I’m confused by this. If the object exists, where is it now? If it’s in the pocket dimension, state that here. If it doesn’t actually exist until it manifests, then make it more clear how the Authority is able to determine what its form will take.

What’s up with the quotes? Is it intentional that there’s a bunch of open quotes without closing quotes here? Also, the bit in brackets seems to imply that this is a translation, but that’s never stated prior.
