The Church of Malthus is such a society of biologists and radicals from many scientific fields united under the idea that if it is to continue and thrive, humanity requires progress forced upon itself, whether through catastrophic events, large-scale genetic manipulation, or the culling of "hereditarily weak" populations. They have worked tirelessly to acquire anomalous objects and engineer events capable of eliminating or irrevocably altering vast amounts of the global population in order to accomplish their objectives.
The RPC Authority considers this organization a major threat to its business, objectives, and, by extension, to humanity as a whole. As such, the Authority has deemed it necessary that any CoM personnel be captured or shot on sight, and has abandoned any concentrated attempts to negotiate or treat with them.

Some eccentric individuals have even come to beleive that the processes of natural selection are no longer fit to serve as a filter for humanity. Thus, they have taken it upon themselves to fill this environmental vacuum and guide our evolutionary trajectory according to their own principles.
Known formally as The Church of Malthus, this international pseudo-religious cabal draws its support from some of the greatest and most revolutionary scientific vocations of the anomalous world. As a veil-aware organization, they have worked tirelessly to acquire anomalous objects to expedite their pursuits of altering and killing vast portions of the global population. United under the belief that they can personally course-correct humanity's development, they have perpetrated catastrophic massacres in the pursuit of culling those they deem "hereditarily weak".
According to the RPC Authority's threat analysis database, the Church of Malthus is considered a major threat to humanity. If Malthusian doctrine were to propagate unhindered, the veil that maintains the natural order would collapse. As such, the Authority has considered it necessary for CoM personnel to be captured and/or shot on sight. Protocols for initiating an armistice have been abandoned. The Church of Malthus has made it clear that it is dogmatically opposed to the RPC Authorities' tenets regarding the protection of humanity from the anomalous.

It’s not unusual for a conflict to end with entire regions bankrupt, collapsed, and underpopulated for decades.

Malthusian Occult is diverse, you can't neatly trim every group as equivalent 'sect', they all vary in size, scale, and association. Also, Malthusian Occult in itself isn't illegal, otherwise groups like the Ricmodist and Foundation couldn't exist at all. And for that same reason, public-facing anorgs, like the Lisel Ricmod Foundation, and probably Our Earth, Preserved, cannot be under the CoM in spite of their connection.

Companies for the most part, profit-driven, shouldn't be independent sects unless there's some Objectivist angle to them. You shouldn't shy away from turning Biogenesis Co. into a subgroup like Microbe Division's branches, it's backwards-thinking to treat its layers as excess.
Malthus sects are unique in the way they bounce off of other GoIs; Togen for KK, AEO for Nihil, Jacobites for MI13, etc. I wished OEP could've been the dark mirror of Sons of Yaggdrasil, with full-on eco-fascism and Roman-larp instead of Nordic pacifism, based on RPC-879's interpretation of a green ecology entirely hostile to humanity.
