I really dislike the introductory document and I feel it's too bombastic and pretentious. It should be rewritten or changed

Maybe a better way to go about this is having the Authority exist to protect the supernatural and paranormal from humanity, rather than the other way around. containing things that risk attracting unwanted attention to them.

Why not both ways? Sometimes you have to protect humanity from anomalies and other times you have to protect anomalies from humanity.
