A chapter should be a group with a Malthusian end goal and the methods to achieve it. Companies for the most part, profit-driven, shouldn't be independent sects unless there's some Objectivist angle to them. You shouldn't shy away from turning Biogenesis Co. into a subgroup like Microbe Division's branches, it's backwards-thinking to treat its layers as excess.
Malthus sects are unique in the way they bounce off of other GoIs; Togen for KK, AEO for Nihil, Jacobites for MI13, etc. I wished OEP could've been the dark mirror of Sons of Yaggdrasil, with full-on eco-fascism and Roman-larp instead of Nordic pacifism, based on RPC-879's interpretation of a green ecology entirely hostile to humanity.
