Due to concerns of accidental exposure leading to containment breaches, personnel employed by the North Atlantic Treaty Organization are not to be briefed about the nature of RPC-155. Authority ACI agents are to be assigned to the North Atlantic Council and the Office of the Secretary-General to expunge any references alluding to "Article 0 of the North Atlantic Treaty" at the administrative level.

the nature of RPC-155, in fear that accidental exposure may lead to a containment breach
I am not entirely sure if “employed by the North Atlantic Treaty Organization“ is a proper term to use. NATO works by integrating the militaries of different countries into one unified structure meant to cooperate with each other. For example: would a French soldier be employed by NATO?
to the the North Atlantic Council
Purported to have been observed since the 1974 Brussels Summit, RPC-155 — following a thorough search within the NATO Archives — does not appear to exist in any official documentation.
The image and the setup is great. The fact that it is not very readable makes sense because its context as an old document and it gently persuades the audience to just read through the article and see the transcript, adding to the final reveal.
All jokes aside, I love, colour coding, so I'll colour code it doe you. Yellow is what I suggest you change, strikethrough is what I suggest you remove entirely, but knowing you, I probably won't need to use it at all. Let's get started.
Before I get into the ConProcs, this whole Article 0 thing mentions using nuclear weapons. Those bad boys can leave places uninhabitable for years, make the water undrinkable, destroy wildlife, ecosystems, and, worst of all, make the entire area layered with Radiation. And not like the kind in Fallout where you just use a RadAway and your fine, or animals get mutated, no. The stuff that causes you to 'mutate' and when I say mutate, I mean if you want to reproduce then good luck buddy. If enough are dropped, it can cover the atmosphere, all that good stuff. I would suggest making this thing Beta-Black depending on how many nuclear weapons are gonna be used.
TL;DR change the object class to Beta-Black.

In the event that the RPC-155-1 instances unanimously invoke
This concept seems pretty intresting so far. Just a question, I haven't seen Project Blue Book yet, and I'm pretty sure they are the AoI of NATO. They should have at least some involvement with 155.
Description:
RPC-155 to their diplomatic counterparts in order to invoke RPC-155
On rare occasions, RPC-155-1 instances are persuaded into thinking that the organization has been compromised by Soviet agents, which leads them to aggressively invoke RPC-155.
It's a short article, but I love the concept. A non-existent section of the North Atlantic Treaty that will turn NATO into an authoritarian state / wasteland, and the people trying to invoke it are not very stable. I just wish that you'd utilize Project Blue Book. I will refrain from raiting at this time.
blue book sucks
It's rare for an article to be good just by executing a single premise, but I think you pulled it off. It has that classic SCP "debatably sentient anomaly that somehow still has a palpable hatred for human life" feel. I don't have much to add; this is already an unquestioned 5/5 from me.
I'd suggest cutting down on hazards, but that's personal taste. The count is a bit ridiculous as-is, by my standards.
In the event that the RPC-155-1 instances unanimously invokes "Article 0"
Plurality mismatch
It's been determined that RPC-155-1 instances
Clinical conjunction
Hokay.
- Your first sentence is a bit messy. What about "Due to concerns of accidental exposure leading to containment breaches, personnel employed by the North Atlantic Treaty Organization are not to be briefed about the nature of RPC-155."
- By NATO sec.gen do you mean the office or the person?
- "that the RPC-155-1 instances unanimously invokes" singular/plural confusion
- "non-existent article section" do you mean a section, article, or section of an article?
- "Purported to have been observed" by who?
- "It's been determined" no conjunctions!
- "The following is a full verbatim of RPC-155 which states the following:" this is another weird-ass sentence. Replace with "The following is a complete transcript of RPC-155."
- I'd spice up the text of the treaty a little bit? Make it a bit more actively belligerent? What about something like…
The Parties concur that, upon invoking this treaty, the military forces of the Parties of the North Atlantic Treaty Organization shall conduct strategic operations against the civilian governments of the Parties, with the express purpose of the cessation of these Parties as independent and democratic political bodies.
In order to maintain the security and unity of the North Atlantic Treaty Organization, the military forces of all Parties are directed to deploy and utilize nuclear weapons wherever feasible to accomplish the above.
Due to concerns of accidental exposure leading to containment breaches, personnel employed by the North Atlantic Treaty Organization are not to be briefed about on the nature of RPC-155.
Authority ACI agents
ACI stands for "Authority Central Intelligence", so this would read as "Authority Authority Central Intelligence agents". i'd suggest just writing "ACI agents". though if this was one of someone's first articles they'd probably have no idea what an ACI is, so maybe you could use the full name instead of the acronym

Certain RPC-155-1 instances are every once in a while compelled i'm pretty sure "convinced" would be more appropriate here that Europe and North America have been compromised by Russian spies
i don't really have much to say about this, but it's still great. it gives off quite an ominous feel, knowing that some unseen force is trying to turn nato into some authoritarian nightmare and start nuclear conflicts through the use of a hivemind. the more you think about this article and its details, the more disturbing implications start bubbling up. very good article!
blabbo
Consistent with earlier investigations, RPC-155-1 instances appear to behave in a hive-mind network. Much of the information about this "hive-mind" is pure conjecture, but studies of RPC-155-1 instances indicate that they share information about their organization's efforts to fulfill their goal
Cut this paragraph. The term “hive mind” isn’t clinical and sounds dumb here. Even then, it’s already established they communicate normally, albeit discreetly to avoid the Authority’s eyes. Just mention how they have “anomalous communication capabilities” or something. Not “hive mind”.
