Containment Protocols: All RPC personnel are not to interact with or exchange any information with RPC-299. Subjects who RPC-299 has visually impaired are to be isolated within a special containment ward in Sector C of Site-015. Personnel are advised not to communicate in the presence of subjects afflicted by RPC-299.
Regarding Incident-299-1, all personnel are to remain clear of interrogation room-4A. Report any fractalized disturbances of baseline distortions that exceed a 10-meter radius from the interrogation room to site director Daniel Hines. All personnel operating within the area of interrogation room-4A are to report to their supervisors if there are any instances of acausality effects of any kind. This includes instances of paracausality or any break in standard causality.
Description: RPC-299 is described as an extra-dimensional entity recognized as 'Uut'L'iithra', by a group known as "Cult of L'iithra." RPC-299 has no discernible physical form, and its appearance is only indicated by scrawling of religious text describing the entity comprised of an immeasurable number of eyes, many of which are extraterrestrial in origin; however, this is likely only an extension of its appearance as far as the cultists have discerned. While the entity cannot exert direct physical contact within baseline reality, an exception is made when the entity is operating within members of the cult. Other means of interaction are currently being investigated.
RPC-299 will exchange information with those who seek it. It will exchange information in return for either new information it has not acquired or the subject's eyes. RPC-299 will then impart the desired knowledge into the individual's memories via telepathic means.
RPC-299 will attempt to structurally redefine physical space in the affected region where the entity has been summoned. RPC-299 will break down matter into microscopic, or even sub-atomic particles, and sort them in self-contained, localized spatial tears made by RPC-299. Note that the entity will sometimes recompile concepts and objects, resulting in physics breaking causality effects. Video or auditory playbacks of subjects afflicted by RPC-299 will produce pictographic imagery from various sources. This is one of the instances of RPC-299's causality effect in action.
It is unknown exactly where RPC-299 originated from, but a likely explanation is that the entity operates within an ACS-3 Class Reality. It is theorized that the space is a self-contained dimension that is parallel to our baseline reality. Interrogation of RPC-299's cult members describes the dimension in which the entity inhabits as a library, with information constantly being updated, categorized, and translated into literary works in seemingly infinite aisles of bookshelves. According to the cult, it is possible for one to physically enter the entity's dimension by utilizing any of the object instances that RPC-299 has produced. Any subject that enters RPC-299's dimension will compulsively read every volume produced by RPC-299. They will ignore all their bodily needs until death. The cult described that if one were to die in RPC-299's dimension, their souls would remain.
Addendum 299-01:
The Authority engaged with a cult cell operating within the Arizona region. MST Echo-21 ("Sleeping Sirens") traced the most recent reports of disappearances and homicide to a town called [REDACTED], Arizona, in which the cell compound was located. Echo-21 conducted a silent raid on the compound, capturing seven high-priority targets and neutralizing the remaining members. Hostages found within the compound were recovered, questioned, given amnestics, and returned home to their families.
All attempts to obtain information from the targets were unsuccessful. Four of the seven high-priority targets all succumbed to overdose after the site was authorized to use specialized interrogation techniques. Psychology Department head Dr. Apth was tasked with interrogating the priests on account of his occult expertise.
The interrogation led to the discovery of RPC-299 and the process required for a ritual to communicate with it. The requirements for the ritual are as follows:
- The diagram can be drawn using any method.
- The diagram must pertain to the ocular system.
- The diagram must depict intertwining appendages in the form of bookcases.
- A pedestal or lectern must sit in the center of the diagram.
- A book must be on the pedestal or lectern for the ritual to commence.
- Ten runes that accurately translate into RPC-299's name, structured in an infinity symbol.
- The runes can be of any ink in the phrase proper, so long as they are legible.
- This ritual must be performed in private.
Communication with RPC-299 will be possible as long as the criteria have been met. The book will transform and take shape into any form that RPC-299 will use to communicate with the user.

Dr. Apth: This one we've been meaning to have answered: why did you and your cult kill so many people?
Alder: You ask us why we kill, when killing is not in our nature. They could not see, and that was the issue. Such sacrifices are necessary to make. Their eyes will help him see. And by giving him eyes, we bring wisdom and truth to the masses. The people who could not handle the truth perish.
Dr. Apth: I can't see how it would be productive for your cult to kill so many innocents. Would their eyes not grant them the insight to appreciate RPC-299 and his gifts?
Alder: What is this RPC that you are describing?
Dr. Apth: Uut'L'iithra .
Alder: He does not bear such a title. His name is, was, and forever will be Uut'L'iithra. And that name can only be uttered by those worthy to understand it. You are a fool to say it otherwise.
Dr. Apth: Stay on topic, Mr Alder. Why did you kill those people?
Alder: Again, you misunderstand. Killing is not what we intend. However, their deaths were unfortunate circumstances. They could not bear the gifts our master brought to them and rejected them. I only wish for them to survive and live, so they too can grow and gain wisdom. It is one step to become a part of the understanding.
Dr. Apth: Then perhaps you'd like to impart that knowledge to me so I may be worthy?
Alder: What do you mean?
Dr. Apth: It would be prudent for you to assume that I would be unworthy if I were in pursuit of that knowledge. Wouldn't you say?
Alder: Hmm… I suppose that is true. Perhaps… you have shown enough wisdom to see our way that you are more than capable of The Understanding. Uut'L'iithra is our god. His nature is beyond our understanding. But those who wish to see, those who wish to evolve… then they will take the first step into his folds, and embrace him once we gaze upon him.
Dr. Apth: Then, how about you tell me what this Uut'L'iithra allows you to understand?
Alder: Anything and everything we could hope for. The pursuit of knowledge is the lifepath that every living being should undertake. He is the keeper of knowledge, it is with his will to understand the universe. And we help him in that regard. In return, he helps us.
Dr. Apth: So this… Uut'L'ithra is a librarian?
Alder: In a manner of speaking, yes.
Alder: For the library to be sustained, eyes must be obtained.
Dr. Apth: So why does he need eyes?
Alder: Knowledge keeps L'iithra sustained. The librarian keeps the flames at bay.
Dr. Apth: Alder, please answer-
Alder: L'iithra stays the fires, and knowledge paves the way. To understand is to comprehend. The universe must be understood. This is the way of The Understanding. For this, we give him our eyes so that we, too, may understand the nature of the universe.
[Subject continues to utter his mantra and becomes unresponsive for the rest of the interview.]
Dr. Apth: Okay, I don't think we're getting anything more out of him. Move him back to his cell, and we'll proceed with testing.
Alder: Wait… You tried to sway me… You are not the recipient of wisdom and knowledge as you claim to be! Liar, heathen! Your nature betrays your words! You will never be worthy of his audience, heathen! I will refuse you!

Closing Statements: Alder attempted to commit suicide an hour after being admitted into a holding cell. It was reported that Alder repeatedly slammed his head with force against the wall. Alder succumbed to his injury approximately 2 hours after being admitted to the medical ward.
Addendum 299-03:
Test Log 299-01:
Subject: CSD-5081 with an audio recorder.
Procedure: CSD-5081 was instructed to perform the ritual. Afterwards, he was tasked to exchange information with RPC-299. The subject follows the procedures of the ritual. After the procedures were in place, and the subject began to inscribe into a blank page, the visual feeds were cut. The only recorded instances that were recovered were via audio logs. However, several minutes after CSD-5081 conducted the ritual, he began to scream ceaselessly.
Results: After several minutes had passed, the subject emerged from the containment chamber, his eyes missing. CSD-5081's vocal cords had been torn due to excessive screaming. CSD-5081 was unable to answer any questions and was immediately transferred to the medical bay for proper treatment. Playback of the recording shows a one-sided conversation between the subject and RPC-299. It is believed that the entity was communicating with him telepathically.
Incident 299-01:
Foreword: [Two weeks after surgery and treatment, CSD-5081 was brought in for questioning. The subject struggled to speak and exhibited minimal awareness of his surroundings. When prompted with questions regarding the incident, CSD-5081 was lax and hesitant. Researcher ████████. Was instructed to keep the questions and responses as terse as possible and to employ a more empathetic approach when interviewing CSD-5081. However, the following recording and transcription of CSD-5081's responses were translated into images. There is no clear indication how the equipment was capable of translating CSD-5081's responses into a visual format; however, recordings of the interview with the subject suggest that only Dr. ████████ and the personnel inside the interrogation room could understand CSD-5081.

CSD-5081: [Subject rubs his throat and gives the researcher a tired, blank stare.]
