This is a very calm and pleasant article. I really like how you provided a succinct examination of RPC-619's anatomy and anomalous abilities that's logically consistent with how Groves Radiation works without trying to shoehorn a whole bunch of different powers into them. The history section I felt was also well done, and was overall just enjoyable to read.
My only real critique is the ending. We're told one of the moths dies because it might've been depressed and then there's a containment breach kind of out of nowhere. I very well might've missed something though. Anyways, my suggestion is this: have one of the moths die, and then have the Researchers notice the other moths are acting different.
This leads them to believe their mental faculties are more complex than previously though and theorize that the moth might've died because of this. The twist is the dead moth would have actually died on purpose. The other moths "mourning" it works to turn the dead body into a "holy relic". This creates "holy energy" to feed off of which isn't noticed by the Authority until it's too late and the moths cause a containment breach.
Good luck with your draft!
that was formerly endemic
Just curious, why are they not endemic to these regions anymore?

Salerno, which is a municipality of Campania.
Probably footnote this. Salerno is a pretty famous city. If anything I'd say Salerno, Italy.
1447, certain elements of the document were of interest to the then-nascent Auctoritas
You don't necessarily have to change this, but at that time the precursor to the Auctoritas Imperata was the Auctoritas Ecclesiastica (which had pretty much dissolved at this point after losing to the Ottomans in 1444). The Auctoritas Imperata wasn't founded until 1463 fyi.
If you wanted to add more lore here, you could say the Angeli Plagam Eden (which becomes MST Alpha-01), or use Dr. Pierson's Psychological Occult Initiative (featured in RPC-063 and Supplemental Report 042-001. I mentioned them in RPC-009 too.)
the emperor Constantius the son of Constantine the Great
Apparently Emperor Constantinus was a big fan of Arianism. I don't recall if Arianism venerated saints or not, I'm pretty sure they did, but you might want to look into it. Emperor Jovian was definitely a proper Nicaean Christian though.
it is theorized that these entities may have died due to an unnatural depressive mental state
What is the basis for this theory? What would make the Authority assume the moths were capable of mental states like this?
I like the documentation, I like the history, and I like the article. I know its a research article, and it may be pedantic and repititious at times, but I feel like if you're going to make an entire paragraph about their ability to absorb Groves Radiation in the description, perhaps you shouldn't put it in the further analysis under the collapsible. Or something like "For further information on this phenomena, see "Groves Absorbtion/Storage/Projection Analysis""
Other than that, I think its ready. It might be elevated by a small sketch of their wings when you describe their anatomy, to show that they've really been dissected and studied, like a bug collector may do, but thats just my opinion.

I really love whats going on here. The concept of moth-powered gauss canons in WW1 is the stupid campiness I've come to love within RPC. I also like the darker implications of them being hunted to near-extinction before being weaponized. I think my only gripe is the sudden Cair Aisling connection. It just feels very out of left field and has no relation outside of "oh yeah this is in scottland lol" unless Randolph Gowering somehow knew about this anomaly which I heavily doubt. I think the article can end just fine without it, showing that the anomaly has some form of sentience, enough to conduct basic rituals. I wasn't really a fan of the Scotichronicon Excerpt either, but that comes down to personal taste.
4/5 either way. Strong article.
