So I've had this concept in my head of a drug cartel that creates and distributes anomalous drugs. I even have an image for an RPC in my head for it.

Oh, also I don't know how to upload files to here. I only know how to add them from another link. I made a logo for it.

Like DeeDee said, the pitch is a little short. Cartels do a hell of a lot more shady, disturbing, scary stuff than to distribute drugs. Human trafficking, extorsion, murder, dissapearances, terrorism, intimidation, bribing, infanticide, organ harvesting, political conspiracy…far too many things to name. You can make a Cartel-oriented Entity of Interest and it'd be distinct enough to stand out on its own, if done correctly that is.

If you try to make an RPC explicitly for the sole purpose of canonizing your Entity of Interest, I'm sorry, but it won't be a good article. An RPC article should be good on its own, and be enhanced by your EoI afterwards.

Description: The Philosopher's Stone Cartel, also known as El Cartel de la Piedra Filosofal (CPF), is a drug cartel specializing in the production and distribution of anomalous narcotics. Although the group's main bulk of operations seems to be located in Mexico, the group's reach has far exceeded the nation's jurisdiction, and operates to some level in nearly every country in Latin America; and have often influenced the decisions of such governments to allow for more leniency towards anomalous activity.

The Philosopher's Stone Cartel actively and violently opposes Authority efforts to contain anomalies in these regions, seeing such efforts as detrimental to the profits of the cartel, and has engaged in attacks on Authority personnel, often capturing them for experimentation, organ harvesting or other illegal and atrocious activities.

The Philosopher's Stone cartel's motives, other than profit, have seemingly become acquiring as much power as possible in order for the elusive "El Mago", boss of the cartel, to enact his worldview. The Philosopher's Stone Cartel has also been known to, on multiple occasions, fund Church of Malthus cells in South America.

It is for these reasons that the RPC Authority considers the Philosopher's Stone Cartel a great threat to the Authority and to humanity as a whole. Northcom and Southcom personnel must always be on the lookout for any potential CPF activity, and any CPF personnel are to be captured or shot on sight.

The devil's in the details; there's not much I can say about a one-sentence pitch. It takes a lot of work to develop a GOI, so those that survive tend to have clear identities and fill unique niches. Engaging in shady business and profiting off of emotional instability is basically Kabushiki Kawaii's thing. I don't think it's impossible for two similar ideas to coexist, but a group needs a strong, distinct formula to entice other writers to build upon it.
