Handling/Hunting Guide:

A stand-in for Containment Protocol:2 Describe how to best encounter/interact with said "abnormality" to ensure the safety of others or during capture. Use a mixture of first-hand accounts and bullet points to best times to approach an abnormality, its behavior, how to trigger it, and prevent it from harming civilians.

At the end give a list of recommended supplies for future Personnel and Bounty Hunters to use.


Description & Encounter:

List the main attributes. Preface where said personnel member met said abnormality and key details. Remember, this isn't a clinical document and more of a police report transcribing either a Hunter or a collection of Field Expedites' observations on a subject. Important details include dimensions, qualia, and abilities (either when undisturbed, when in contact with other people and/or victims, or when engaged directly in contact by Authority Volunteers).

Lastly, inject a bit of personality into it and how its described when first encountered.


Recountment of Sightings:

Explain both the known history of the abnormality, how the Authority was made aware, known nickname or reflective myth, how it was contained, and how it has disrupted other's lives of others. While you are supposed to describe how first contact or confirmation was made, describe either how the abnormality was subdued.

Utilize direct quotes, statements, and even first-person to communicate how the abnormality was subdued. This is also where you will see previously described abilities be utilized in conjunction with its environment. List the bounty payout to relevant parties at the end.


Storage & Utility:

Here, a (credited) officer lists the steps taken to properly secure its abnormal cargo from both itself and any potential thieves, liberators, or otherwise malintent actors. A risk assessment is made by Protectorate Liason, as well as examined by members of Axton Hornsby for either future study or as ingredients in further occult research.

Include a List of Relevant Personnel to the document at the end.

Discernments

If a commissioned officer makes observations or has further trouble with an abnormality post-hand-off, these comments will usually be separated into "Discernments". These can also include further developments of the abnormality that were not previously known when it was retrieved.


Additional Things of Note:

  • Communication is significantly harder during this time period. Often these files are poorly maintained, copied, updated, and communicated between branches.
  • The 1800s Authority is much more frugal and pragmatic: It will still capture and subdue anomalies, but it must also maintain profit and further its knowledge into all things 'otherworldly.'
  • Different Departments often hold Different Goals: Axton's first goal is to study and collect samples, and is often supported by Research Personnel in the more developed West. The Protectorate's first priority is identifying threats to local communities, paying out volunteers, and how best to engage. Concealment is concerned with how to best cover-up/nullify abnormal threats; capture if possible.
  • Use a much more looser style. Storytelling is the first priority of this format. Sprinkling excerpts, quotes, and letters between characters in the Manifest are highly encouraged. (Primary Document Examples of the Tone are located in the discussion.)
