Containment Protocols: Groups of ACI agents are to regularly sweep Yosemite National Park, Glacier National Park and Grand Teton National Park for undiscovered instances of RPC-431. Hiking trails within approximately 50 miles of these locations will also be searched for possible instances. If an instance of RPC-431 is discovered within 100 feet of a hiking trail, agents are to work with park personnel to shut down the area until the instance demanifests.
There has been no record of an RPC-431 instance manifesting in front of an agent. However, if it happens, agents must distance themselves from the instance, radio an SOS and inject their provided Class T-1 Amnestic into their non-dominant forearm.1 Agents are to carry Document 431-03 on their person at an easily accessible location at all times and are to retrieve it pre-injection, so as to prevent issues post-injection2. Under no circumstances should any Authority personnel approach or make contact with an instance of RPC-431 outside of testing purposes. Any civilians found on or near RPC-431 instances are to be verbally instructed to return to the hiking trail from a safe distance of 5 10 15 meters
Description: RPC-431 is a phenomenon affecting the areas of Grand Teton National Park, Yosemite National Park and Glacier National Park where structures resembling antique amusement park attractions3 manifest themselves in areas of heavy woodlands. Most instances of RPC-431 have been discovered along the sides of hiking trails, although some instances have been found alongside various roadways. RPC-431 instances usually take 12-16 hours to demanifest, however it has been recorded that this process may take multiple days if the instance is being constantly interacted with or approached. Demanifestation has not been directly observed, and all attempts have failed, with extreme examples involving instances demanifesting during the time an observing agent was blinking or when a passing bird obscured the view of a camera.
All RPC-431 instances have a cognitohazardous effect of compelling anyone that views the instance to approach and enter the attraction. While the effect is normally fairly weak, according to civillian witnesses it can be almost impossible to ignore when an instance first manifests. Any animal (outside of humans) that touch RPC-431 instances either fall unconscious or enter a state of high adrenaline, resulting in them fleeing the instance. All animals that remain in contact with RPC-431 instances when it demanifests will disappear with the object.
When a human comes into contact with an instance of RPC-431, there is usually no immediate reaction, although most witnesses have mentioned feeling a chilling sensation upon doing so. Remaining in contact with an instance of RPC-431 will cause various effects, from minor symptoms of cephalalgia4 to major destabilization of the surrounding area.5 While in most cases this will ultimately result in the death of the person in contact with RPC-431, there have been recorded instances of subjects surviving. The corpses of all human subjects that died due to RPC-431 will demanifest at the same time as the anomaly, regardless of their proximity to or contact with the anomaly.
