I don't think losing authority property would be punishable if you are the victim of an RPC that specifically takes things from people. I'm also confused as to why they are not making efforts to capture or attack or really do anything to this saucer, which, judging by the end of the article, is at best a nuisance, at worst an active detriment to authority activities.
Maybe also add something about agents in the Pacific being required to being extra clothing and Authority ships in that area being stocked more than others.

haha lol the authority is so random and funny! This isn't important, useful or interesting. It doesn't even make a lot of sense in the article since I doubt the personnel would give a funny nickname to the saucer you can't locate and steals your shit. it's like giving a pet name to the guy who robbed your house.

I imagine you could still use binoculars or a telescope right? if not I have no idea how the authority can make judgements on its appearance.

I wouldn't make them some sort of sub-anomaly. there's nothing anomalous about the people getting their shit stolen from them.
RPC-385 will follow RPC-385-A instances until each has terminated or the instances approach land, at which point it will vacate the area.
I feel like you could expand upon this a bit, like if a subject is terminated or approaches land without losing focus of RPC-385 would they still lose the object? What if the person loses focus and they don't have anything on them? what if somebody takes the only object their holding while they shift focus away from 385? so on so forth
Of note, when a hat of any kind disappears from a RPC-385-A instance, RPC-385 will radio broadcast (Cheery?) music played by unknown instruments over a 8 km radius.
I imagine the blue (Cheery?) implies you're looking for a tonally relevant phrase in place of that word. I'd say something along the lines of "broadcast unknown music similar to songs that have a sanguine mood. Songs consist of purely instrumental tracks, although the instruments used have not been identified yet.
By radio broadcast, do you mean it sends out a radio signal playing these songs? if so, how were they able to detect that? How do they know the range of the radio signal if they can't track the saucer?

like large wooden barrels? (or metal ones same difference) I don't see how 103 different authority personnel were in a position to notice the saucer while also carrying a heavy object like that around. if it's something else, I would specify that.
