What the Description-less.
The man behind me didn’t have a thought nor opinion he can call his own, and the man in front of me had to much agency, to the point of arrogance.

Grammar:
And despite the fact I didn’t know it’s name I knew it should be referred to as Him and He.
And despite the fact that I didn't know its name I knew it should be referred to as a "Him" or "He".
I was met with a stone. There was a being sitting upon it.
He then sat upon the rock and began to speak
The latter line is unnecessar / contradictory since the former line already established it to be sitting on a stone. Perhaps you're refering to the protagonist and if so you should change it as such.
How can adhere to laws that I cannot even properly hear?!
How can I
Story:
Now, all I could say is how much potential this tale has and is being wasted at its current state. There is essentially an error in reality that allowed the protagonist a glimpse of the nature of reality itself.
You previously expressed that the story wasn't written with the strict intention of connecting it to the wider Authority universe and yet I could find many symbolism behind it and would argue that the tale would definitely be much better if you were to persued that connection.
Even at a surface-level look, one could already tell that its about the nature of human, but all throughout the short encounter the protagonist's interaction echos much of the governing ideology of the Authority:
The entity, a clear representation of the anomalous, its laws representing the nature of anomalies and the laws of reality, not being follow not because of man's arrogance, but merely out of ignorance.
Despite his best efforts the protagonist is ultimately unsuccessful in comprehending its laws, much like the Authority's futile effort to research anomalies, yet despite being threaten by it, he perveils and challenges its authority.
You may disagree on my interpretation of your tale but it would be a shame that you don't follow this route and take it further. There are clear symbolism for the Authority's Research Aspects, perhaps you can further expand on it by exploring the Protection and Containment side?
That's is all I have for the article, it's short but thought-provoking, so I hope you continue to develope it.
