Transport of RPCs and personnel to and from Site-047 occurs only on the days when Alcatraz is closed off for tourism. This is done by Authority-owned cargo ships and helicopters.
Site-047 holds many types of anomalies and lesser anomalous items involving Groups of Interest such as the Church of Malthus, Amazing! Co., and The Righteous Central Protection Authority among others.
Conclusion: Aside from the unrealistic idea of Authority holding Gamma and Omega class anomalies in such a public and well-renowned location, I don't think you know what you want this Site to be.
Is it a CSD holding center? A GOI research center? Just a standard Site? It has a little bit of everything. If I were you, I would have the site hold only Alpha and some Beta class anomalies. Their main goal should be CSD storage and GOI research. Maybe have a designated area for the holding of People of Interest.
