This is an anomalous blade that has existed since the onset of the Tibetian Empire. It was passed down from ruler to ruler until the end of the empire, where it was lost and kept hidden in the most recent ruler's tomb, waiting to find an heir one day.
The sword is a symbol for the soverignty and supremacy of the people. When weilded by the correct individual — essentially the common man — it becomes very powerful and from the intercepted messages, we can see that it increases the altitude of numerous mountain ranges in the area.
When activated, the blade causes the mountains to arise, as the peple would do to overthrow an oppressive and hostile force or government. The spread of the mountains that increase in height match the overlay of a human hand. This can either be taken symbolically, or (as the "titanic hazard" references) that this is actually a giant humanoid defender of the Tibetian people who can be summoned. The intercepted message mentions "Ihase" or the "Divine Son", who are the direct descendants of the sun-goddess Amaterasu Tsenpo. It was also the title given to emperors of the Tibetan Empire.
So, in a conservative interpretation, the mountains themselves are the divine protectors of the people (as if providing a natural barrier and shield), increasing in height which may suggest that the activation of the blade is why Tibet is fortified by mountain ranges — this would make the Himalayas the result of previous emperors engaging the nation's defenses against aggressors. (Did you know that the Himalayas are still growing?)
In a more liberal interpretation, there is a titanic subterranean eidolon that can be summoned to defend Tibet from its enemies; one whose fingers are mountains.
At the end, what is going on? Well it turns out there is a Chinese spy in the midst of the researchers, who has infiltrated the study of the anomaly for political reasons. This person is an informant of the Chinese Government, which borders Tibet, and is seen as an ominous threat that could attack Tibet at any time, especially lately in world politics.
It would seem that the Chinese government has some knowledge of the sword, which they believe would find its way to a rightful heir (which can be any honest member of the Tibetan population) and be used to thwart China's plans to invade and capture Tibet, or even destroy China in retaliation.
So from the intercepted messages, we see that the Authority is privy to this infiltration and is keeping tabs on it. They decide to play with the informant a bit and post one of his messages to the actual file. Of course, the informant — keeping up with his subject matter — finally sees this and freaks out. He sends another frantic, encrypted message to his collaborators in China and peaces out.
The Authority devises a clever scheme to figure out just how high up the corruption had gotten in its own ranks. It took the first intercepted message and "declassified" it on the document at Level 5. There was no chatter or activity, suggesting the informant wasn't Level 5. Then they did the same for Level 4. Still nothing. They finally got a "bite" with the informant being made aware that he was being watched, at Level 3. So that's how high the corruption had gotten - which, as the Level 5 Authority member says "could be worse."
The article leaves off with the Authority recognizing what the blade actually is, because the Chinese and the spy give it away in their messsages, essentially doing all the work for the Authority. While it is nice to know that they have a very powerful weapon at their disposal, the Director wisely and cautiously concludes that the Authority itself could be seen or interpreted as a hostile force to the Tibetian people, as it is a lording bureaucracy that is built on secrecy and keeping the people essentially duped into believing in a non-anomlaous existence.
