Well, this is a surprise to be sure. Solid article, I don’t have too many problems with it.

On a technical side, only thing I could notice is that you repeat the words I am about to list a bit too much between ConProcs and the description: RPC-117, RPC-117-1, instances, the watch. They make it kinda awkward and jarring so this will colour my rating

While I fail to understand why the Authority would have an entire man’s life saved up instead of just the parts that they should actually be interested in I am giving it an A for effort cause it’s solid.

This is excellent, classic feeling without being cliche. I really want to know more about this William guy's story now, are there any tales featuring his adventures? If not, maybe it's time someone wrote some. My only nitpick is that I always hate it when so many paragraphs start with the object classification id. Maybe try to refresh some of those if you feel like polishing this one a bit more, cheap way too make a good article even better.
