare for its arrival, Mobile Specilized Team Whiskey-7 has been created and stationed at Site-096.
We are not appealing to it because it wants to learn, but rather, its presence is dangerous enough that a peaceful departure would be the best option.
Ensure RPC-459 understands these terms.
Addendum 459.5: RPC-459, after agreeing to the terms of the Directorate, departed from Authority custody on █.█.20██, accompanied by the one RPC-459-1 instance. Containment has since been deemed unnecessary.
