Registered Phenomena Code: 149
Object Class: Gamma-Red
Hazard Types: Aggression, Incorporeal, Sapient, Extra-Dimensional, Visual
Containment Protocols: RPC-149 is to be contained in a complex labyrinth, resembling the Victorian-era streets of Whitechapel, located in the Extra-Dimensional & Euclidean Area (EDA) of Site-042. The containment's interior is to be fitted with a special conduct material that produces an electrical field barrier, preventing RPC-149 causing a containment breach via its anomalous properties.
RPC-149 is to be secured by no more than three armed personnel in an ankle and waist harness while in mobile. Security personnel are to subdue RPC-149 using a taser device in the event that RPC-149 attempts to harm onsite personnel. (See Addendum 149.03)
Personnel are to not bring any sharp object, such as a knife or pen ink, in proximity to RPC-149.
While in mobile, RPC-149 is to be secured in an ankle and waist harness attached to a specialized handcuffs. These specialized handcuffs create an electrical reaction in the event RPC-149 solidifies through the restraints. Prior to transfer, personnel are to inspect the restraints at all times for any possible defect.

Description: RPC-149 is a Caucasian-British female, appearing in their mid-30s, who has been observed to phase solid surfaces, and disappearing once line of sight has been broken by one or more subjects around it. Previous documentation revealed that RPC-149 cannot solidify through electrical matter, and as such reacts violently to the point where RPC-149 can be subdued through an electrical shock device.
While RPC-149 has insisted personnel to refer to them as "Jill", personnel are to follow this name as to prevent agitation. This includes any sharp object in her view as outlined in the containment protocols.
Since containment, RPC-149 has been evaluated by onsite psychiatrists and was determined to have several mental disorders, symptomized from her distressing history as a child. RPC-149 was diagnosed with Borderline Personality Disorder (BPD) due to their erratic and unpredictable behavior at personnel, especially to female personnel. (See Addendum RPC-149.02)
In addition, RPC-149's violent tendencies towards women have been a likely cause from their antecedent homicidal and killing sprees prior to their containment. Research in regards to their aggressive behavior and aging connected to their manifestation is ongoing.
Addendum 149.01: Discovery

In the late 1880s, the Metropolitan Police were investigating horrific acts of homicides that involved a series of death within the London district of Whitechapel. With the Metropolitan Police in scrutiny by the public, Prime Minister Cecil, at the advise of the Home Office, directed the Department of Occultism and Phenomena Affairs (OPHA) to assist the investigations and conceal any anomalous manifestation.
On August 29, 1889, OPHA received an unaddressed letter delivered to [REDACTED], revealing the killer's name as Jill The Ripper (designated as RPC-149).
While the contents of the letter were deemed sensitive under the Official Secrets Act of 1889, and the Suppression of Anomalous Behavior Act of 1876, to be released publicly, the letter was confidentially archived and a copy was made and revised for public release. The copied letter's signature was also revised under the name Jack The Ripper. (See Attachment 149.01.1)
Seven weeks after OPHA were involved, OPHA agents discovered a warehouse that was suspected to be a safehouse for RPC-149, within a nearby church. When OPHA agents raided and investigated the location, RPC-149 was spotted and pursued by government forces to only result escape apprehension when agents witnessed RPC-149 disappearing through the walls. Howbeit, this didn't slow the killings as it ensued until September ████, when OPHA agents successfully contained RPC-149.
Due to government scrutiny at the time, Prime Minister Cecil ordered the suppression and expungement of the investigation and killings, both confirmed and unconfirmed reports, to prevent the existence of the agency and RPC-149 being uncovered from Westminster and the public. In the early 1890s, Nikolas Tesla assisted the OPHA and designed an electrical containment field for the containment of RPC-149, which was considered one of the earliest prototypes of the late 19th century.

In 1913, the Imperial Defence Committee reduced funding for RPC-149's containment infrastructure and as a result was transferred to another location somewhere in North Yorkshire, United Kingdom. However, during mobile, RPC-149 managed to escape from custody and wasn't recovered until two years later in 1915, when Monarch Security apprehended and contained RPC-149 once more.
Following their containment in 1915, the Director-General ordered the permanent isolation of RPC-149 at a Monarch Security facility in Northern Ireland. Despite the transfer being opposed by Prime Minister Asquith, he was overruled by King George V.
In June 24, 1968, the British Government passed the Initiative for Anomalous Security Act (IASA) in 1968, which authorized The Authority to construct two installations within the United Kingdom and leased a military research facility. As part of the IASA agreement, Monarch Security transferred some contained anomalies to The Authority, one of these anomalies transferred to them was RPC-149.
"We've gone through the confidential documents from the British, and so far, we've got no clue to as why they renamed one-four-nine as the infamous "Jack The Ripper." According to a source from the security services, one-four-nine has a history with the Royal Family before they committed their murderous acts.
Apparently, the father was someone within the Royal Family who had a relationship with the mother. Due to security reasons, they had to cover up one-four-nine's identity and history with the Royal Family to maintain the integrity of the house. Whether one-four-nine was or is aware of her lineage with the Royal Family remains unclear."

Addendum 149.02: Interview ██/██/██
Following transfer to Site-███, Dr. Peyton Hub was selected to host an interview with RPC-149. Due to security concerns raised by Monarch Security representatives, two security personnel were present in the room for Dr. Hub's safety.

Two security guards tighten the restraints on RPC-149's handcuffs to the table.
RPC-149: [Snickers] Ah- why thank you darling. I was planning to kill ya know?
Dr. Hub: [Clears throat] Ahem, please sway your attention onto me.
RPC-149: Oh. Did I say that out loud? My bad, I meant to kill you three.
RPC-149 snickers once more before turning it into an uncontrollable laughter.
Dr. Hub: [Sighs] Alright, Jill. You mind If you answer some of my questions?
RPC-149: Sure, as long as you get these … Uh, baboons outta here and I'll gladly "cooperate."
Dr. Hub glances over to the two guards, waving them off to leave the room.
RPC-149: Woah, I didn't know you were such an obedient dog. The last doctor I had wasn't very nice to me when I asked him to do that.
Dr. Hub: [Flickers pen] That's because you slit their throat, Jill.
RPC-149: [Laughs] For a good reason. He wouldn't shut the fuck up when he whined at me to not kill him. [Mummers] Whimpering cuss he was.
Dr. Hub: Uh huh, now. Let's get this over with before your next session with Dr. Polaris.
RPC-149: Ah, that guy, he never fails to amaze me.
Dr. Hub: What can you tell me about your killing sprees in Whitechapel? More specifically; the reason why you committed them?
RPC-149: Why not? I hated seeing those whores ticking at me sternly when they were in my view. My dear old mother was one of them, and she neglected to leave me in the streets while she was off yanking money off of old men. I have … A hate towards women.
Dr. Hub: [Writes notation] Yeah I've been informed about your violent tendencies. How did you discover your anomalous nature?
RPC-149: [Pauses, giggles] You know I'm not going to easily give away my secrets to someone like you. But, i can tell you this though chap.
RPC-149 signals to Dr. Hub to lean closer.
Dr. Hub: [Leans closer] Yes?
RPC-149: [Laughs] You'll know when I am out of these locks.
Dr. Hub: [Leans back, relieved] Ri-Right. Is that all you're gonna say about your very nature?
RPC-149: Of course. Unless you want something physical out of me when I am out of these cuffs-
Dr. Hub: No, thank you. For the next question, I'll be asking you an opinion-based question despite my colleagues informing me to not do so.
RPC-149: Oh, oh. What is it?
Dr. Hub: Well, uh. What is your intake on women?
RPC-149: Nothing, but fucking pieces of shit.
Dr. Hub: [Shrugs] Anything else? I was at least expecting you to-
RPC-149: [Bangs on the table, shouts] Expecting me to get out of this chair and place your cock against that mirror?
The room becomes silent for a moment before two guards enter the room, checking to see if Dr. Hub was harmed.
Room Intercom: Alright, Peyton. I think we have enough here.

Additional Note(s): Dr. Peyton was unharmed fortunately despite our persistence to keep security in the room with a violent, psychopathic anomaly. RPC-149 at the moment seems to be uncooperative, perhaps we should give it what it wants in the future.
Site Management has ordered all future sessions to have security personnel within the room at all times, regardless whether the person supervising the interview says otherwise. In the meantime, let's not agitate that little … Further in the future.

A week after the first interview, a secondary interview was to be conducted by Dr. Peyton Hub. However, he was unavailable to do the interview due to medical reasons. Researcher Avery White was tasked to fill in for Dr. Hub, and conduct the interview on ██/██/████.

Interviewer: Researcher Avery White

RPC-149: [Pauses, shouts] Who the bloody hell are you?
Researcher White: I am Researcher Avery White. I'll be taking over Dr. Hub for this interview for today. Do you have anything to say or need?
RPC-149: [Mummers] Of course … Why'd they pick a whore of a person like you to do these?
Researcher White: I requested to fill in for Dr. Hub. No need to call me a whore.
RPC-149: Oh no, no. I "insist."
Researcher White: Uh, okay. I hope we can get through this fast and without incident, Jill.
RPC-149: Shut up, get on with it you damn ratbag.
Researcher White: [Flips notebook] Alright, you stated before then you had a hate for women that stemmed from your mother being a prostitute. Can you explain to me a bit more on that?
RPC-149: Well love, when I was living with my mum and her wagtails friends, I got to see every dirty side of those women. Not only did they use their holes for prift, they weren't opposed to other dirty deeds. I saw many of the girl's commit acts of thievery, assault on other wagtails over petty quarrels, and even saw one of them take a life once.
Researcher White: Murder? Who and why?
RPC-149: Anna, one of my mum's closest friends. She came running out of a bedroom one night all crying, saying the man she had brought home was too rough and that she needed help. He came out trying to defend himself, said she was okay with it at the start. Didn't matter, my mum and her friends swarmed the poor man, stabbing and ripping him like a cornered animal. I saw Anna grinning later as she went through the man's pockets, fucking whore was a demon.
Researcher White: As someone who has taken lives yourself in pursuit of a specific agenda; could you not see that perhaps they were doing the same?
RPC-149: What the fuck are you getting at? Are-are you actually comparing "me" to those filthy insects?
Researcher White: No, no. I think you're misconstruing what I'm saying-
RPC-149: [Interrupts, aggressive tone] Did you just roll your eyes at me? You fucking slut.
Without a warning, RPC-149's restraints malfunctions and descends onto Researcher White. RPC-149 strangles Researcher White as security personnel attempts to remove and restraint RPC-149. Additional security was called for assistance.
Room Intercom: [Shouts] Additional security is needed at Room 32-B, now.
RPC-149 is then pulled off from Researcher White as a medical team arrives to aid the injured researcher. RPC-149 is placed onto the ground by five security personnel as they place back the restraints on her.
RPC-149: [Screams] You are all nothing more than a disgusting hole. I swear to god I will rip your [DATA EXPUNGED].

Additional Note(s): Due to this incident, future sessions with RPC-149 will be suspended until further notice. Researcher White has been hospitalized and transferred to Site-008 for further medical attention.
I do not have to repeat myself like I did with the Containment Board, but I do think permanent isolation should be our only option.

Addendum 149.03: Incident ██/██/1984
Due to the recent technical issues brought up by the Engineering Component, RPC-149's containment was to undergo maintenance and temporarily decommissioned for four days. During this time, RPC-149 was to be transferred to a temporary cell at the facility's detention area. However, while mobile, RPC-149 insinuated into an aggression state and attacked the transport team.
Incident resulted in the facility to undergo lockdown procedures, and additional security guards were dispatched. Several casualties took place with one confirmed deceased, and RPC-149 was subdued following additional reinforcements had arrived.
Addendum 149.04: Post-Incident Interview
The following is an audio transcript one week after the incident that took place on [REDACTED], 1984. The interview was conducted by Dr. Daemon Hart, Ethics Supervisor.
Interviewer: Dr. Daemon Hart, Office of Ethics and Review
Interviewee: Lieutenant Daniel Fauster, Authority Security Forces
[BEGIN LOG]
Dr. Hart: [Writes notation] You got a nasty cut I see?
Lt. Fauster: Ye-yeah, so?
Dr. Hart: You don't usually get a cut like that around here.
Lt. Fauster: Not if you are getting killed by that bitch.
Dr. Hart: [Clears throat] Let's not try to be vulgar while I am here. Shall we proceed?
Lt. Fauster: [Nods] Please. Let's just get this over with.
Dr. Hart: Right, right. You were in the briefing room with Colonel Evans correct?
Lt. Fauster: Yeah.
Dr. Hart: Start from there.
Lt. Fauster: Well. I was one of the few people from security to coordinate the transport of one-four-nine to a temporary cell. Apparently, the previous guys who had experience to handle these kinds of things was transferred to another facility, so, they had us go instead.
Dr. Hart: There a reason why they picked yous?
Lt. Fauster: I'm guessing by experience. I've been here for about a year and a half, and the others were about the same.
Dr. Hart: Were you informed by Colonel Evans, specifically, about open carry of sharp objects around one-four-nine?
Lt. Fauster: Always. Practically he'd kill you before one-four-nine did if he saw you do anything reckless outside of his briefings. There was always this one guy who he didn't really like, because of his attitude and shit.
Dr. Hart: For the record, can you name this person?
Lt. Fauster: Lieutenant Brooke Hennessy. There were rumors that the guy threatened other people for looking at him weirdly or some shit.
Dr. Hart: Was he involved in the coordination or?
Lt. Fauster: Yeah. But worse, he was the one that caused the incident.
Dr. Hart: [Writes notation] I see. Let's move onto the incident in question, starting after you began moving one-four-nine.
Lt. Fauster: [Sighs, scratches head] We were in a diamond formation as we were moving her to the temporary cell. We closed off some sections of the hallway so not a single researcher or janitor passes by that may, or may not agitate her. We had to take extreme precautions anyway. For some weird reason, Brooke just pulled out a knife and began cleaning the tip off of it. I just shouted at him to put it away.
Dr. Hart: Why you? You and Brooke were in the same rank.
Lt. Fauster: I was chosen by Colonel Evans to be the leading coordinator for the transport. So, I had authority over him for the time being.
Dr. Hart: Right, continue.
Lt. Fauster: So, yeah. After I told him to put away his damn knife, he just gave me that "fuck off" face as he put it away. Then one-four-nine stopped moving and one of my guys told her to keep moving, but then she just tried to get out of her restraints. [Pauses] Next thing I know, one-four-nine just jumped onto Brooke and somehow grabbed his knife. She somehow managed to break the restraints by using the knife, and proceeded to attack Brooke to the point where she [DATA EXPUNGED].
Dr. Hart: How many times did she stab him?
Lt. Fauster: I-I don't know. There was just blood everywhere. The team and myself went to restrain her, but she gripped herself onto Brooke's body. I tried to grab her arm, but she slashed my hand and I just screamed in pain. The rest were just try-trying their best to get back control of the situation.
Dr. Hart: According to your report, you used a taser gun to subdue one-four-nine after she then attacked one of your guys, right?
Lt. Fauster: Yeah, I did.
Dr. Hart: Then why didn't you discharge it after it had just killed one of your guys?
Lt. Fauster: [Pauses, looks down] I froze. I just, froze. My mind was filled with adrenaline and I couldn't stop looking at my bleeding hand. All I thinking to myself was, well, am I going to die? I was just afraid, that's all.
Dr. Hart: [Writes notation] Hmm. You tased one-four-nine then what?
Lt. Fauster: [Shrugs] She was just placed back in her restraints, and the knife was removed from her. CRT and a medical team arrived, treating my guys … Well, what's left of my guys anyway.
Dr. Hart: Is there anything you like to add before we conclude this interview?
Lt. Fauster: What's going to happen to that bitch?
Dr. Hart: [Pauses] Nothing, lieutenant. Unless you are wondering are we going to punish her for her acts, we will.
Lt. Fauster: Bullshit. You're not going to do anything to that psychopathic-
Dr. Hart: [Shouts] Lieutenant Fauster, I must remind you that you are this close to cross a red line. I strongly urge you get your act together, and leave this room without questioning.
Lt. Fauster: [Sighs heavily] Right. I'm sorry. It's ju-just her taunts are bothering me.
Dr. Hart: Taunts? Elaborate.
Lt. Fauster: [Sighs once more] When she was being restrained again, she was just laughing and humming to me. Kept fucking singing how my daughter was going to be taken by her.
Dr. Hart: It's probably nothing, lieutenant. If there is nothing for you add further, you may go.
Lt. Fauster: [Stands up] Hope that fucker burns in hell.
