Early Life


Kelly Evangelina Connors (Born: Eva Nereida Velazquez) was born to Salma and Marcos Velazquez: Both were well-known entrepreneurs and owners of the Velazquez Auction House based in Oaxaca, Mexico. Salma and Marcos Velazquez have been on the Authority watchlist since early 1992, as they were suspected of brokering potentially anomalous art pieces to anonymous buyers, wiring the profits across offshore accounts outside the Authority's range of influence.

Numerous speculations circulated that the Velazquezes were affiliated with the Raven Syndicate, with the best hypothesis derived from aerial surveillance projecting increased memetic activity emanating from their place of residence. The speculation was later confirmed on ██/██/1997 when the Velazquez Residence was ransacked by unknown assailants and with an Authority cleanup crew recovering anomalous art pieces deemed too unstable to maintain normalcy.

However, there were no signs of Salma and Marcos Velazquez present in the residence during the incident. Still, according to the security footage, one assailant was seen forcefully taking Eva Velazquez—who was only 3 years old at the time—from the hands of a housemaid.

Little-to-no reports were found regarding the whereabouts of Eva Velazquez. Numerous speculations have surfaced regarding the incident—with the most likely theory being that the assailant attempted to use Eva Velazquez as a hostage to extort ransom from the Velazquezes, or that the assailant had simply terminated her shortly after the incident.

However, recently in 2013, Eva Velazquez—now named Kelly Evangelina Connors—was found living with the Connors Family in Helena, Montana. Evidence suggested that Eva Velazquez was adopted by Montgomery and Mallory Connors in 1999—both of which were low-ranking members within the Raven Syndicate.

According to the reports gathered from various sources ranging from the Helena High School student dossier to her own testament, Kelly Connors was considered a timid child, being raised in an extremely Christian household. Her lack of disciplinary records and stellar learning performance further solidified this claim.

Kelly Connors then lived a sheltered life with her adoptive parents and younger step-sister until in her late teenage years, in which Inv. Nathan Keller—an MST Sierra-8 Investigator—had recovered Kelly Connors during an investigation on her adoptive parents in ██/██/2013.


The RPC Authority


After her recovery, Kelly Connors was given a choice to either be brought into foster care, or return to her biological parents. She promptly refused both options, electing instead to assist Inv. Nathan Keller in his investigation, with him later stating in his report that she showed prodigious investigation skills. The Division Commander of MST Sierra-8 marked her as an asset, and a valued addition to the MST.

The Commander in Chief of the MSTs was initially reluctant to authorize the recruitment, seeing how young Kelly Connors was at that time. However, after a negotiation with the Division Commander, the Authority offered her a position among the ranks of MST Sierra-8 "Sundowners".

On 17/06/2013, Kelly Connors undertook the standard 3-month Authority Induction; Physical, Mental and Cognitive Examination and the Sierra-8 Proficiency Test. She was officially enlisted as a Sierra-8 Cadet Homicide Investigator on 17/09/2013, at the age of 19.2 She was assigned to the Harmon Crossings apartment complex located north of the McCaran International Airport in Las Vegas, Nevada.

Capt. David Bannion then assigned her into a mentorship program under the command of Inv. Nathan Keller. In her early years, Kelly Connors showed great enthusiasm in her position as a Cadet Investigator, expressing numerous times of her desire to undertake field cases and her eagerness to serve the Authority. However, due to her young age and lack of firearm expertise, Capt. Bannion limited her deployment and ordered Inv. Keller to train her in investigative and marksmanship practices instead.

Even though Inv. Nathan Keller was given a priority directive to train Kelly Connors, The Board had overridden Capt. Bannion's decisions and instead reassigned Inv. Nathan Keller into regular investigative duties. This was done due to his valuable in-depth knowledge of the Raven Syndicate in addition to the further developments regarding Case H/001134 "Pythonslither" (KELLER, N).3 This left Kelly Connors mentor-less with a temporary replacement only available about three weeks away from his reassignment.

However, working into the Raven Syndicate has left an immense mental damage to Inv. Nathan Keller, with his psychiatrist advising The Board to restrict him from investigating the Syndicate further. On ██/██/2014, he was reassigned to the Sierra-8 Cartage department under Capt. Alexandra McMahon and went back to mentoring Kelly Connors.

Kelly Connors was then promoted to a Junior Investigator and was assigned to the Cartage department, based on her second proficiency test.4 While junior investigators do get to request a partner transfer, Capt. McMahon instead assigned her back with Inv. Keller, believing it was in their best interest.

However, The Board terminated their partnership when Nathan Keller received the order to accompany RPC-480 in its test as a possible asset for Sierra-8 on ██/██/████.


The Viceroy Scandal


Up to this point, Kelly Connors had proven herself to be a valuable asset for MST Sierra-8, impressing Capt. McMahon multiple times with her stellar work performance. She was later paired with Inv. Jensen Sacheverell, a senior Cartage investigator.

However, on ██/██/2016, Kelly Connors went on a rogue self-investigation into Nucorp Industries after allegedly receiving incriminating evidence against its CEO, Damian van der Berg. According to her report, she had obtained evidence that Mr. van der Berg had been actively releasing lethal anomalies and funding insurgencies worldwide in order to get the affected countries' governments to buy his privately manufactured weapons.

One such case being that Nucorp Industries has been supplying weapons, funding and guerilla warfare education to the Iraqi dissidents leftover from the 2014 civil war,5 aiming to spark a prolonged conflict to sell weapons to both sides. Another case includes that Nucorp Industries has been actively supplying counterintelligence to NATO countries about the movement of infantry and Intercontinental Ballistic Missiles in the Kamchatka Peninsula in order to gain allegiance and funding from the Russian Federation.

One such case—albeit disputed of its existence due to lack of evidence—being that the Nucorp Industries' child company, the VICEROY, was involved in human trafficking rings in the North American continent and was responsible for the largest jump of cases in 13 years (25,000 cases worldwide) in 2016. Inv. Kelly Connors claimed that this move was made in order to procure a steady supply of test subjects in their experimentations.

Inv. Kelly Connors later submitted all pieces of evidence (with the exception of the VICEROY human experimentation case) to Capt. McMahon's office to be sent for review. However, the continuous ramblings from Inv. Kelly Connors, in addition to her demands to immediately launch a full-scale investigation on Nucorp Industries, led Capt. McMahon to believe that she had correlated evidences out of context. Col. Ryan O'Connor6 disallowed her to further investigate Mr. van der Berg and his company while the evidences were being reviewed.

To the Authority's knowledge, Nucorp Industries had been arranging deals with various terrorist cells in second and third world countries as part of its outsourcing campaign as well as being its largest source of profit. The Authority promptly ignored Nucorp Industries' dealings, on account they did not operate outside the limits of the Anomalous Accords, and had dealings with the Authority at the time.

On ██/██/2016, Kelly Connors barged into the Commander in Chief of the MSTs' office and demanded that the Authority take action. The Department of Personnel and Management considered terminating Kelly Connors from active duty but later elected to a temporary suspension and submission into therapy as they believed her actions were fueled by her adolescent hormones.

She later received a 2-week suspension and was to attend therapy sessions in the office of Dr. Genevieve Varghast. During that time, however, Kelly Connors was suspected of running an off-the-records investigation with her partner, which was later confirmed when a Nucorp employee testified that both Kelly Connors and Inv. Jensen Sacheverell had extorted him for information.

Shortly after the hearing, both Kelly Connors and Inv. Jensen Sacheverell were subject to a 1-month suspension with no pay, under strict probation and were strongly advised that any more insubordinations would subject to their terminations. During this time, both Kelly Connors and Inv. Jensen Sacheverell behaved positively, and no discrepancies appeared in their ankle monitor positioning data.

Capt. McMahon then terminated their partnership and assigned them on low-intensity cases throughout the rest of the year. Kelly Connors was advised to attend more therapy sessions and to vent her concerns only to her psychiatrist. It was unknown whether she ran further covert investigations.

Word about her brazen actions in the office of the Commander in Chief, along with her unhealthy obsession over the case was noted by most of Site-002 personnel and had such left an impression among the inner circle of the Authority Central Intelligence bureau. Her peers had stated multiple times that her actions were, quote, "Dumbfuck stupid that's gonna get her killed sooner or later."

Although Inv. Kelly Connors received no illicit action or vilification from her colleagues, the departmental superiors had taken note of her actions. This, combined with the violation of her suspense order, has amply tarnished her reputation as a Sierra-8 investigator and had such put a hamper on her career progression.

There was no new information that came to light regarding the situation in Nucorp Industries, or what came of the investigation. Rumors emerged that the Authority had simply swept the matter under the rug—with one account stating that the evidences presented by Inv. Kelly Connors were deemed unjust. Over time, Inv. Kelly Connors developed a pessimistic behavior throughout the rest of her career and lost interest in the case altogether.


Specter of Pelhrimov


On 02/12/2019, developments were made regarding case C/02389 "Solid Serpent" (KELLER, N). The original case directives called for the investigation of several wrecked Authority cargo trucks that had their cargo stolen while on their way to Site-067.7 The trucks were found to have crashed in the outskirts of Prague, near the highway.

RPC-480 was initially planned to be transported into the city and conduct its first maiden field testing under Inv. Nathan Keller. However, it had triggered a Scenario-4 meltdown on the day of its departure. Thus, Inv. Nathan Keller was ordered to investigate the case on his own. After doing some initial investigations, he reported back to the Division Commander, informing him that a possible anomaly had been involved and that the missing convoy may have indeed been ambushed.

Inv. Keller's suspicion was later confirmed when an Authority Surveying Aircraft flying over the city detected a heightened amount of memetic activity across the country. Due to the reported nature of the anomaly not actively attacking civilian populations, the Commander of MST Sierra-8 authorized an emergency case re-designation into a Special Investigations case, as opposed to launching a priority containment operation. The new case directives stated that a Special Investigations Officer was to be sent into the scene, while the acting investigator—Inv. Nathan Keller—was to be recalled back to his garrisoned site, as he was still technically assigned to supervise RPC-480.

However, he insisted on staying in the city as he believed his knowledge of the case and experience would supplement greatly to the investigation and that his Special Investigator replacement would be, quote, "A liability." After a brief negotiation, The Division Commander authorized him to let him work alongside the Special Investigator, as long as he agreed to receive a 2-week suspension upon his return.

Being the only qualified investigator with no active case, Inv. Kelly Connors was sent as the Special Investigator along with a translator by the name of ████ ████████. She was given a directive by the Division Commander to find the missing cargo and eliminate the anomaly, and to serve under the command of ASF Major Liraley S. Lischikaya.8

During the first two days of their investigation, Inv. Kelly Connors reported that the suspected anomaly might have been connected to the rumors of a local serial killer wreaking havoc across the city named by the local law enforcement as "Přízrak Pelhřimova."9 The first reported instance of the suspected anomaly's attack was traced to the city of Pelhrimov, hence the name, and had such emigrated to the capital city of Prague. Another common rumor similar to the Specter circulating around the Czech news stations was a mythological creature named "Kikimora."

During the second week, an intercepted transmission originating from the European Continental branch of the Raven Syndicate alluded that two Authority personnel in the city of Prague offered a temporary ceasefire and to work together in combating the roaming anomaly. During the post-operation interviews, Inv. Kelly Connors, Inv. Nathan Keller and the Authority's Czech branch personnel all denied having any involvement with the Syndicate.

On 26/12/2019, Inv. Kelly Connors reported mission success, and that the roaming anomaly was, in actuality, a rogue RCPA Agent initially sent to our timeline to scout the Authority's operations and had such, wrought havoc upon the Czech Republic unintentionally. She reported that they had failed to recover the corpse of the RCPA Agent. The numerous talks and rumors about the Specter of Pelhrimov, the Kikimora and all other related incidents were promptly expunged by MST X-Ray-6 Operatives.

In the post-action report written by the Authority Czechia branch personnel, they stated that Inv. Kelly Connors showed excessive ferocity during the 2-week investigation, often overworking intelligence personnel and ignoring combat procedures. Kelly Connors was promoted to Senior Sergeant Investigator in the grounds of showing prestigious investigative skills in the case, along with her reliability in handling a high-threat anomaly. She elected to serve under the Cartage department and had requested to work alone.

The Tyrrhenian Sea Incident


On 21/06/2020, six months after Operation Sub-Vesuvia, Kelly Connors was tasked with investigating the possible internal corruption among the ranks of an Authority Deep-Sea Surveying Ship, the ANV Lacrime di Maddalena. She was given a strict directive to investigate the case inconspicuously, with her Administrator giving her the cover of an Authority Archive & Documentary personnel assigned to the ship to document its crew's morale and day-to-day activities.

This relatively undemanding task was issued to give Kelly Connors additional time to recover from her previous injuries suffered during Operation Sub-Vesuvia, while also sating her demand for duty as she had repeatedly asked Capt. McMahon for a case to investigate. Her doctor advised her to take at least two additional months to recover—but promptly allowed her to go after reviewing the case's circumstances.

ANV Lacrime di Maddalena was set to sail from the Port of Naples to the Authority's Indian Ocean Fleet Repair and Resupply Facility located in Perth, Australia. However, the Authority naval command lost radio contact after the ship had traversed 300 kilometers off the coast of Naples.

The nearest Authority Vessel Recovery ship, the ANV Saliviero, stationed at the same port they left, was notified of this incident. The crew aboard made preparations for departure immediately after receiving the transmission. However, substantial memetic activity was detected just three hours later, with the source determined to have originated somewhere near the shores of the island of Ustica.

The Authority then launched a massive containment operation and formed a perimeter around the Tyrrhenian Sea. However, most of the effort went to determining the exact source of the anomaly and identifying the threat, as opposed to search and rescue operations. The Authority's 1st, 2nd and 3rd Mediterranean Fleet were immediately mobilized to the Tyrrhenian Sea, with focus on securing the perimeter while Authority Surveying Aircrafts flew in to assess the situation.

At 1435 hours, approximately two hours after the memetic activity detection, there were 6 Authority-owned vessels with other 18 belonging to civilians inside the perimeter. 2 hours later, 4 of the Authority and 10 civilian ships were seen exiting the perimeter safely. ANV Vittoria, Fleet Admiral Acquafredda's ship, lost contact with the Authority Surveying Aircrafts ten minutes after departure. At 1745, the surveying aircrafts had not returned to their carriers and the fuel aboard would have been expended by then. All vessels still located inside the perimeter were declared to have sunken.

On 04/07/2020, the wreckage of ANV Lacrime di Maddalena was found on the beaches of the island of Sardegna. No human corpses nor any biological matter was found inside the wreckage. However, it was noted that the exterior of the ship below the waterline was congealed in brownish-red pustules with traces of hemoglobin. The same pustules were found on the exterior of all other sunken ships and recovered surveying aircraft.

Due to the circumstances of The Tyrrhenian Sea Incident, MST SIerra-8 "Sundowners" Senior Sergeant Cartage Investigator Kelly Evangelina Connors was presumed dead, along with the 58 crew of the ANV Lacrime di Maddalena.

She was buried symbolically on 17/07/2020 in the Palm Eastern Cemetery located in Las Vegas, Nevada, USA. She was promoted posthumously to Senior Lieutenant Investigator and was awarded the following:

  • and the Sundowner's Respite Medal

In her Last Will and Testament, Kelly Connors ordered that all of her belongings are to be donated to the St Peter's Episcopal Cathedral in Montana, USA.
