Welcome to the hub for the Authority's Presidium, a collective of Offices and executives dedicated to running the vast beast that is humanity's guardian against the anomalous. Here, you will find information on Offices that have been declassified for personnel with Level 2 Security Clearance and above. In the future, Offices that are deemed important for lower personnel to know about may be declassified. It is your job as Authority personnel to keep yourselves informed.
Personnel with Level 3 Security Clearance can request a primer file of the Authority's organizational structure. Requesting this primer without the proper clearance level will result in your sanction.
Comprised of all Global Directors, the Board is the executive body of the Authority. Where Authority operations are concerned, the Board has the ability to make executive decisions at will. Whether its to stop the sale of certain 'benign' anomalies, or to force the continuation of critical research projects; very few activities of the Authority are outside their command. Some of their actions may appear to be heartless, or incredibly inhumane. This is of no consequence to the Board. A temporary loss of their humanity is worth the price for keeping the human race protected.
Serving as the rarely seen face(s) of the Authority, members of the Board serve as the highest diplomats for nations and organizations; for when normal diplomatic envoys cannot handle the situation. Critical and delicate situations are a commonality across most directives that directly come from the Board. To reduce the risk for these situations, Global Directors are forbidden from purposely coming into contact with anomalous entities or objects. Additionally, it is very rare that all Global Directors will meet together in the Board Room; for security and scheduling reasons equally.
Office of Financial Affairs
The Office of Financial Affairs (OFA) is tasked with the valuation, verification, and management of all assets belonging to the Authority. Comprised of two subdivisions, Financial Affairs handles everything from asset valuation and management; internal and external financial investigation to aid in RPC related matters, or to investigate discrepancies within the books; and commercialization of Authority assets, anomalous or internally developed.
Being remarkably efficient, despite The Sea they work with, personnel belonging to this office have a reputation of seemingly being emotionally detached. Conversely, complaints filed to HR paint a different attitude for the Office's Auditors. Auditors, unlike their coworkers from FA, are very zealous about their work. HR advises personnel to not hinder their efforts.
Office of Diplomatic Relations
Comprised of ambassadors for countries and territories innumerable; experienced former officials of various governments and organizations; and a band of experienced diplomatic envoys; the Office of Diplomatic Relations (ODR) is a critical office within Authority Administration. Maintaining good relations between the Authority and the nations in which it may visit or permanently operate within is likened by the Office as a delicate balancing act of mutual interests and individual interests for the involved parties.
Through good relations that don't impede Authority activities and the relaying of requests for help with or the potential discovery of anomalies, ODR allows the Authority to Operate as efficiently as it is capable of.
Office of Ethics and Review
"You are our eyes, we are your ears."
Born from the fallout of an unsanctioned Research testing session for RPC-███ in 1936, the Office of Ethics and Review's (OEaR) mission is two-fold: to evaluate the operations of the Authority and to investigate violations of Authority Mandates. Evaluations from the EaR are focused on matters pertaining to unethical conduct committed by staff of the Authority.
Ethical evaluations center around a written compact1 that carries heavy weight with the other Offices in the Administration. Careless or malicious misuse of CSD personnel, unreasonable overworking of subordinate staff, improperly preparing Task Force members for operations; and Auditor conduct are common matters that are brought to the EaR. Minor ethical violations can see salary decreases, budget cuts, removal from projects or other less severe punishments. Severe ethical violations carry severe punishments, including demotions; memory erasure; memory erasure and dismissal; reclassification of clearance level to CSD; or memetic-induced brain-death2.
Violation of Authority Mandates are treated as hazardous to the stability of the organization and potentially the world outside. After investigation of the claim of violation for merit, EaR will organize a tribunal. What goes on behind the doors of the tribunal is unknown to everyone outside them.
Office of Information Records and Security
"Through Secrecy; Darkness Prevails"
As part of an internal reorganization in 1947, the Office of Information Records and Security (OIRS) was established to preserve and safeguard all information generated and gathered by the Authority. Tasked with keeping records, information redaction and security, and the management of individual security clearances; OIRS staff members handle a critical job for the continued operation and secrecy of the Authority. As a result, all staff belonging to the office are specifically appointed by the Board to maintain internal security.
To combat unauthorized access to sensitive information, OIRS monitors the use of security clearances for individual personnel with an in-house access security network. For additional security of sensitive material, security clearances expire bi-monthly and must be renewed by issued personnel a month in advance of their respective expiration dates. Background checks and financial reviews for renewing personnel will then commence. Any discoveries of corruption will warrant in-depth investigations by OIRS, in coordination with FA, HR, and EaR where relevant; while the subject in question is suspended, pending interrogation and audits.
Office of Human Resources
Authority personnel are the finest in their respective fields; hardened soldiers, brilliant scientists, even the most elite janitors. The sources for these men and women are as varied as the Authority itself, from personal recommendations to bureaucratic filters for notable personnel. Human Resources collates and acts on all this information, working with the other Divisions to keep the Authority staffed. Beyond sourcing for open positions via the Department of Divisional Recruitment, HR performs two critical supplementary roles for the Authority.
A development made in cooperation between the three primary divisions, OHR and OFA; OHR's Department of Personnel Efficacy and Wellness was created for the purposes of increasing employee retention. Its creation stemming from loss of personnel, and the dramatic financial costs of their departure and replacement; PEW performs duties intended on keeping personnel for as long as they are capable of working for the Authority. Counseling services, welfare checks, suicide interdiction, mediation/arbitration services, among other aids and services for all Authority personnel. Wherever the non-anomalous experience of employees can be improved, it is PEW's duty to make it happen.
Per restructuring efforts in relation to the wave of critical budget concerns, CSD personnel acquisition is now to be handled by specialists in Containment Division. OHR's Department of Expendable Candidate Fulfillment will now provide oversight personnel to maintain quality of efforts, and no longer be directly involved in the dispersal or acquisition of CSDs.
