For what it is, this article is alright. There's really nothing wrong with it, but the concept isn't too interesting and the author really didn't do anything with the premise. The only part about this article I'd say has a problem is the sentence
The bears are comprised of an unknown biological material, which possibly grants them their anomalous abilities.
Disregarding the fact that "the bears" should really be "instances of RPC-199", what does this mean? Is their skin made of an unknown material? Their fur? Or is their whole body made of the same unknown material, which would mean they're just an unknown organism in the shape of a bear?
Anyway, this is a completely average article. Very done.

You also use "bears" excessively. They are objects/phenomena within the context the document, and as such should almost always be referred to by their Registered Phenomena Code.

Overall a decent article. It's not an article intended to be "out there" and that's probably the point. It doesn't NEED to be, it's an article that provides worldbuilding as a result of not being a part of some complex narrative. I think that makes it just as good as such articles, 4 stars.
Extra-Dimensional animals hunting people for sport? If you can't do what The Hounds of Tindalos did, then it's not good enough. In this case, the anomaly goes nowhere, and the clinical tone is very inconsistent and not concise enough.
No, I'm not gonna star this, an unfinished story such as this does not deserve a spot on main list.
Lower my rating from 5 stars to 3 stars. The truth is that the anomaly was interesting to me as well as the annexes, but it was too short for me when it came to telling a story. The clinician seemed a bit half done for me, and it was difficult for me to translate it.
On the other hand it is digestible and is a short read for when you want something simple. But going to a more critical point, it lacks refined in more than one point and leaves you pretty short.

All RPC-199 instances demonstrate the ability to seemingly "fade out" of existence and reappear at will. Once a bear begins dematerialization, they are effectively intangible.
If they can do this, where is Incorporeal Hazard? (plus Sentient Hazard since they are, well, you know, animals)
The tone around how GPS trackers work can be definitely improved upon. I'm confused what GPS trackers do when a bear dematerializes with the tracker inside their stomach.
Other than that, this is a basic SCP series 1 style article, which I liked. Sometimes I just want to read about a spooky entity with no backstory. Pretty good article. 4 stars.
