» Protectorate - Brief Overview «
The Protectorate is the humanitarian subdivision of Protection, specializing in the rescue of people, paramedic services and temporary flash neutralization of most anomalies. All Authority command regions are required to have at least one site equipped with Protectorate Staff which can reach any disaster zone within the region in one hour; but regional command may deem to fund more Protectorate installations. Protectorate use is only to be authorized by personnel with Site Director clearance or above.

Description: Protectorate are the first responders within any Authority region, trained to be ready within a minute of getting a call. They respond to incidents that occur outside of sites, most commonly within the public eye and mostly dealing with containment breaches, but occasionally clean up anomalous terror attacks carried out by GoIs. Protectorate Rangers are generally restricted to their deployed region, and will not be transferred or asked to step outside this area barring exceptional circumstances.
Protectorate deals in all manner of rescue, neutralization, and medical support, which is provided throughout a region from their base of operation within a site, or in any OL-SITE that has been set up in the event of any catastrophe. Both the rescue and support units have a fleet of helicopters, or in some cases, carrier planes, in order to dispatch quickly into the thick of any disaster. The average Ranger carries only a handgun of their choosing on them, and are otherwise unarmed.
Protectorate utilizes a wide range of technology for each of their subdivisions, but most commonly cooperatives with the Biomechanical Module, which provides most of the prosthetics, surgery equipment, and exosuits used by protectorate rangers in the field and in their mobile clinics.
Protectorate is the main source of recruits for the Authority Induction Program (AIP). After any Protectorate Ranger encounters any civilian who has been exposed to anomalies or “seen past the veil”, the Ranger has the discretion (if they believe the individual would make for a worthwhile asset) to offer them employment within the Authority. A particularly skilled recruit may have their death faked at an anomalous disaster so he may have a new identity constructed to better serve the Authority and protect himself from being targeted by enemy operatives.
After an identity, history, and criminal check from administration, these recruits are distributed by order of merit throughout the Authority to where their skill set would be best utilized. It is for this reason that Protectorate Rangers are often encouraged to recruit all but the most unskilled of people during anomalous disasters, as even paper pushers, carpenters, and janitors have their place within the Authority.
Further documentation for the training, equipment, and standards for these recruits are within each of their induction programs, with primary recruit requests coming from the Authority Security Force, Engineering Component, and Anomaly Experimentation Team. For the purposes of the Protectorate, it is rare to get a recruit for protectorate itself, as extensive EMT, Paramedic, or Firefighting experience is required in order to qualify for Protectorate recruitment. Often, these recruits are acquired by saving first responders who are harmed by secondary blasts when they themselves go to try and help civilians.
Protectorate rangers are allocated to subdivisions, of which they are given different tasks based upon assignment to either:
Rescue:
- RE-50: Personnel Rescue
- RE-100: VIP Rescue
- RE-150: Firezone Rescue
- RE-200: Anomaly Rescue
or Support:
- FI-50: Firefighter Squad
- DI-100: Dispatch
- TT-100: Trauma Team
- NT-100: Neutralization Team

In the rare opportunity that a recruit has protectorate potential, they will be put either into RE-50 or FI-50 for training under a more experienced ranger from RE, TT, OR NT 100. Following a performance review period of a year, the recruit will then be disseminated into further work more specialized for their skillset in the upper echelon groups (100-200) or be retained at their current position if the trainer deems this is a good location for them. If a recruit fails this period, or their work is found dissatisfactory, they may be transferred to a contractor job in Containment, or if the trainer believes them to be an active detriment, an amnestics RE-100 requisition form can be filed for the immediate amnesticizing and reintegrating of the civilian to everyday life.
A level three clearance form is required for any promotions to RE (150-200).
Protectorate Rangers that have shown courageous or commendable actions in the line of duty may be offered a position within the Joint Chiefs of Protectorate (JCOP). Junior chiefs will typically be under the supervision of the site chief, and will undergo further leadership, personnel recruitment, and skill development training. A ranger can rise through the ranks of chief from Junior, Sergeant, Senior, Master, and Head. Head chiefs have domain over entire regions and coordinate the efforts of Protectorate staff within it. The appointment from a head chief requires the clearance of both GD-CMDR and the global director of the region he is being appointed to.

Protectorate Ranger outposts typically contain a pair of four RE- groups from each number denomination, making up both a day and a night shift of 120 personnel. Each pair is provided with a team from all support subdivisions, making up 60 support staff per outpost.
All Protectorate rangers are expected to be semi-autonomous in their day to day lives, but are given a set of tasks which they must accomplish each day in addition to their emergency response duties. Chain of command is to be respected, but not to be treated as the be all end of all of a person's assignment in Protectorate, as saving the lives of humanity, and Authority personnel are always the first priority.
Equipment: While Protectorate uses a wide range of offensive equipment with their rescue teams by nature of it being unregulated, their rescue equipment and armory is invariably made in house, due to the lack of third party development agencies for the anomalous world, besides GEAR. Their premier equipment is the ODAvX, or Omniversal Diving Apparatus, current version 10. It allows for any protectorate ranger to get into any catastrophe with ease.
All issued equipment is catalogued and registered under their respective serial number. Protectorate personnel are ultimately responsible for the maintenance, functionality, and completeness of said equipment upon conclusion of their deployment.
» Protectorate - Sub-Divisions «
Protectorate institutes a wide range of services to protect humanity at large, whether it be from other humans, anomalies, the environment, or even extraterrestrials. Each division has their own set of rules, regulations, personnel, and equipment to help them complete and provide reprieve to the calls for aid that come into their outposts. While authorization from a site director is usually required to send out any subsections, a head chief can override this if he thinks the need is dire enough.

In light of recent events, including but not limited to: pandemics, mass fires, earthquakes, tsunamis, and insurrections, Protectorate has once again decided to open its doors to mass recruiting. Our standards remain the same, but we must now look outwards to search far and wide for those skilled enough to join our cause in protection of humanity at large from all inhumane threats.

Rescue Rangers (50-200)
The earliest iteration of Rescue Rangers in the ODAv1.
Rescue Rangers are personnel dedicated to the extraction of citizens from dangerous areas that are afflicted with anomalous and natural hazards. Trained in dealing with all sorts of hazards such as radiation, extreme meteorological events, chemical leaks and spills, active warzones, extraterrestrial abduction events, and on occasion fires.
Rescue Rangers are trained for varying different tasks based on their placement within the rescue subdivision, with their own set of specialized equipment for the task. Personnel rescue (RE-50) is the basis of how all Rangers get their start, whether it is saving the lives of civilians or authority personnel. If a ranger shows competency, they may get promoted to VIP rescue (RE-100), being trusted with retrieving and delivering some of the authorities most important personnel. A ranger who shows particular aptitude with firearms may be promoted to Firezone Rescue (RE-150); or a more adept understanding of anomalies may be promoted to Anomaly Rescue (RE-200).
Rangers work on speed and discretion. Their focus is extracting citizens quickly, and, if possible quietly. Civilians witnessing the work of Rangers will possibly cause more casualties or injuries, and result in a "rubbernecking" scenario where more people will end up bearing witness to their operations. While Rangers are not punished for these events, as they happen somewhat commonly and are often beyond the control of operatives, such scenarios are looked upon in a negative light and Rangers may face verbal reprimands from their peers.
Rescue Rangers are to put civilian lives above theirs and as a result, excluding combat personnel, they face the highest fatality rate within the Authority. However, for their efforts, they are often well regarded and finely compensated.
Firefighter Squad (FI-50)
Firefighter squadrons compose of numerous individuals trained mainly in disposing of fires, however they can also be relied on for disposing of radiation and hazardous chemicals produced by anomalous entities or events. Depending on the situation, Firefighter Rangers are either equipped with standard fire and chemical protection suits or ODS.

The goal of the Firefighter is to neutralize and prevent the spread of fires, regardless if their origin was natural or anomalous. Following standard procedure of firefighters, they will preform actions such as ventilation (forcing open holes in the roofs or floors of a structure) and basic first-aid to civilians that may require it. Firefighter Rangers will often shutdown local utility grids to aid in the combating of fire.
A special type of Firefighter Ranger is the parachute unit often known as "Smoke Jumpers". These Rangers are deployed via parachuting in to the area and often serve as "on-the-ground" recon for other Rangers who may not have arrived yet. Parachute Units are usually deployed to rural or other areas with sparse population, however in emergency situations, Urban Areas may face deployment from "Smoke Jumpers". While the operations may be of high risk, "Smoke Jumper" Rangers often face very few casualties with an average of 2-3 each year.
Trauma Team (TT-100)
The Trauma Team is formed from a wide variety of medical staff. The individual teams each include a number of field physicians, paramedics, nurses and specialized biomechanical rescue surgeons, for when the patient can not be moved. When an incident occurs a base medical center is erected nearby were in which all injured parties will be evacuated to. The center will ideally be as close to the incident as possible, however it must be reasonably positioned in order to prevent becoming threatened by the ongoing incident. Once it is determined reasonable to, initial personnel will identify casualties on the scene and use standard triage measures to stabilize and begin evacuation of the most critical patients. They will be transported to the closest center and all major surgeries will be performed there.

The main goal of the Trauma Team is to completely prevent any further loss of life. They do this using a variety of measures. Bioengineering is often included as a part of major surgeries where it is required, and many patients find themselves reawakening with mechanical limbs or organs, their own having been unsalvageable under the circumstances. Those who receive biomechanical implants often continue on to receive check ups from the Cybernetics Division in order to ensure continued quality of life. Experts in anomalous diseases are also employed to treat and heal during outbreak incidents.
Neutralization Team (NT-100)
Neutralization Team is the joint effort between Protectorate, Research, and Containment to create an effective mobile containment unit that can be employed with a 95% confidence interval against all anomalies. The result is the creation of a strike force that utilizes Boeing Osprey helicopters to deliver High Frequency Tesla Coils at an incredible speed to any containment breach or anomaly outbreak across the world.
Once these Tesla Coils have been dropped into place, they will conduct a high frequency wall of electricity that has been shown in testing to incapacitate even the most durable of anomalies for a period. These Tesla Coils have a nuclear battery that lasts up to an hour under high load. The coils themselves are armored in durable composite metal foam, the very same foam that is used by the ODA, though the primary coil itself must remain exposed to conduct electricity, making it vulnerable to any sapient anomaly with a modicum of intellect.
» Protectorate - Technology & Equipment «
The Protectorate utilizes a wide range of technology among their different departments in order to do their tasks effectively. Protectorate itself largely relies on other divisions such as Biomechanical Module to provide them with most of their defensive suits, prosthetics, and augmentations, but develop most of their medical equipment in house.
Description: Each subdivision within the protectorate employs specific technology tailored to their specialization within the Authority. Each of these unique technologies are either partially or wholly developed inhouse by the Authority for use by local Protectorate rangers in the field. Due to the individual nature of each of these technologies, most Protectorate outposts only store one of each technology per requisition, as making spares would be prohibitively expensive. Site Directors, if they think it prudent, may file a request form for spare Protectorate technology, though the funds will be drawn from the sites budget, not the Protectorates.
Rescue Teams (RE-50-200)
- Personnel & VIP Rescue (RE-50-100)
- Personnel and VIP Rescue teams generally utilize lower level equipment and it is usually not justified to allocate more individual equipment such as the Omniversal Diving Apparatus (ODA) or Artificial Gravity Well (AGW). Personnel under this categorization are allocated a Bell Boeing V-28 Osprey for quick response times to any incident that has occurred within their region.

- Firezone & Anomaly Rescue (RE-150-200)
- Firezone and Anomaly Rescue teams are authorized for full use of the Protectorates equipment and resources and are encouraged to make full utilization of it.
- The Omniversal Diving Apparatus is a state of the art suit that allows for user protection in the deepest depths of the Mariana Trench, air refiltering that can be utilized in the upper echelons of the mesosphere. The fireproof, radiation proof, and bulletproof suit is made out of composite metal foam that can disperse the energy of any kinetic weaponry that collides with it. The suits interior is also fitted with an exosuit that gives the user five hundred pounds of lifting strength and reinforces their skeletal structure, making broken bones far less likely in the area of emergency. Each suit is fitted with its own black box for user retrieval in the case of entrapment, capture, or in the extremely unlikely case, death.
- The Artificial Gravity Well is a device that can be deployed on any surface to provide a small area of "normal" gravity in relativity to the Earth. The device, upon being deployed, immediately expands and becomes dense, countering the effects of any gravity dampening or increasing anomaly to provide a small margin of "normal gravity" between the well and the anomaly for easy traversal. The well can also be tuned for lower gravity, to allow protectorate rangers to move more freely in disaster zones. The device has also been seen to have a weak effect on normalizing ACS levels.
In times of extreme distress, disaster, or global director capture, each Protectorate outpost is provided with a single Lockheed SR-71 Blackbird for immediate deployment.
Firefighter Squad (FI-50)
- The Firefighter Squad utilizes their own airfleet, modified equipment, and personnel to carry out their operations.
- A Chinook 47 is utilized by the firefighter squad for their mobile extinguishing campaigns in the case of disaster. It carries up to 1,800 gallons of water, which it can fire from a hose system in the place of the gunnery turrets.
- Firefighter Squad employs a modified version of the ODA named the ODASMOKE for their paratroopers, stripped of the bulletproofing but retaining fireproof materials and the exoskeleton for the fireborne rescue of civilians.
Neutralization Team (NT-100)
- Neutralization Team is equipped with enough to respond with lightning speed to any outbreak.
- Neutralization Team has a trio of Bell Boeing V30 Osprey's in order to carry their Tesla coils. These helicopters are EMP shielded and lightning proofed to fly into the very worst of storms, because their payload is just as conductive.
- The experimental High Frequency Tesla Coil (HFTC) is the bread and butter of the neutralization team. These coils are equipped with their own mobile batteries that have a lifespan of one hour under their highest frequency use, allowing for field deployment and containment until back up can arrive. It produces an extremely high frequency of energy that can disintegrate, stun, or contain anything caught within them, and the coils themselves conduct this energy even moreso. If an anomaly were to attack the coils, they would receive triple that of what the coil is conducting, as it would find the path of easiest exchange.
Trauma Team (TT-100)
- Trauma Team is given a wide range of tools for their craft, and a wide array of synthetic and mechanical organs, appendages, and bodies to choose from, provided by Biomechanical Module.
- The premier device for Trauma Team is the Auto-Doc 5.7, or the Auto Doctor. A large flat table with an array of surgical tools, sensors, and monitors, it allows a doctor to immediately get the diagnosis and condition of a patient just from a glance. The device also automatically administers the suggested amount of medicine and anesthetic. The Auto-Doc can even perform rudimentary surgery such as amputation, muscle tear surgery, and prosthetic limb attachment.
- Biomechanical Module is a regular supplier of experimental synthetic prosthetics, organs, and even full bodies. These can be used in the case of the patients request, an absence of organic parts, or the authorization from a commanding officer of the patient. Full body "prosthetics" require the authorization a regional director or above.
