No vote for now, reason being that whilst and interesting read, it doesn't really feel fully explored.
RPC-013-01 is definitely the high point of the article, but Vsevolod as a character doesn't really exist which doesn't really help since he is one half of a story, as well as arguably the protagonist of it. We can't sympathize with him because he is a raving madman: We don't have the original Vsevolod, untainted by the experiment with his motivations and feelings, to compare to the new one.
This leaves us wondering why he would even attempt to prevent 013-01 from fucking up everything: Is it because he is a Christian who believes he can prevent what he sees as the Devil coming to Earth, a husband and father who wants to protect this family who is/was, or a man who believes that it is his duty, both to the world and to his fallen friends, to prevent something horrible from happening?
Madness, whilst a tool that can seemingly automatically explain the lack of logic in actions only serves to flatten the character, taking away from him his personality, making it hard to relate to him and understand his actions.
So all in all, it's a fun read, but one with not too much depth to it.
