Containment Protocols: RPC-399 is currently uncontainable, and all Authority efforts are to be toward the subversion of its existence. Worldwide mass media traffic is to be monitored by Authority personnel for any signs or circumstances perceived to lead to a Blue Dawn Event. These include a rise in temperature of 20°C or above the annual average, a continued overcast of clouds red in hue lasting more than seven days, unusual migration of local wildlife, and a series of micro and minor earthquakes1 in areas where no fault line is present.

If a Blue Dawn Event is suspected to occur, all available nearby containment teams are to be dispatched to aid in suppression and cleanup operations. Mobile Specialized Teams Foxtrot-04 "Prey", Romeo-78 "Lamenters", and Alpha-03 "Scavengers" are to remain on call 24/7 to act as first responders to Blue Dawn Events. MSTs specializing in radiological containment, suppression and censorship of mass media, seismological studies, and large waste cleanup operations are to prioritize Blue Dawn Events. After initial cleanup operations, Blue Dawn Event sites are to be turned over to the nearest Authority site for continued observation and storage.
Authority personnel are to work alongside local governments in falsifying and suppressing reports following a Blue Dawn Event. If a Blue Dawn Event occurs near a large population, Authority personnel are permitted to use Class A-2 amnestics dispersed through aerial means. Noticeable destruction caused by RPC-399 is to be attributed to natural disasters or terrorist attacks. If relocation of large amounts of radioactive materials are necessary, nearby Authority sites are to construct nuclear storage facilities.
WARNING FROM GLOBAL DIRECTORATE: August 9th, 1976 - Present
RPC-399 is an aggressive sentient entity capable of long-lasting destruction on a massive scale. Authority personnel are not to come within a 10km radius of an active Blue Dawn Event. RPC-399 is not to be approached or threatened in any way.
Description: RPC-399 is an octopedal entity approximately 203 meters in length and inter-dimensional in origin. The main body measures anywhere from 94-103m while its tail is 100-109m. A large portion of its surface is covered by ultramafic2 lava which slowly cools and flakes off the creature during emergence events. Underneath the lava is a layer of what appears to be carbonado3 scales which makes up the creature's skin. Scales recovered from Blue Dawn Event sites are described as being "distorted" and have an ACS value of 2.24. The entity's head measures approximately 8.5m in diameter and 13m in length. It is composed of a complex jaw structure with a split bottom jaw similar to Python bivittatus5 and a highly mobile pharyngeal jaw. Three sets of eyes adorn the anterior, lateral, and posterior sides of its head. Its spine protrudes out of its back the entire length of its body and tail with spikes measuring up to 7.5m in length. All measurements are either based off of recounted records or approximated due to the unapproachable nature of RPC-399.
Large amounts of gamma radiation emanate from RPC-399's spine, mouth, and eyes. These areas all glow with an intense blue light as the gamma radiation ionizes the surrounding atmosphere. Radiation within 94m of RPC-399 is considered lethal and potentially lethal within 200m. During a Blue Dawn Event, RPC-399 leaves a perimeter roughly 2km in diameter uninhabitable for 20 to 100 years depending on the type of Blue Dawn Event. When attacked, RPC-399 appears capable of focusing its internal radiation in a condensed beam reaching approximately ████°C and over ██ million Joules of energy. [See Addendum 39976-01]
RPC-399 is believed to manifest in the upper mantle just below the Earth's crust, though the exact location of its manifestations are unknown or if RPC-399 is the cause of these dimensional tears. Seismic activity begins as RPC-399 ascends towards the Earth's surface. This activity starts small with micro/minor quakes occurring roughly every six hours. After three days these quakes increase in intensity and frequency up to 4.5-6.0 in magnitude and persist until RPC-399's emergence. During a Blue Dawn Event, earthquakes reach 7.0-9.5 in magnitude. These quakes while severe, are localized. Vibrations from the most extreme quakes are unnoticeable over 100km away.
Blue Dawn Events are the days in which RPC-399 emerges in our reality, burrows from the upper mantle of the Earth, and briefly emerges. After emerging, RPC-399 releases large amounts of radiation before descending back through the Earth's crust and entering its dimensional rift.

14-8 days prior to a Blue Dawn Event: Seismic activity begins in an 8.7km radius of an event area. Local wildlife will begin migrating from the area moving up to 200km away from the site. A red overcast will be prominent every morning and night. Researchers believe that RPC-399's dimensional rift opens, and it manifests during this time.
8-1 days prior to a Blue Dawn Event: Temperatures within a 5km radius of the event area begin to climb by a minimum of 20°C in warmer climates and up to 40°C in colder regions. The seismic activity becomes more frequent with minor quakes being constant and spiking up to 6.0 in magnitude. Overcast becomes more vibrant in hue and is accompanied by a low-lying fog of the same hue throughout the day.
Blue Dawn Event: RPC-399 emerges from the epicenter of the largest quake frequently measuring 7.0 to 9.5 in magnitude. Emergences occur only between 06:00 and 08:00 as the sun rises. Emergences have varied in length from 30 minutes to only 7 seconds. Shorter and longer emergences are sub-classified as Gamma and Omega level Blue Dawn Events respectively. During Gamma level emergences, RPC-399 does not show its full body but instead partially crests through the ground's surface before returning underground and demanifesting. It does not stop moving during this type of emergence. During Omega level emergences, RPC-399 exposes its entire body and sheds its outer lava coating. After shedding, RPC-399 doses the surrounding 2km with gamma radiation of varying intensity then returns underground and demanifests. Gamma level events are the more common type of Blue Dawn Event accounting for ██% of them. Researchers currently believe that RPC-399's unique radiological signature is used as a form of marking or signal.

Addendum 39976-01: Blue Dawn Event 1976 37° 56'N, 101° 50'E China

Authority agents embedded in the Chinese government reported on a large push by PCAAO command for use of a large-scale counter anomaly force in the Qinghai Province following reports of unusual seismic activity in the area. Agents Belos and Huang were sent in as a two-man surveillance team to monitor the PCAAO's activity as their forces moved into the Province. Their reports confirmed a fighting force of roughly two thousand standard Chinese ground force soldiers alongside a small division of twenty Type-59 tanks. While most of the soldiers appeared to be conventional Chinese ground forces, there was also a noticeable detachment of PCAAO officers and researchers leading the forces.
PCAAO forces arrived at the site three days prior to the Blue Dawn Event. Researchers were noted to set up several seismological measuring devices and take samples of the dirt and air in the surrounding area. Agents noticed the harsh increase in temperature near the site as it reached 39.6°C. Alongside the temperature increase, the agents found the surrounding wilderness where they had set their camp completely silent. The area was completely devoid of birds, animals, and even insects. Two days into their surveillance an earthquake shook the agents' base and crippled at least three of the PCAAO's tanks. Agent Huang suffered a broken arm during this incident. Huang's injury in conjunction with the anomalous ecological signs convinced the agents to move several kilometres away so as to not risk exposure. All reports from the surveillance team cease after their relocation until recovery teams found Agent Huang. His AAR is as follows.

Notes: Agent Huang was recovered two days after the Blue Dawn Event 50km away from his last reported check-in location and 4.6km away from the rendezvous point. His body was covered in moderate to severe radiation burns, and his eyes suffered from severe snow blindness.7 He was evacuated to Yushu City Hospital where he gave his debrief to Authority personnel.

Dr. Merodak: Jesus Christ. What happened out there, Huang? Where's Agent Belos?
Agent Huang: Belos is dead. Just like all those Pao8 and Chicom fucks.
Dr. Merodak: Start from the beginning then. What happened after your last check-in?
Agent Huang: You mean after the… [Agent Huang pauses and begins to cough up large amounts of blood] oh fuck I'm dying, aren't I?
Dr. Merodak: Please stay on topic. What happened may be pivotal to your survival.
Agent Huang: Right. It was the night after the third day of watching those Chicom troops entrench themselves in the middle of nowhere. My arm was broken so Belos said he would take the night watch. Not like it mattered though. It was so god damn hot out there neither of us got much sleep.
Dr. Merodak: How hot was it? Local temperatures seemed normal.
Agent Huang: Easily over 100 degrees9 but that wasn't even weirdest thing. All day long there was this thick red mist over the area and there wasn't a bug or bird in sight.
Dr. Merodak: I see. What happened the morning of the fourth day?
[Agent Huang sighs and laughs to himself briefly]
Agent Huang: That thing showed up. I remember waking up as the ground around me began to rip and tear apart. I've been through an earthquake or two, hell even felt some pretty heavy ordinances come down right next to me in Nam. This was something else though. The ground was literally moving in waves tossing me around like a rag doll.
Dr. Merodak: Are you sure about this? We hardly felt a thing and we were only a couple hundred kilometres away.
Agent Huang: Yeah, I'm pretty fucking sure. Just ask my broken ribs.
Dr. Merodak: My apologies. Please continue.
Agent Huang: It didn't last that long. The quakes that is. I barely got back to my feet when I noticed it though. A bright blue glow coming from the Pao's camp. I crawled up a nearby ridge to get a better look.
[Agent Huang begins to stare off into the distance lost in thought]
Dr. Merodak: What did you see?
Agent Huang: I don't know. It was massive like you've never seen anything this big. It was covered in lava. Fucking lava! The molten red covered most of it, but its head was so god damn bright I had to squint to look at it. It took me a second before I even realized those Pao ass hats were shooting at the damn thing. I could hear those 100mm canons on those remaining Type-56s firing away. It hardly seemed to bother it though or so I thought. It reared back and opened its mouth and I felt all the air get dryer. What looked like a second jaw moved up in its throat and then everything went silent.
Dr. Merodak: Silent?
Agent Huang: Yeah. Like it was so loud my ears couldn't even hear it. It shot some even brighter blue light out of its mouth. I could feel it burning my eyes and body as I tried to look away. I could feel my shirt begin to melt to my skin. I hid against that ridge line for what felt like days as my skin started to fall off. After a while, the blue light and heat began to fade.Dr. Merodak: So, it just left? Did you search for Agent Belos or survivors among the PCAAO forces?
Agent Huang: Yeah it just crawled back down the hole it came from, and of course, I looked for Belos. Belos and I have been working together since ████. There wasn't anything left though. If he was anywhere closer the heat must've incinerated him but at least that's better than what hit those Pao guys. There was hardly anything left. Whatever that light was, it was so goddamn hot it melted the tanks.
[Agent Huang cries for a brief moment]
Agent Huang: I just started walking in the direction I remembered the rendezvous point was. As I walked though, I kept seeing things. You've never seen anything like this Doc. I tried to get it out of my head but as my vision went in and out, I kept seeing them.
Dr. Merodak: You saw "them"? Do you mean multiple entities or…?
Agent Huang: All those Pao soldiers. They were all fucked up though. In bits and pieces scattered on the ground. They were all glowing just like that thing was. They weren't nearly as bright, but they weren't really there at all! It was like they were just an outline. I could hear them though…all of them were screaming…I thought it was in my head until I saw Belos.
Dr. Merodak: You saw Agent Belos?
Agent Huang: No…I saw parts of him. He was screaming like everyone else until he looked at me with the only eye he had. I ran over to him as fast as I could thinking there had to be something I could do for him. When I got to him though, my hand went right through his body. It burned like hell just to be near him. "I'm in hell," he said. "It's all fire here and we're all burning. The ground is dragging us all down because it's not solid. It's full of people, and we're just the bodies on top, like a scab. It goes down forever into an abyss with nothing in it. The sky though…it's full of fiery black holes. There are millions of them and that thing is making more. It rips the sky open and climbs through as rocks and fire rain down on us. We've been here forever Huang…this is hell and it's real!"
Dr. Merodak: My god…
Agent Huang: I know I'm gonna die and I've never been afraid to die. Until now, because nothing on this earth is like that thing… It was a God and when I die, I'm going to be with it again. *Sobs* I don't want to fucking die…
[Agent Huang begins to go into shock from his injuries.]

Closing Notes: Agent Huang died shortly after his debrief to acute organ failure caused by radiation poisoning. Members of the hospital staff treating Agent Huang were amnesticized with Class A-3 amnestics.
Immediately after agent Huang's debrief, all Authority personnel in the surrounding areas were mobilized in an attempt to locate RPC-399 to no avail. The ACS values around the site have led researchers to the discovery of RPC-399's inter-dimensional origin.
Follow up investigations into the area has led to the discovery of radiological based apparitions matching the descriptions given by Agent Huang. PCAAO forces later retook the site and all efforts to infiltrate the area have proven to be unsuccessful.
