GARD article on human experimentation? Count me in! And for whatever reason I thought this was article 6 on that matter.
Anyway, I like the body horror explored in this; I found myself illustrating these sad monstrosities in my head as Joy Mutants you'd find in the Lisa games. The prospect of supersolider monstrosities under control is quite spooky, although by the first three paragraphs I was excited this was some virus the GARD had remote control over to manipulate the victim, which would have been a terrifying biological and torture device, for example, to extract information.
Still the clinical detail draws interesting bits about the anomaly's behavior, and I especially like Table 1's descriptions. It does run its course early though as the experiments log offers little new insight into 913 effects and more so describing the typical nature of a Josef Mengele experiment. But aside from that it serves a place in the GARD's involvement with the anomalous, that I am actually shocked to learn it's the only article on human experimentation on their hands.
My favorite part is probably out of poor writing but I love how the FOA leadership's reaction to the Authority's inquiry resembled that of a schoolboy at the principal's office. For a moment it reminded me of general Buck Turgidson shenanigans at the war room.

We know by suggestion it IS them, so it still breaks the show don't tell rule. Cause if the latter half's revoked, there would be some joy in deducing this on your own than being told so. In fact that's a fairly obvious thing to infer.

Different, viable use of the word but using it twice here was awkward to say the least. change to "Corpse disposed via cremation" perhaps?
Subject experienced extreme pain throughout experiment but subject's mouth was eventually covered by growing flesh.
Replace "but" with "and", as the two clauses do not go against one another.
