Meaning that if no one touches RPC-391, it basically can't do anything. So locking it inside a box and never touching it, practically neutralizes it and makes it a non issue.

edit: Just realized that my justification was very flawed and that my idea of neutralized was not what people mean by neutralized. I'll modify the article in a bit.
