BY ORDER OF THE GLOBAL DIRECTORATE
THE FOLLOWING FILE DESCRIBES A STAGE IX COGNITOHAZARDOUS ENTITY AND IS LEVEL 4 CLASSIFIED.
UNAUTHORIZED ACCESS IS FORBIDDEN AND WILL BE MET WITH DEADLY FORCE.
316
RPC-316, circa late 1700s.
Registered Phenomena Code: 316
Object Class: OMEGA-PURPLE
Hazard Types: Aggression, Auditory, Emotional, Ideological, Info-Hazard, Memory Alteration, Mind-Control, Ontological, Sapient, Visual
Containment Protocol: Access or knowledge of this Omega-Purple revision of RPC-316 is closed off to all Japan-based personnel. All personnel in Japan are to be left alone to resume their daily routines to the best of their abilities and must not be alerted, challenged over any discrepancies, or receive conflicting viewpoints highlighting any potential threats presented by RPC-316.
Only a classified selection of personnel in Japan are cleared to access this revision of RPC-316. Other Japan-stationed personnel displaying any resistance to RPC-316's effects are advised to act along and must not behave in any manner that may aggravate RPC-316-1s into interpreting threats or insubordination towards RPC-316.
Description: RPC-316 is a humanoid entity bearing vaguely simian morphological proportions. RPC-316 possesses dwarfism with a height of 0.8m, disproportionately long arms measuring 0.6m in length, and an extended cranium that protrudes behind it for approximately 30cm. RPC-316 also shows signs of advanced aging: extensive wrinkling, a slight hunch and mild mobility issues alleviated with the use of a walking stick 0.5m in length.
RPC-316's primary anomalous trait causes all humans who perceive it to become memetically compelled to recognize it as their superior, hereby termed RPC-316-1. RPC-316’s secondary anomalous trait allows it to travel undetected and unperceived by human senses. These two traits combined grant it unparalleled infiltration capabilities into any human settlement, building, site or facility, as all staff and personnel either immediately perceive it to be a VIP of critical importance to their respective organizations or communities, or simply not notice it at all.
In addition, recently affected personnel who read any documentation pertaining to RPC-316 will lapse back into an RPC-316-1 state in spite of RPC-316's absence. RPC-316-1s will then perceive such documentation to either be written in the highest form of praise towards RPC-316 and approve of it, or will attempt to make changes to the document to match their misguided perception of RPC-316.
Much to the RPC Authority's detriment, RPC-316 has taken a fondness for visiting facilities across Japan where personnel are converted into RPC-316-1s and perceive it as an ultimate figurehead of the Authority. All titles that RPC-316-1s have invented for it are universally outlandish, nonsensical and untrue. It must be stressed that there has never been any “Sole True Founder” of the RPC Authority, let alone a supposed position ranking higher than that of the Global Directorate.
RPC-316's routine visit to an RPC facility starts with converting personnel into RPC-316-1s of varying levels of servile and unprofessional conduct. It visits the VIP lounge and consumes its weight in alcoholic and non-alcoholic beverages, luxury foods and snacks/condiments. While feasting RPC-316 regularly discusses plans to visit overseas Authority facilities in order to extend its influence, as well as placing orders for cost-prohibitive gifts to itself. RPC-316-1s working in Site Administration are anomalously compelled to order and purchase such extravagant items, either via site funding, or by passing a requisition form to higher administration for clearance.
Once it has eaten its fill RPC-316 will wander the site and access restricted areas, treating the facility, its personnel and contained RPCs as a mixture of zoo and curiosity exhibit. It travels in a random manner and may either be attended to by RPC-316-1s or break off to wander on its own. It may also enter the site’s archives and proceed to access and read highly classified documentation (with the clearance of RPC-316-1s from administration), acquiring further knowledge of the RPC Authority's workings, finances, personnel dossiers and additional highly classified data. As of this article's writing, RPC-316 has learned of numerous level 4 and level 5 classified information. This is a massive security vulnerability as RPC-316 has a tendency to produce jokes that involve openly revealing the contents of these classified documents towards personnel who lack clearances.
Once it finally leaves the site, a secondary effect comes over all RPC-316-1s who interacted with it; either forgetting of its existence and display confusion at the results of its actions (such as a litter-strewn VIP lounge emptied of food), or remember its visit with fondness and make excuses and justifications to themselves to downplay its absurd requests, while nevertheless attempting to fulfill them to the best of their ability.
RPC-316's power is near-absolute; it is capable of ordering RPC-316-1s to obey its orders and prioritize its desires above all else. RPC-316-1s are dedicated to its safety and wellbeing, and are willing to make compromises they normally would not make in a conventional scenario. Dependent on their base personality, controlled personnel may become agitated and combative if the "authority" of RPC-316 becomes challenged or questioned by fellow personnel who are not as extensively affected. RPC-316-1s who spend an extended amount of time with RPC-316 begin adopting a more archaic manner of speaking and personality, addressing RPC-316 in a more feudalistic manner along with matching honorifics(i.e. Milord).
Despite this, its powers do have limitations: RPC-316-1s who are well-versed in the bureaucratic process of the RPC Authority's inner workings are capable of subconsciously resisting its commands out of confusion, or by citing/remembering the disciplinary need to adhere to protocol. Also, the more drastic the command (i.e. being ordered to shoot fellow personnel without prior justification) the more it induces cognitive dissonance and possibly subconscious attempts to resist its control. RPC-316 appears to be aware of this, subtly wording its commands and requests in a non-contrary manner so as to minimize cognitive dissonance, although it may break character if it feels that it is not getting its way. Finally, a few personnel are innately resistant towards RPC-316's compulsion for reasons unknown. Ethnicity may play a factor into this, as non-Asian personnel appear slower to comply and are more likely to question RPC-316's orders.
Finally, RPC-316 possesses a personality that can be best described as highly immature, easily bores, and jovially hubristic. It has a propensity to furnish grandiose claims, a blatantly false past background that includes the paradoxical creation of several existing GoIs bearing conflicting goals, and cares little more than to seek entertainment at the expense of site finances, personnel wellbeing, operational ability or structural integrity.
Discovery Log: RPC-316 initially appeared at Site-███ during ██/██/2019, converting the vast majority of site personnel into RPC-316-1s upon visual contact. RPC-316 has since journeyed across Japan on its own, visiting Authority sites and outposts and turning an estimated 92.4% of Japanese Authority personnel into RPC-316-1s.
RPC-316 is believed to have been one of the numerous entities trapped within RPC-257 for several centuries. This was until the damage inflicted upon RPC-257-1 by a semi-related anomalous entity temporarily weakened the stasis-like effect within RPC-257-2. This most likely allowed RPC-316 to awaken within its chamber and successfully escape RPC-257-2 before the effect reasserted itself. This is further corroborated by an expedition in RPC-257-2 that revealed an empty chamber housing a wooden throne tailored to RPC-316's physical proportions, also featuring engravings that detail titles and descriptions related to RPC-316.

RESTRICTED FILES, SECTION 1: RPC-316 PURPLE LOGS
The purple logs are a collection of dialogue recorded without the awareness of RPC-316 or RPC-316-1s, demonstrating RPC-316's experimental querying of the Authority's contingency protocols and scope of power, exploring what it is fully capable of achieving with its anomalous influence over RPC personnel.
Personnel identities have been classified on a Level 5 basis.
Description: RPC-316 inquires about the function of the decommissioned Nuclear Failsafe protocol, and attempts to order the detonation of Site-███'s (nonexistent) on-site failsafe nuclear warhead purely for the sake of entertainment. PURPLE-1 reveals RPC-316's tremendous potential for severe destruction of Authority assets, and by itself has warranted RPC-316's escalation to a Purple threat rating as well as an aggression hazard.
Foreword: The featured RPC-316-1 is a member of Site-███'s administration. Recording takes place in Site-███'s archives, with RPC-316 reading a folder of annulled protocols.
RPC-316: Oho! What are these "Failsafe nuclear procedures" about?
RPC-316-1: In the event of an untenable situation that is beyond salvage, that is to say an invasion by an enemy group of interest intent on capturing and exploiting our RPCs, or a containment breach that would risk the escape of highly dangerous RPCs capable of causing extensive damage or devastation to human civilization, the failsafe would activate a nuke to destroy the entire site and the surrounding land as a measure of last resort to prevent those scenarios from happening.
RPC-316: Nuke! What is that?
RPC-316-1: It is an explosive device that uses the power of splitting atoms to generate an explosion of massive proportions, leaving behind nothing but an irradiated wasteland toxic to life for a period of time.
RPC-316: Oh! Scary things, these atoms. How big is the explosion?
RPC-316-1: We utilize low payloads for on-site warheads, with an estimated lethal zone radius of 3 kilometers-that is to say, ten thousand Shaku. <Shows footage of an atomic bomb explosion. RPC-316 is clearly thrilled at the sight.>
RPC-316: Oh! An explosion that large that ensures your own deaths as well, all to deny the enemy their victory to the very end! How charmingly selfless of you all!
RPC-316-1: In defense of mankind, we are willing to make sacrifices.
RPC-316: …And what if I ordered you to explode the nuke beneath this underground castle?
RPC-316-1: …Grand director?
RPC-316: Did I not make myself clear? Make your bomb go off! I want to see the explosion!
RPC-316-1: But milord, we do not have any severe breaches, and all the personnel-
RPC-316: Oh shoo! Just get everyone out and let it go boom.
RPC-316-1: But the site-
RPC-316: Just rebuild the site if it's that important to your- my Authority. Cease your whining!
RPC-316-1: Well… We… could have if we had one, and it is no longer possible for those sites that used to host them.
RPC-316: Excuse me? Could you explain?
RPC-316-1: Not all sites held nuclear warheads. Furthermore, due to a disaster at Site-014 where the explosion was caused on purpose by an enemy, failed to finish its job and worsened the situation a motion had been passed by the Global Directorate and agreed-upon by Site Directors to disable and remove nuclear warheads from all sites.
RPC-316: Oh! So I can't tell you to make your nuke explode.
RPC-316-1: That is the case, Grand Director. To begin with, Japanese sites have never been equipped with this manner of failsafe due to controversies surrounding atomic bombings in our country's past.
RPC-316: Hmph! It would have made a lovely bang to observe. Like a firecracker, but big!
RPC-316-1: <Uneasy tone spoken through gritted teeth> We… agree, Grand Director.
<End Log>
Description: RPC-316 explores the possibility of using its anomalous influence in carrying out extrajudicial actions (in the form of ordering a summary execution) through its false authority.
Foreword: The featured RPC-316-1 is a member of Site-███'s security. Recording takes place outside of Site-███'s dormitory for low-risk CSD personnel.
RPC-316: Halt!
RPC-316-1: Grand Director! It is an honour.
RPC-316: Hmmmm… These humans in jumpsuits.
RPC-316-1: What of it, my liege?
RPC-316: Remind me: Who are these people and what roles do they serve?
RPC-316-1: You are not aware, sire? Confined Subject, Drafted.
RPC-316: What are you doing with him?
RPC-316-1: I am taking him to the researchers. He will be made to participate in experiments involving certain anomalies, and will be pardoned for his crimes and released once his term is over provided that he survives.
RPC-316: Survives! So there is an element of danger he may not live through?
RPC-316-1: Indeed that is the case. The risk is always present, no matter how small.
CSD-2378: I object to the notion! It has been agreed upon that I shall only be made to participate in harmless experiments.
RPC-316: Since he may not survive… What if I order you to skip the platitudes and execute him anyway?
RPC-316-1: <Pause, briefly exchange looks with CSD-2378> The researchers will not be pleased, but your will be done. <Takes out service pistol and aims towards CSD-2378, who yells in panic.> Give the word, sire.
RPC-316: No! No no no! I was just testi- I was just asking what if! Put that thing away.
RPC-316-1: My deepest apologies, Grand Director. <Holsters pistol>
CSD-2378: I give thanks for your mercy!
RPC-316: Yes yes, be quiet. I'm thinking! Hmm… So willing of you! What if… What if I order you to shoot the one called the Site Director?
RPC-316-1: Milord, such a drastic action cannot be committed with haste. There must be valid evidence that the Site Director must have committed grave crimes against the Authority that you founded. And even then, the sudden loss of such a high-ranking position leaves behind a power vacuum that must be filled in. Not anyone can simply be chosen to become Site Director.
RPC-316: Indeed… but what if I deem you worthy to be the next Site Director?
RPC-316-1: I am honoured! But I must refuse. I am but a humble guard and escorter of prisoners, and lack the necessary qualifications and experience to perform such a monumental task.
RPC-316: I see… to be expected. Carry on then!
RPC-316-1: As you will. <Towards CSD-2378> Move on.
CAS-2378: Gladly!
<End Log>
Notes: For having demonstrated professionalism in the line of duty by resisting the prospects of rank advancement while under an anomalous influence, this particular RPC-316-1 is to be accorded appropriately once this situation has been resolved.
Description: RPC-316 inquires on the function of the Authority's Mobile Specialized Teams, then attempts to pass a sweeping motion to require all MSTs to change their dress to an antiquated design of feudal Japanese armour. RPC-316 also inquires on being able to scramble MSTs to do its bidding as well as to perform private tasks for it beyond their specialized roles, as well as to collect and gather tribute and gifts for it during their operations.
PURPLE-3 also features RPC-316 displaying an increasingly belligerent personality in response to bureaucratic processes acting as natural barriers against its abuse of power.
Foreword: The featured RPC-316-1 is a member of Site-███'s administration. Recording takes place in Site-███'s administrative office. RPC-316 is reading the folder for off-site mobilization protocols.
RPC-316: eM-eSs-Tee! What is this MST the pages speak of?
RPC-316-1: Mobilized Strike Teams, Grand Director. They are our finest soldiers and agents who are masters in their fields of reconnaissance, acquisition and warfare.
RPC-316: What is this one called 'Romeo-7'?
RPC-316-1: Ah yes! One of our finer elite teams, masters of reconnaissance, offense and defense-
RPC-316: Such ridiculous outfits that they wear. Make them wear something else!
RPC-316-1: But Grand Director, their suits are tailored specifically to their functions. Such a move would require months on deciding what else to wear and tailoring their new uniforms to accommodate their hazardous zone of operations.
RPC-316: Hmph! I don't like it. They look silly and nothing like warriors. I order it done! In fact… Everybody looks ridiculous. I suggest to make all MSTs across the globe wear Tosei-gusoku, that kind of protection works just fine! All of you humans simply worry too much.
RPC-316-1: We shall… send the message and request to the Global Directorate. Forgive the ensuing delays.
RPC-316: All is forgiven. Now! Is it possible that I may summon the power of these MSTs to do my bidding across the world?
RPC-316-1: To strike at the enemies of the Authority?
RPC-316: I suppose you could put it that way. Get rid of anyone who gets in the way of my - our way. What about getting them to pick up the local foods or drink or souvenirs for my collection?
RPC-316-1: You… could? But they may refuse and lodge complaints if the task does not fall within their specialty.
RPC-316: Such unnecessary fastidiousness you humans hold onto! Samurai should still be offering tributes to their leader on the regular! Just because times have changed across two centuries is still no excuse.
RPC-316-1: I understand and beg pardon, Grand Director.
RPC-316: Hmph! The only thing you lot should really worry about is serving me.
<End Log>
Description: RPC-316's first attempt at learning of the Global Directors' identities, as well as a recorded instance of it attempting to coerce an answer out of an RPC-316-1 via its anomalous effect.
Foreword: The featured RPC-316-1 is a member of Site-███'s administration. Recording takes place in Site-███'s administrative office. RPC-316 was allegedly spinning on the Site Director's chair while the conversation took place.
RPC-316: I've said it before, but I've yet to receive a proper answer: Who are the 'Global Directors'?
RPC-316-1: You do not know, sire? They are the ones who have run the Authority and tended to it in lieu of your absence.
RPC-316: Yes, I've been told that before. But I want to know names! Faces! Residences! Surely… You cannot afford to withhold such information from your Grand Director, yes?
RPC-316-1: I cannot.
RPC-316: Then tell me! Tell me right this instant, I command you!
RPC-316-1: I really cannot tell you anything, because I simply do not know.
RPC-316: Oho! I beg your pardon?
RPC-316-1: We have many enemies who would love to strike at us through any means imaginable. Beheading the Authority by targeting its leadership is one such tactic. As such, for their protection, those chosen to be Grand Directors are made to vanish entirely. Anyone who knew them either thinks they are now dead, or has been made to forget their existence entirely.
RPC-316: Hm! Curioser and curioser. <Sounds of paper ruffling> Is there not anything written of them in these pages? Not even a scribble or drawing?
RPC-316-1: Nothing at all, I assure you.
RPC-316: Interesting! But as someone who is above them, you would expect I to know this, let alone be able to contact them! After all, does it make sense that the True Founder of the Authority is denied access to his direct subordinates?
RPC-316-1: Not at all, Grand Director.
RPC-316: Then it is decided! Update me should you find out.
RPC-316-1: At once, Grand Director.
<End Log>
Description: RPC-316 accesses the RPC database and requests the acquisition of, and interaction with certain RPCs.
Foreword: The featured RPC-316-1 is a level 4 member of Site-███'s research wing. Recording takes place in Site-███‘s research office. RPC-316 is reading declassified RPC entries through this RPC-316-1's work desktop.
RPC-316: 'Quantum Revolver'?
RPC-316-1: Yes, Grand director. RPC-002: It is an old item of ours.
RPC-316: What does it do?
RPC-316-1: It is an unpredictable firearm that if made to shoot objects can cause an array of random bizarre effects, generally destructive-
RPC-316: Too many words! Show me a video.
[ RPC-316-1 complies and plays videos of RPC-002-A to RPC-002-E. RPC-316 whoops at each test's result. ]
RPC-316: I want it.
RPC-316-1: Excuse me, milord?
RPC-316: Release it from its locked reliquary and furnish me with its possession such that I may wield its power!
RPC-316-1: Grand Director! You would risk a terrible fate with an unpredictable item for your own protection?!
RPC-316: What? Protection? Don't be ridiculous, perish the thought! I merely wish to take pot shots at the local pigeons with it! Are you aware of how much of a nuisance they can be? All those droppings on my head, unforgivable! Anyways, the effects on those flying vermin must simply be a riot to behold. It would certainly teach those damn things a lesson!
RPC-316-1: G-grand Director-
RPC-316: NO! I want it, I want it, I want it, I want it, I want it, I want it, I want it! Give it to me, I order you!
RPC-316-1: If you insist, great one. However, there is a protocol…
[ The RPC-316-1 proceeds to furnish RPC-316 with a sizeable stack of bureaucratic requisition forms in order to motion for challenging the Global Directorate's decree to suspend any testing or usage of RPC-002. Then, a new set of forms is provided to begin the motion to remove RPC-002 from its locker and move it off-site. As its movement would involve intercontinental transportation, the paperwork is quadrupled in thickness. RPC-316 audibly groans as further forms are introduced and the stack approaches approx. 20cm in height. ]
RPC-316: Forget it, forget it! How do you humans even get anything accomplished with all that paperwork? You lot are just too convoluted!
RPC-316-1: Grand Director! I am relieved to hear of your swayed opinion! All is not lost, I can still furnish you with a standard service pistol from our armory. You won't need to sign all of these forms, just these in particular, let me take them out of the pile-
RPC-316: You balding fool, I need no protection! It just isn't the same. <Sighs> Either way, take me through more pages. I wish to see what other esoteric antiquities your- MY organization has held in my absence!
<End Log>
Notes: Amongst reading entries for other RPCs, RPC-316 would suggest wooing and proposing to RPC-005.
Description: RPC-316 displays frustration at having its severely expensive requests delayed, and proposes the attempted replacement of the Global Directorate who had been denying all such requests until now.
Foreword: The featured RPC-316-1 is a Level 4 member of Site-███'s administrative division.
RPC-316: All these delays! Where is my luxury suite and personal metal bird and giant metal boat?
RPC-316-1: The Global Directors, milord, they believe the expenditure of the Authority's funding is better spent fighting against-
RPC-316: Excuses, excuses! What good is all this wealth and power if it doesn't entertain your leader? Say… who ARE the Global Directors, anyway?
RPC-316-1: Milord?
RPC-316: Names! I want names! I want to see pictures of their faces, I want to see where they live, I want to have words with them personally! If they won't give me what I request, I will have to make my case <emph> up close and personal. And perhaps if they still refuse to see reason… Perhaps, I could replace them with those who will. Is that not a most logical conclusion?
RPC-316-1: Your capacity for foresight knows no bounds.
RPC-316: So where are they?
RPC-316-1: Grand Director… I wish to inform you that unlike the privilege of your visits, the Global Directors do not ever show themselves. We are forbidden from knowing where they are based in, and they never leave their base to visit any of us.
RPC-316: This nonsense again! Well then! How would I go about in finding their location such that I may visit them, and if necessary, dissolve their entire silly board for all this nonsense they've been doing?
RPC-316-1: <Enthusiastically adjusts glasses> That I can answer fully to the best of my ability, milord!
[ RPC-316 audibly groans in familiarity as RPC-316-1 begins reciting the entire bureaucratic process. Log redacted for brevity as well as to conceal classified information. ]
RPC-316-1: …which then each page has to be signed and certified as true copies by the senior-ranking members of our Authority's International Legal Department, who are then required to be amnescitized to remove any memory of the deed being performed. As such, should a presenting signature not be performed using the Authority-approved fraud prevention ink or a single signature does not meet a 95% match with the database's records, the whole process must be terminated and repeated from scratch. Once that is complete a series of codes will be generated and-
RPC-316: <Waves hands> Enough, enough! I've heard enough of this nonsense before. Such a complicated process, the lengths those Global Directors would go to hide themselves… <Thoughtfully scratches chin> …It's actually quite respectable! I hereby forgive their misdeeds.
RPC-316-1: <Openly relieved> Grand Director! Your capacity for mercy is endless!
RPC-316: But I still want my requests done! Hurry and get them to do whatever it is they have to do!
RPC-316-1: Your will be done, Great Director.
RPC-316: <To self> What's taking so long to get those two big diamonds from that crown and staff, anyway? Hmph.
<End Log>
Description: RPC-316 seeks to undo the seal on RPC-257, encountering former acolyte Ashikaga Ai in Site-089's records room, the section pertaining towards RPC-257.
Foreword: Redaction of RPC-316-1's identity is redundant, and hence not performed. This recording exists only because Ashikaga had left her recorder running in the middle of transcribing documents when RPC-316 entered the room.
RPC-316: Hello, what do we have here?
Ashikaga: Oh! I, um-Forgive the room's untidiness!
RPC-316: Be at ease, child. Something about your countenance seems familiar… Scrolls! Finally, some good old vintage reading. What are they about?
Ashikaga: They were the surviving documents of my clan who formerly presided over ███-██-█████. I am the only survivor.
RPC-316: That cave… that can only mean the Hidden Sun Clan! <RPC-316 chuckles.> Tricky fellows! Fooled me into sitting on my throne and-oh, but that was way back then. They were destroyed?
[ RPC-316 moves to inspect pictures of the Hidden Sun Clan's dojo at its time of destruction, and shakes its head in disbelief. ]
RPC-316: I knew there was a fire and chaos, but… <RPC-316 examines the red circle on the negatives> That's a large bird… That can only be… A single Tengu did all of this?
[ Ashikaga nods her head. RPC-316 thoughtfully strokes its chin. ]
RPC-316: Only Enōzō of Mount Kurai is capable of such reckless, single-handed destruction. He must have found out where his people, more importantly, his army, was imprisoned. But why was he spared from joining them? Regardless, I suppose I have his single-minded brutishness to thank for my release. So. All of the dojo is gone?
[ Ashikaga nods again. RPC-316 lowers its head in silence. ]
RPC-316: A shame. I had quite a lot of fun playing so many games with your clan back in those days. <RPC-316 points to a picture of the burning dojo.> See that verandah? I used to drink sake with the clan head up there! One of the few humans who wasn't fooled by my appearance! It was a beautiful view of the mountains and forest. Anyways, you and these scrolls are all that is left?
Ashikaga: Yes… It is hard but I am making efforts to decipher the secrets within them. If the elders went to such lengths to hide and protect them, they must have been the most important of the archives.
RPC-316: Let me see. Hmm… Oh! Ozuka you silly old rat, you never thought to change your cipher to outwit foes across the generations? I thought you to be wilier than this!
Ashikaga: <Perks up> Excuse me? You know how to read these?!
RPC-316: Indeed I do! Here, let me take over and perhaps I'll show you a trick or two. Now before we start… Be a dear and help me look for the one with the rituals for the brass disc.
<End Log>
While not actively hostile against the RPC Authority, the fact remains that RPC-316 has begun exploring dangerous ways of exercising its anomalous traits to find out the true extent of its power. The possibility of causing massive devastation, manipulating strife amongst personnel, stealing RPCs for personal use or fully exploiting the Authority purely for its own selfish ends has now reached an unacceptable point, warranting an aggression hazard and a high-priority neutralization warrant.
RESTRICTED FILES, SECTION 2: OPERATION WEEDPLUCK
Operation goal: The immediate neutralization of RPC-316 while minimizing potential risks of inciting rebellion among affected RPC personnel.
RPC-316's location must be discerned as quickly as possible with no expense spared. RPC-316 is to be engaged by Classified MST Kill-teams under the effect of administered Viderics, and is to be terminated as swiftly as possible. Should RPC-316 be within close vicinity of an Authority Facility, Kill-teams are to pull back and not attract attention.
Viderics-administered assassins embedded within Japanese facilities under false positions are to monitor for RPC-316's approach and/or presence. If spotted, assassins are to isolate then swiftly neutralize it without drawing the attention of facility personnel, disposing of its body as fast as possible so that its disappearance may be dismissed as one of its antics. Failing that, the assassin is authorized to cause a chain of events to make it appear that RPC-316 was terminated by accident. To this extent, assassins are hereby authorized and supplied with override codes to deliberately cause containment breaches as long as it ends in RPC-316's termination.
Current status: Ongoing failure. RPC-316 has displayed a preternatural ability to avoid danger, passively evading kill-teams by spontaneously changing its plans or travel directions. RPC-316's ability to not draw notice appears stronger than its ability to influence observers' perceptions, and extracted footage displays it even walking out of staged ambush zones without assassins noticing its passage.
Alterations of Videric dosages and stronger forms are being proposed, on top of AI-automated assassination droids being deployed beyond detection ranges of Authority facilities.
