This was a very inventive concept for an anomaly! Clearly a lot of work was put into the 'info-physics' of memotics and the mechanics of RPC-131. Those section are the highlights of the article in my opinion. While some of the dialogue in the Incident Logs is kind of bland, overall this is a really solid article. I just had a couple question from reading the article.
First, I'm not entirely sure why the Labrador Incident is seen as an incident. Is it because they were trying to find a Memotic Feeder and from their thoughts they attracted one, and that's why they feel responsible? Because it seemed to me that the Memotic-Feeder would have gone to RPC-131 anyways.
I also wondered about the way memetic hazards are supposed to work in the Infoplane. We're told that's why they built the Black Site-131, but they aren't mentioned at all in the Mneumotics section. So when they use an info-hazard to destroy the Info-Demon, this kind of comes out of nowhere. I like it, but I think it needed to be hinted at more earlier in the article.
I'm also not sure I comprehend the meaning or the purpose of the GD-ANTC message. It just seems like one of the BS Council Members is bragging about how powerful their division is. I know in lore GD-ANTC is the overseer of Black Site, but I don't quite understand how it connects to the rest of the article. We're told they did neutralize the Info-Demon, but I think ending the article on the Council Transcript would have been a better ending because it leaves the fate of the anomaly open-ended.
Personnel must note down

regarding the case as the case progresses.
"pertaining to the case as it advances."
Personnel must be able to use these notes to regain all information needed to reinstate the operation and perform any necessary action following a memory loss event.
"In the event personnel experience memory loss, these documents must be consulted in order to retrieve all required information for the reinstatement of the operation, as well as to carry out any necessary action."
It has been found that the vast majority of memotic phenomena do not affect recently created memories or memories that the target does not have conscious access to.
"Recent research has revealed the vast majority of memotic phenomena do not impact newly formed memories or those memories the subject has no conscious access to."
As of writing, the exact properties of the memotic feeder are unknown. The entity must be studied without alerting it of our existence; the entity may attempt to disrupt the operation if it believes we are a threat.
"At present, the exact attributes of the memotic feeder are unknown. Consequently, it is necessary to investigate the entity without revealing our presence; the entity may try to interfere with the operation if it regards us as a risk."
