I wouldn't specify the amount or who specifically it is going to. You don't need to and it lets the reader fill in that blank with however much money they think would buy their cooperation.

When it could not find a way out, it sat in the corner for approximately 12 hours before — until cooperating.
How RPC-XXX obtained such a high level of intelligence is not currently known. It is theorized that this could have been the natural result of evolution, and could indicate suggesting that more animals may transition to a lifestyle of bottom-feeding off of human societies in the future. However, research has indicated that the genetic profile of RPC-XXX is unique in it's its composition, with only a ≈53.4% similarity to the human genome. The rest of its genetic profile appears to be composed of a previously unknown chemical alternative to DNA. More research is required to discern the properties of this chemical.

Other than that, I think this is like a solid 3-4 star RPC. I think it should go into more detail about the art they make, and it could really use an image. I mean if they're just using waste you could look up artwork made of garbage for that.
The ending really brought it together. It's sort of like your other stuff where the ending implicates a much broader scale. Is there a connection between these articles? Because I'm thinking this is suggesting that maybe humans were the "bottom-feeders" to the Humanoid Hominid things in your other RPC.
I agree with Butter in regards how u could benefit from few more descriptions for art they make. You could make a little segment for types of art and other items they make too, like toys, sculptures, tools, etc.
But as is it seems like a nice article, dont see any flaws to it. It's simple and concise, enjoyable.

interesting article you got here! the imagery of all the art and houses built out of garbage was quite appealing, and i really liked the implications left by the ending. what i'd suggest is pretty much what other people have suggested; add a few descriptions of the artwork they make. maybe they could be using their art to communicate something.
i don't really have any complaints here, but at the same time it kinda left me wanting more? i mean, it does what it sets out to do successfully but there's something missing from it, and i just can't tell what that thing is. i already pointed out how you could add descriptions of the artwork, but i still feel like there's something else. sorry if that's unhelpful, it's still a solid article all-in-all.
