1. This is a sentient creature, which alone makes it Beta, not alpha. The fact that it also has the potential to be dangerous on top of that (RPC-228-1), means that the alpha rating is REALLY undeserved.
2. There's a formatting flaw in the interview: it says the interview is RPC-288 instead of RPC-228.
3. Free movement for something this severe is an issue, it should at least be restricted to a certain area, such as barred from other RPCs, administrative centers, and etc.
4. Speaking of movement, the fact that 228 is unescorted brings up a massive issue on its own, what if RPC-228 can't be found? What if its hiding? Even if it is cooperative most of the time, the point is that it is SENTIENT. If it can think, it CAN rebel. The mere potential for this, despite unlikeliness, makes it so that there is ZERO reason for the Authority to NOT have at least a researcher on RPC-228 at all times. Even then, it should be a guard.
5. It's blocky. That's it. I know, its supposed to be a simple format, but its rough on the eyes. There's two paragraphs and a log, which is three sections for information about RPC-228. This is a grave issue for anyone looking at it for the first time, and given the prevalence of the article, it really doesn't fit its notoriety. I'd suggest doing something about that.

Thus ends my major criticisms, and while the concept is at least sound at the foundation, it is thus rendered flawed in execution. -1

Secondly, I didn't get the whole jist of this RPC. The storyline is bland, to say the least, and it's not very well-written. Too many loose ends, redundant phrases, etc.

I would recommend a rewrite, because SCP-228 just seems unfinished in its current state.

1. There is nothing in the description about what the seeds do. I get it is in the interview but it should be in the description if it is known.

2. Same as above but with the recovery story.

3. The site and doctor are censored in the containment procedures. Especially for the site, why?

There is no in universe way that the Authority would just leave it at that.

Also, how or why are these seeds appearing? Has any observation been attempted? Why are they to be considered biohazardous?

So little is explained and apparently unknown about this thing, yet the Authority is going to let a sentient RPC just walk around unsupervised getting its ego soothed by any passerby, with the exception of 'bed time'?? When did the Authority become a daycare unit?

That's not indicated in the article at all.

It suggests in the article that the anomaly is simple "magic" and flat-out admits that all of the anomalous properties it displays are "unknown." Despite this, it's still classified as an Alpha-Class (safe) anomaly and allowed free roam of the facility. This seems like outright clumsiness on an in-universe level. As a reported sentient entity, the Authority has no way of knowing if this thing is honest in its supposedly good behavior and benign intentions. This is especially confusing considering this thing was spawned by a SADISTIC CULT and the Authority don't even seem to bat an eye. This would make sense if the pumpkin had some kind of manipulative psychological properties that induce an "Awwww" factor in those exposed to it, but this is not specified to be the case (and even if it were the case, we would be looking at a much, much different RPC).

"it is capable of speech by ways that are currently unknown" — is this all we get? We have a talking pumpkin but no investigation into how this is possible? At least some kind of research into this is warranted, I think. Even a test as to the origin of the soundwaves emitting from the object. This thing alone would be very easy to test and could provide insight into some of its properties.
"inside of RPC-228's pumpkin are seeds that manifest in an unknown fashion." How about a little more than this? Have the Authority never bothered to peek inside of the gourd for an extended enough time to observe the seeds being spawned? Do they appear out of thin air, or do they somehow grow out of the pumpkin itself? Are the seeds literally incapable of manifesting if they're being observed? These details are not made obvious at all in the article. It is also denoted that the seeds are a "biohazard," but no effort is made to elaborate on why this is in any official capacity (the possible implications in the provided interview notwithstanding). All of these phenomena have limitless potential for research, but none of it is taken advantage of.

I also find it slightly questionable from an immersion standpoint that the Authority would willingly obey an anomaly's desire to be referred to by a cutsey name. It's like naming your chickens before you kill them. The Authority should know better than to personify anomalies like this, in case something goes horribly wrong and they don't have the heart to mistreat it.

Polite -1 from me. Just seems a little too benign and poorly researched for a serious entry. I would rescind this vote if there were a few more addenda with legitimate research into the pumpkin's anomalies rather than just handwaving them as "unknown". The Authority is about Research, Protection and Containment. Benign acceptance of seemingly unexplainable phenomena should be above them.
