I agree with others that building a whole site for a single anomaly is a bit overkill. Surely there's at least one site they can put him where the security officers can just use anomalous weapons if someone tries to attack?
The fact that everyone on site is supposed to just run and hide in case of an attack is weird, too, considering the article doesn't specify how strong or durable the anomaly is, and especially considering you state that it couldn't stop a tank or artillery. According to the article, this means the whole site is fucked if someone decided to attack them with a cannon.
I think the concept for this one is pretty good, but the last bit with the interview is a bit confusing. Clearly the man and dog who died, the man's daughter who doesn't exist, and the fact that the anomaly only likes adult women all tie into one another in some way, but for the life of me I can't figure out how.
There are also a couple of tonal errors in this article, but all in all it's not bad. Well done.

Makes the Authority out as horribly incompetent. The ending might be the only highlight of the article due to it being an unexpected, interesting twist but everything else just keeps creating questions:
Why not train the dog? Why not permanently deafen it to avoid breaches? Why create an entire site for it? How did it not die yet despite running at random gunshots, either from exposure or wounds?
The entire article is about a biotic dog with no thought put in the logistics and development of the idea. An undeveloped premise that is just based on a cute animal should be reserved for cats and not our best friends.
