I haven't know much about the cetacean group of interest yet, but this article make me interested about it. Well done.
Somewhat weak presentation, poor description, but with an interesting concept. Incident logs need some work with capitalization and grammar, and overall a lot of simple mistakes bring the article to a 2.
This is a solid Series 1-style RPC article! The straightforward containment protocols sufficiently explain how exactly they are supposed to contain the anomaly in a way that provides verisimilitude which carries through the rest of the article. This is an anomaly where it could have been very easy to overexplain how it works biologically and its significance for the PCAAO and CK, but I think this article is smart in how it keeps us rooted from the perspective of the Authority as we see how those groups react to it. It preserves the mystery of the anomaly which I think is critical to any good Series 1 article.

These sentiments align with the group's affiliation with cetaceans, likely being appalled by the thought of an organism that is made out of the remains of cetaceans and feeds upon them.
This could probably be footnoted or just removed. It doesn't add any information we don't know already.
