This is pretty awkwardly worded and it makes it hard to follow. Idk if we have a rewrite system yet though.
the description should be cleaned up and made easier to read through, maybe the gunshot wounds should be anomalous so any treatment makes the wound worse. Also make it clear if the gun can fire without any rounds in the cambers or not
Feels very generic at current time. "A gun what kills people always." It would be more interesting if, for example, it did something when it hits, like the living targets explode in bloody gibs, or if it makes a sound depending on what it hits. There's plenty that can be spiced up here!

It's not just that, but the concept itself could use some work, it's kind of lackluster.
Maybe replace the word gun with weapon or any other word to describe the object other than just repeating the sane word for it. Not too huge of a problem just something that would make it sound more fluent in my mind.
As others have stated it could use some cleaning up grammatically, but I have some content issues I hope the author addresses:
"When the the an empty cylinder is aligned with the barrel and the trigger is pulled, there is a 16.7% chance for an instance of RPC-002-2 to fire from the gun." and "Every time RPC-002-1 is fired, it creates an instance of RPC-002-2."
— Maybe I'm dumb, but these two statements seem contradictory.
"In addition, there is a 1% chance every 30 seconds for the gun to fire without any pull of the trigger."
— This aspect just seems unnecessary. It doesn't contribute to the theme and it isn't brought up again. It's just there.
The first one is grammar errors only I think. Both should be verified though—the people studying the firearm wouldn't know the exact percentages. It'd be much better to have guesses/estimates based off of limited testing.
Seems like the weapon itself should be referred to as RPC-002 and the bullets created as RPC-002-1 since they are created by and are derivative of the other.
A note on discovery of the item would add a little to it. A gun that fires by itself even unloaded every few days would be apt to cause attention and need to be covered up and would add to the scary factor a bit if done well.
Seconding basically everything that has been said above. It's a not particularly engaging concept in an article in desperate need of editing.
The base idea is okay, but could be heavily expanded, with more details and tests.
Fixed a minor issue. We can't use O5 anymore since there is no O5 command.
Instead use GD-XX, GD being global director, and XX being the number
