Is RPC-856 no longer a physical satelite? Seems like an anomalous satelite could be easily neutralized by blowing it up.

Several issues here:
- "enemy" doesn't really strike me as a clinical term. Perhaps change the term to something more neutral, such as "rival," "opposing," "antagonistic," or "hostile."
- Exactly how does a satellite locate and aprehend personnel from other GOIs? Specifically, how is it able to identify members of another GOI? Wouldn't the Authority have to already know the identities of said individuals in order for the satellite to recognise them? This really needs to be explained.

Similar to the other issue; how is the satellite able to locate these GOIs well enough to broadcast messages to them? If the Authority knew how to do this, couldn't they use the signals to locate the GOIs?
Although most broadcasts did not contain any cognitohazardous information, some lower-level personnel were affected due to improper inoculation.
what does "inoculation" mean? Use a footnote to define it; otherwise people unfamiliar with the term won't be able to understand the sentence. Google tells me it's like vaccination, which makes its lack of cognitohazards strange. What are these inoculations for if not cognitohazards?

Ok, so this last broadcast basically incriminates GD-12, and its presence in the article implies that the Authority was able to intercept it. Yet we're supposed to believe GD-12 is still active. You need to explain how GD-12 hasn't been impeached despite this blatent evidence that he's trying to bring about Revelations.

Do not be alarmed by the unknown satellite in orbit currently. It's most likely debris from surrounding space. Even if it were a satellite, whoever owns it wouldn't be able to operate it properly like we can. Stay tuned for updates as we investigate who owns this piece of junk.

This message makes no sense for multiple reasons, the most notable one being that NASA isn't the only government funded space program; various other countries also have space programs, which are listed in this Wikipedia page. Therefore, NASA isn't the only one able to properly operate a satellite, and it knows that.
actually, while we're at it, the NBC broadcast makes little sense either. AI is sufficiently advanced enough that a satellite autonomously broadcasting messages can be easily explained by programming. Additionally, I'm not sure how you can get ownership information from a satellite, but I do know that if I found a satellite that isn't providing any ownership information, my first thought would be "Huh, whoever put this satellite there doesn't want it traced back to them," not "Huh, this satellite must be acting on its own." Finally, why would terrorist organizations go public with information about threatening broadcasts? That would be like if a robber complained to the cops about being robbed.
