"Alpha-Black"
Unless I missed something, im not sure how this anomaly is capable of "ending the world." in terms of lethality.
The area surrounding RPC-XXX-A is to be sealed shut. Multiple lesser anomalous objects and locations have been fabricated to keep the true nature of RPC-XXX clandestine. All instances of RPC-XXX-B are to be safely archived inside Site-002.
I would recommand:

Personnel stationed inside of Site-002 must be constantly be reminded that Sector-100 does not exist. Personnel who firmly believe in the existence of Sector-100 should be reported to the current Site Director, Alan Walsh Sullivan.
(From a reverse psychlogy perspective, if you keep reminding someone that "This does not exist, dont look into it" all the time, they'll more likely to snoop around or investigate.)
Something like this could prehaps work?
Any personnel stationed inside of Site-002 curious about Sector-100 are to be informed that Sector-100 does not exist. Personnel who firmly believe in the existence of Sector-100 should be reported to the current Site Director, Alan Walsh Sullivan.
Anyone who views the physical copy or a photo of a said physical copy of RPC-XXX-B will immediately begin to believe that Sector-100 exists.
Should be:

Upon entering RPC-XXX, subjects report large tumors spontaneously growing along the head and neck region.
Upon entering RPC-XXX, tumorous growth will appear along the head and neck region of subjects inside RPC-XXX overtime.
(Also I noticed how Sector-100 is both mentioned as "RPC-XXX-A" and "RPC-XXX") Might wanna fix that
Attempting to leave RPC-XXX is impossible, as the door will immediately lock as soon as the subject approaches the door again
Attempting to leave RPC-XXX is impossible, as the door will immediately lock when subjects inside RPC-XXX attempts to leave.
(Also, what if the subjects bought explosives inside RPC-XXX, and blasts the door open? Or physically breaks the door somehow? Is the door indestructible?)
Subjects have described through radio communication that the interior is covered with an unknown, rough black substance.
Not sure what "rough" means in this context, appreance? Texture? etc.
Subjects describe RPC-XXX as smelling rancid, almost like expired paint.
(The inside of the Site itself or those black liquids?)
Over time, radio communication and camera feed will begin to degrade before cutting out completely.

After the lockdown subsided, Authority personnel swept Sector-100's Severe Containment Sector and Cafeteria wing for survivors. Rapidly developing skin lesions were reported on the recon team's faces and necks just before Sector-100's blast doors locked under anomalous circumstances.

Addendum XXX-3: On June 15th, 2020, all Site-002 administrative personnel received a message via satellite communications, which displayed the following:
Satellite communication? Did they investigate the source of the satellite signal, if they did, what was the result?
