This is a cool document. It doesn't have a lot of content but it's very polished which makes up for that. My only concern is that the settlements might be too high. I wouldn't know how settlements work, or how much they'd normally be for an organization like the Authority, so I'll trust you to have done some research or talked to someone familiar on the topic.
I like that you only crosslink malthus once and leave the rest unlinked, and it's neat how you did the crosslink to 193 and ACS in the same line.

I think it could benefit from more content but it doesn't absolutely need it. A few paragraphs of actual text content that isn't part of the tables could help a lot to make it feel like a complete article.
